Solid Waste Coordinator

Position Requirements

Education and/or Work Experience Requirements:

  • Associate degree from an accredited college or university with major course work in public administration, business administration, sociology, engineering, public planning, or a related field.
  • Six (6) years of progressively responsible experience in public works or solid waste operations.
  • Two (2) years’ experience in a supervisory position in a related field.
  • Never been convicted of a felony related to wage or identity theft, cybercrime, forgery, embezzlement, or similar conviction.
  • A citizen of the United States or has obtained legal work status.
  • Must meet the city’s background requirements.
  • Must be able to pass a credit check.
  • Work evenings, weekends and/or holidays as required.
  • Requires a valid state driver’s license with an acceptable driving history.

Specific License or Certification Required:

  • Notary Public Certification from the State of Georgia within ninety (90) days of employment.
  • Recognized Solid Waste Association North America (SWANA) certification within twelve (12) months of hire date or as approved by the HR Director.
  • Federal Emergency Management Administration (FEMA) certification in a specific field within twelve (12) months of hire date.

Description

Essential Duties and Responsibilities:

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

  • Follows and promotes policy and procedures of the City of South Fulton.
  • Informs and advises the Public Works Director on all department issues affecting the city; provides advice, support, and information to other department heads, elected officials, and the public.
  • Implements and enforces policies and procedures established by the City of South Fulton and makes recommendations regarding the need for new policies and procedures to enhance operations; oversees compliance with applicable regulations, policies, and procedures; identifies problems and implements procedural and administrative changes as needed.
  • Manages, directs, and evaluates assigned staff; develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
  • Manages the city’s contracts pertaining to solid waste and recycling (collection franchise, disposal, recyclable materials processing, etc.) including, but not limited to, monitoring, coordination, administration, enforcement, development, and procurement. This also includes the coordination and execution of household hazardous and electronic waste collection events in the city and the distribution of recycled paint to residents.
  • Manages the progress of all solid waste programs and initiatives.
  • Manages and monitors the progress of all solid waste programs and initiatives. Compiles data for analysis and submits reports as requested.
  • Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.
  • Researches and administers funding opportunities from Federal, State, and local sources to assist with funding solid waste, litter reduction, and recycling related programs.
  • Advises and consults with the city solicitor, judges, code enforcement, as well as the public, on matters related to solid waste and litter violations.
  • Oversees and tracks customer service complaints/inquiries regarding Solid Waste service and related programs for city provided services and contract work. Oversees the city’s contracts for all established Residential Transfer Station (ex. “Merk Miles”).
  • Oversees the city’s litter control and removal program. Oversees city cleanup and education events.
  • Oversees and responds to customer inquiries and complaints related to assigned contracts and programs. Oversees and ensures the accuracy of files and other documents received from contracts.
  • Oversees to ensure all social media and city website information is accurate as it relates to various solid waste, recycling, and litter programs. Oversees information required for quarterly newsletters.
  • Compiles data for statistical tabulation and analysis; submits comprehensive reports to state and local officials covering the current accomplishments of the solid waste program and recycling solid waste reduction program.
  • Assists the Finance Department with auditing all providers to ensure all solid waste franchise fees are collected in accordance with established agreements.
  • Assists the Fire Department and other Departments with emergency plans on preparedness, response, recovery and mitigation for contamination related to contamination sites and environmental hazards that could affect the city.
  • Assists the Communication Department and Council Members with educational outreach to reduce litter and the proper storage and collection of solid waste and recycled materials. Also, act as a liaison to track and inform property owners of days of no service.
  • Attends and conducts staff and other professional meetings and conferences to exchange information; attends technical or professional seminars and conferences to improve professional skills.
  • Performs all other duties that are necessary for the day-to-day operation of solid waste collections and litter control within the city limits.
