Description

Position consists of full-time supervision of Child Welfare Technicians and Case Aides. Provides leadership and direction for the Foster Care Program. Provides a consultative and supportive role for foster care families in meeting the needs of children in the program. Promotes and participates in cooperative efforts with other area child placing agencies. Maintains a positive attitude about foster care the benefits it provides for children. Carries a partial foster care caseload. Reports to the Child Welfare Assistant Director on the functioning of the Foster Care Program and staff.

Role and Responsibilities

  • Coordinate foster care services with staff from STVCC and other agencies.
  • Provide direct supervision to child welfare technicians and case aides.
  • Child Welfare Supervisor will provide back-up supervision to foster care case workers if the Assistant Director is unavailable.
  • Train, supervise and support the child welfare technicians and case aides.
  • Serve as program liaison between St. Vincent Catholic Charities and DHHS, Family Court, CMH, and other appropriate collateral services.
  • Carry a partial foster care caseload.
  • Assist in maintaining compliance with foster care rules and regulations, accreditation standards, and contracts.
  • Assist in maintaining current and accurate foster care files and records.
  • Assist in planning and providing orientation to prospective foster and adoptive parents.
  • Participate in 24 hour on-call rotation with Child Welfare Management team.
  • Participate in ongoing supervision, consulting and informing the Child Welfare Assistant Director on work-related issues.
  • Assist Child Welfare Assistant Director in completing all required administrative and programmatic tasks in a timely manner.
  • Perform other duties as assigned by the Child Welfare Assistant Director.

Position Requirements

Qualifications and Education Requirements

Education:

  • Education and Experience: shall possess one of the following:
    • A Master’s Degree in Behavioral Science, Community Services, Counseling (Psychology), Criminal Justice (Administration), Early Childhood Studies, Family Ecology, Family Life Education, Family Studies, Family and/or Child Development, Guidance/School Counseling, Human Services, Psychology, or Sociology and 3 years of experience as a social service worker.
    • A Bachelor’s Degree in Behavioral Science, Community Services, Counseling (Psychology), Criminal Justice (Administration), Early Childhood Studies, Family Ecology, Family Life Education, Family Studies, Family and/or Child Development, Guidance/School Counseling, Human Services, Psychology, Social Work, or Sociology and 4 years of experience as a social worker in a child care organization. Two years of the 4 years of experience shall be in a child placing agency.

Experience: Experience providing supervision to staff that provide care services, knowledge of DHHS foster care policies and procedures, family therapy theories and treatment philosophies, and local community resources.  Foster Care case management experience preferred.

Registration, licenses, certifications or special training: Complete the Child Welfare Training Institute Foster Care Training or Foster Care Specific Transfer Training prior to assuming any Foster Care Treatment supervisory responsibilities. Complete a minimum of 24 hours of annual training that meets the requirement of the Foster Family-Based Treatment Association. Complete 30 hours of treatment foster care pre-service training using a curriculum that meets the Foster Family-Based Treatment Association standard. A valid Michigan Driver License, access to reliable transportation and maintain appropriate insurance.

  • Emotionally able to work with information that may be traumatic in nature, as well as, work with individuals or families in crisis or experiencing trauma.
  • Ability to stand and/or walk up to 8 hours per shift.
  • Work involves talking, stooping, squatting, twisting, climbing, kneeling, hearing, using hands to handle, feel or operate objects, tools, or controls and reach with hands and arms.
  • Vision abilities required by this job include close vision, distance vision and the ability to adjust focus.
  • May be required to push, pull, lift, and/or carry up to 50 pounds.
  • Noise in the work environment is usually moderately quiet but can be very loud at times.
  • Work in an environment with various degrees of discomfort.
  • Driving as needed throughout the day.

Signing Bonus $3-5K (must have CWTI & 2 years of Foster Care experience for $5k, $3k with CWTI and other Child Welfare supervisory experience
