Part-Time Senior Procurement Specialist

Description

The Senior Procurement Specialist will have and apply extensive knowledge of analytical techniques and must be experienced in gathering and analyzing data to solve complex problems and/or produce finished reports. They will establish effective professional working relationships with coworkers and customers, contributing to a cooperative work environment and successful accomplishment of the mission.

Additional Responsibilities Include, but are not Limited To:

  • Maintain contract status logs.
  • Assist program management with the assembly, presentation and transmission of information from various functional networks and database applications in a secure environment.
  • Assist in developing a process to transition highly classified contracts, and catalog the status of all contract files.
  • Assist in researching and analyzing compliance with contract law and guidance.
  • Establish effective communications with indoctrinated FM, Defense Contract Management Agency (DCMA), Defense Contract Audit Agency (DCAA) and contractors, to research and assess methods to transition tasks.
  • Analyze un-liquidated obligations (ULO) status and verify the ULO status of each contract; resolve any issues associated with ULO funds to assure accelerated removal from the contract for USAF usage.
  • Assist with the refinement of the process to annually reconcile contract financial data with the respective contractor and to identify and resolve discrepancies.
  • Define and recommend strategic development and process improvements of classified contract modification and transition procedures.
  • Develop management and training briefs related to status of contracts and preparation of files for archiving.
  • Draft, review, provide and file reports or products for government review/approval, (i.e. DD Form 250Z, DD Form 1594).
  • Interface with organization contractor representatives to receive, review, and file patent applications.
    • The contractor will not be responsible for any fees associated with patent application.
  • Assist in the review of the application to ensure completion of the proper forms and drawings, application of Copyright protections, in the proper format, and amount required by local and patent office guidance.
  • Coordinate subject matter expert, legal and contracting review, then track submission of documentation to the U.S. Patent Office.
  • Track submission through return for additional information or approval/denial.
  • Review all contract folders at or near the completion of technical performance to confirm the receipt of contract & funding deliverables, as well as voucher and fee payment documentation in accordance with FAR, DFARs and any other applicable procurement regulations.
  • Work with the Program Office and Contracting Officer as well as other appropriate government organizations and industry in the final disposition of residual/excess government property and retention of any classified work documentation.
  • Coordinate with the Contracting Officer, DCAA, DCMA, Program Office and other contractors in the pursuit of settlement, final price determination, and closeout of physically completed contracts, and the removal of excess/cancelling year funding.
  • Assist with the identification of government contract documentation of closed contracts for archiving.
  • Prepare, but not award or approve, any and all necessary contract modification documentation utilizing approved automated contract writing systems (i.e. CONWRITE), and also prepare contract files in accordance with approved acquisition policies and procedures required to allow for closeout of completed contracts.
  • Ensure proper identification, collection, marking and accountability of documentation identified for retention in archives.
  • Complete accountability and archival transmission documentation and receipts for material transferred to archives.
  • Follow federal and local archivist guidance for the storage, shipping, receipt and recall of material identified for archive.
  • Obtain, maintain, and disseminate required contract material for use by DCMA, DCAA, Air Force Audit Agency (AFAA), along with other Defense and Air Force Agencies.
  • Work with any appropriate organization to receive, coordinate, and resolve requests concerning the disposition of contractor and/or government furnished property.
  • Research and verify appropriate actions or interpret issues that impact organizational functions.
  • Apply principles and concepts to resolve organizational problems and issues.
  • Advise on policy and procedural matters to ensure compliance with pertinent directive and public law, and provides advice and assistance to government management regarding functions to meet current and long-range program goals and objectives.
  • Provide procurement and other functional services to support task analysis in a secure environment.
  • Document analysis using government provided standard desktop configuration software.
  • Prepare and present findings, to support the analysis, to Program and Financial Management leadership, addressing technical and financial cost/benefits. Note: may be required to formally present findings and analysis to government and/or contractor representatives.
  • Perform these tasks by ensuring appropriate analytical techniques, gathering data from diverse sources, including specialized Chief Financial Officer compliant systems, resulting in comprehensive, classified financial and budget reports.
  • Assist program management with the assembly, presentation and transmission of information from various functional networks and database applications in a secure environment.
  • Assist with proposal development, if necessary.
  • Perform other duties, as assigned.
