Fisheries Harvest Manager/ Biometrician

OVERVIEW: This position conducts assessments of fish and shellfish stocks for fishery management purposes. This position requires knowledge of fish and shellfish biology and strong competencies in statistics, experimental design, modeling, and stock assessment methods. The incumbent will represent the Tribe on various technical committees. Assists harvest management staff in administering Treaty fisheries for tribal members in the Tribe’s Usual and Accustomed Fishing Areas, while ensuring the conservation and sustainability of fisheries resources in perpetuity for the Tribe.

POSITION STATUS: Regular / Full-time / Benefits

SALARY LEVEL: Grade 14-16 ($27.40 - $36.00 hourly) DOQ

WORK SCHEDULE: M-F; 8:00 am to 4:30 pm

ESSENTIAL FUNCTIONS OF JOB:

Assists Natural Resource harvest management staff with implementing the Tribe’s Treaty fisheries using sound science supported by established statistical harvest management modeling and forecast methods. In addition, the Biometrician will support departmental fisheries and wildlife biologists in the development of study designs and statistical analyses of associated datasets. These activities include, but are not limited to:

Fisheries Management

  • Assists harvest managers, as needed, in day to day operations of tribal harvest management activities. This includes the development of Fisheries Ordinance-compliant regulations that are consistent with scientifically defensible natural resource management protocols, while ensuring that harvests stay within established quotas,
  • Provides technical support for annual fisheries planning processes including, North of Falcon, Pacific Fisheries Management Council, Fraser River Panel, International Pacific Halibut Commission, and other fisheries planning processes;
  • Assists harvest management staff with the development, maintenance and updating of fish and shellfish harvest databases;
  • Represents the tribe at technical meetings with other tribes, the State of Washington, and Federal agencies;
  • Evaluate the results of periodic state Fishery Regulation Assessment Model (FRAM) base periods in the context of impacts to Elwha River fisheries and other areas of interest within the Tribe’s Usual & Accustomed fishing areas.
  • Works with other tribal harvest mangers to design, conduct and implement test fisheries and biological sampling requirements as needed.
  • Conducts data validation to evaluate reliability of data sets and develops procedures to improve the quality of such data using appropriate collection methods;
  • Works with policy and harvest managers to develop fisheries management recommendations, harvest schedules, and regulations, which are then presented to the Fisheries Committee and Tribal Business Council;

Technical Support, modeling, and report writing

  • Develops and applies statistical and mathematical methodology to research and management of fisheries and participates in project planning teams;
  • Assists departmental biologists with statistical designs for complex biological studies of fish and wildlife population dynamics; prepares written research protocols; interprets findings and prepares a final written report;
  • Consults with technical staff to determine their requirements for statistical information to inform biological implications of the assessment; interprets the results of statistical studies for managers, administrators and senior policy makers;
  • Develops methods and procedures for collecting and evaluating biological data for harvest management applications. Plans and develops required procedures for coding, tabulating and analyzing data;
  • Supports NR Biologists and GIS Manager with statistical analyses of fisheries data sets;
  • Prepares and presents reports and recommendations relevant to various fisheries and projected future conditions that consider conservation, preservation and protection of the resource. This includes annual post-season reporting requirements.

Administrative Duties

  • Prepares and manages relevant contracts for fisheries consultants or agency funding awards
  • Assists Natural Resources Director in preparing job descriptions and the hiring of fisheries support staff
  • May involve supervision of harvest management support staff
 
Position Requirements

KNOWLEDGE, SKILLS, ABILITIES REQUIRED BY POSITION:

  • Ability to follow instructions and adhere to prescribed routines and practices, policies, and procedures;
  • Requires extensive knowledge of salmonid life history and management and familiarity with tribal fishing rights;
  • Develop databases (Excel, Access), summarize and analyze data, and present findings both orally and in written formats;
  • Experience with statistical analysis, modeling, and report writing;
  • Willing to learn basic boat piloting, navigation, and mapping on the water;
  • Ability to establish and maintain good communications with the staff biologists, tribal staff, state and federal agency personnel, and members of the local community.

DESIRED QUALIFICATIONS:

  • PhD in Fisheries Biology, Marine Science/ Biology/ Ecology, Quantitative biology, Conservation Biology, Fisheries Science, Environmental Science, or closely related field;
    • Experience incorporating bio-statistics and/or ecological modeling into academic or professional modeling work.

OR

  • Master’s Degree in Fisheries Biology, Marine Science/ Biology/ Ecology, Quantitative biology, Conservation Biology, Fisheries Science, Environmental Science, or closely related field, and
    • One year of work experience in one of these fields;
    • Experience incorporating bio-statistics and/or ecological modeling into academic or professional modeling work.

OR

  • A Bachelor of Science in Fisheries Biology, Marine Science/ Biology/ Ecology, Quantitative biology, Conservation Biology, Fisheries Science, Environmental Science, or closely related field.
    • Three (3) years of work experience in one of these fields
    • Experience incorporating bio-statistics and/or ecological modeling into academic or professional modeling work.
  • Must have a valid Washington State driver’s license.

PHYSICAL REQUIREMENTS:

  • Physical requirements include moderate to strenuous physical effort when performing duties;
  • May be required to lift, move, and or push objects that weigh up to sixty (60) pounds as well as climb, stoop, crawl and kneel for extended periods of time.
  • Must be physically able to perform arduous field work in all potential weather conditions;

OTHER CONSIDERATIONS:

  • Must be able to comply with the LOWER ELWHA KLALLAM TRIBE’s Drug Free Workplace polices;
  • Assisting with other fisheries-related activities as assigned.
