Special Note:

The purpose of this position is to manage the AFT Public Employee department’s day-to-day operations in order to meet the AFT’s strategic initiatives for public employee federal, state and local affiliates.

Position Summary:

Under the direction of the chief of staff, the AFT public employees director will be responsible for assuring that AFT’s views and policies are represented; ensuring availability, quality and effectual use of services for public employee members and effectuating an agenda that includes member and community engagement. The director will serve as staff liaison to the AFT public employees program and policy council and coordinate joint activities with other PPCs. The director will act as spokesperson; collaborate with other professional associations; develop and implement policies; develop and implement a strategic plan which will include organizing, research, political programs and services to affiliates.

Position responsibilities:

  • Advise the president and executive council on policies, trends and developments in the public sector.
  • Collaborate with local and state affiliates on strategies.
  • Develop programs, policies and communications that will improve the lives of AFT public employee members.
  • Identify trends in federal, state and local government and analyze impact of trends on public employees, public institutions and the community and develop appropriate strategic response.
  • Liaison with national public policy organizations to represent AFT positions on public policy impacting public employees and public services.
  • Liaison with International Affairs department to influence leadership in our global union federation, Public Services International.
  • Liaison with AFT departments to develop and implement policies and programs of importance to federal, state and local affiliates.
  • Develop communications from the public employees’ division and work in cooperation with communications department to generate opportunities to increase internal and external visibility for AFT’s public employee members.
  • Provide strategic organizing and tactical consultation and assistance to affiliates.
  • Assist in identifying and establishing organizing projects.
  • Work in cooperation with the AFT government relations department to draft, influence and analyze legislation of importance to our public employee members and the services they provide. This will include both state and national focus.
  • Coordinate with AFT political department to maximize input and effectiveness of AFT’s public employee constituency in political campaigns.
  • Work collaboratively with other staff and departments to ensure our public services agenda is developed, facilitated and implemented effectively for federal, state and local affiliates.
  • Oversee development of educational and professional development programs for affiliates including biennial national conference.
  • Coordinate with the International Affairs department our international policy work with Public Services International and assist with leaders attending PSI international meetings and conferences.
  • Travel on behalf of the AFT and work with state and local public employee leaders to advance levels of AFT’s service on the state and local level.
  • Identify issues affecting AFT’s public employees; identify and oversee required research, develop position papers and analysis.
  • Act as liaison and serve as AFT’s public employee representative at affiliate meetings.
  • Develop and manage budgetary requirements for public employee programs and supervise and coordinate activities of department staff.

 

 

 
Position Requirements
  • Detailed knowledge of federal, state and local government employees and services.
  • Demonstrated ability to manage priorities and programs and to supervise a staff that implements the resulting policies and procedures.
  • Excellent interpersonal skills and the capacity to work well with a diverse range of individuals with strong viewpoints.
  • Excellent analytical skills and a high level of proficiency in writing and oral communications.
  • Ability to clearly represent, both orally and in writing, the views of AFT’s public employee leaders.
  • Must have strategic skills – experience in field operations/leadership development.
  • Broad knowledge and experience in the use of polling focus groups, surveys, literature, videos and free and paid media.
  • General knowledge of NLRB rulings and procedures.
  • Demonstrated success in developing and conducting educational training programs of public employee local and state affiliates.
  • Demonstrated practical understanding of labor law and public finance.
  • Strong personnel management skills.
  • Experience and demonstrated success in developing, conducting and managing a broad range of public employee organizing campaigns in a variety of settings and occupations is a plus.
  • Specific knowledge of the American Federation of Teachers is a plus.
  • Background in the labor movement and/or non-profit associations.
