Description

Hui Huliau, a Global Federal Government Contracting Firm, is seeking a Senior Contract Administrator to ensure efficient, effective, and compliant performance throughout the entire contract lifecycle. The position serves as the point of contact between the Project Manager and Shared Services from the time the contract is awarded until the work has been completed and accepted or the contract has been terminated, payment has been made, disputes have been resolved, and contract close out has occurred.

RESPONSIBILITIES

  • Essential duties and responsibilities include the following. Other duties may be assigned.
  • Prepares and negotiates subcontracts, vendor agreements, consultant agreements, NDAs, teaming agreements, purchase orders, MOUs, and inter-organization work transfers.
  • Performs due diligence research for subcontractors, vendors, and consultants.
  • Coordinates annual ISO 9001 audit.
  • Reviews contract documents and informs LLC Manager/Project Manager of any issues found, copying the General Counsel. Reviews prime contract documents for FAR compliance issues and ensures compliance with those FARs throughout contract performance.
  • Reviews, compares, and interprets contract, proposal and pricing documents to prepare for the initial contract kick off meeting.
  • Facilitates the contract kick off meeting with Management, Accounting, HR, Pricing, Recruiting, FSO and any additional determined stakeholders to ensure proper set up of Work Breakdown Structure and to address any questions or potential concerns.
  • Notifies applicable parties of new contracts, modifications, renewals, subcontracts, and all other critical actions that effect the contract and subcontracts by email distribution.
  • Ensures funding is tracked and entered into Costpoint so that the information is available to be reported by the Project Controller at predetermined key milestones percentages to the Project and Program Managers (65%, 75%, etc.).
  • Coordinates with Business Development, Pricing, LLC Managers, Project Managers, Accounting and Leadership to collect all documents required to ensure contract files are complete and in compliance with company policies.
  • Ensures final proposals, RFP and pricing documentation are obtained through an official process for storage in official contract files.
  • Maintains the official contract/subcontract files.
  • Maintains prime contracts, subcontracts, and consulting agreements data in spreadsheets.
  • Maintains all contract related documents in official contract files.
  • Reviews and internally routes all contract/task order and subcontract modifications for changes needed and updates spreadsheets/accounting system and contract detail sheets/DCAA Briefs.
  • Notifies Project Controller, Project Manager and HR of any Wage Determination changes in the contract. Evaluates if modification failed to incorporate wage determination and informs the Project Manager. Ensures that appropriate equitable adjustment clause is incorporated into contracts covered by Service Contract Act.
  • Assists Operations with all Government requests for contract closeouts in a timely manner. Reviews documentation and coordinates with the Project Controller and the Project Manager for all necessary information and obtains proper signatures.
  • Maintains and distributes official subcontract, subcontract modification and subcontract task orders as requested. Assigns official subcontract number to all subcontract agreements and updates log accordingly.
  • Ensures compliance of reporting to the FSRS.GOV website to comply with FAR 52.204-10 Executive Compensation and 1st Tier Sub-award Reporting when incorporated in a contract. Maintains an adequate procedure to ensure compliance.
  • Ensures NAICS code is accurately updated in contracts spreadsheet and alert LLC Manager/Project Manager if the NAICS on contract documents is different than FPDS.
  • Provides backup support for Compliance on updates to SAM registrations for every LLC with the annual 5 year average update, any changes in POC information, adding of new NAICS codes, and any other changes that may arise.
  • Completes the annual Service Contract Reporting (SCR) in SAM for applicable contracts as identified in the SAM profiles of each subsidiary.
  • Provides contract documents as requested by DCAA auditors. Works with internal parties, including Finance and Legal, to identify information required to support audit and litigation activities.
  • Responds to inquiries, provides reports containing all requested contract data, analyzes incoming correspondence for action required, researches and resolves problems related to day-to-day contract administration and associated operational issues.

Position Requirements

EDUCATION / EXPERIENCE

Bachelor’s degree and a minimum ten (10) years’ related experience and/or training; or equivalent combination of education and experience.

JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES

Understanding of contract requirements, risk management, change management, and procurement for products and services. Experience with Deltek Costpoint is preferred.

LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, and customers.

Exposed to general office noise with computers printers and light traffic.
