Period of Performance: September 21, 2021 - March 20, 2022

Specifically, all courts-martial records must be searched for the following information:

  • Receives and logs into the database all FOIA requests received.
  • Reviews each newly received record, querying data base to avoid duplication, and creates a record in the database for each new record.
  • Responsible for working in conjunction with OJAG, Code 40 (Court-Martial Records Branch), in obtaining accession numbers and boxing records for shipment and storage at the National Records Center (NRC) in Suitland, Maryland, and for retrieving records from NRC in order to respond to requests.
  • Notifies FOIA Branch Head of all media and Congressional requests, and high visibility cases.
  • While not formally responding to requests, will assist in conducting a word-by-word review and analyzing over 60 backlogged FOIA requests and any new FOIA requested material and making preliminary decisions as to what information should be properly withheld under FOIA and PA exemptions.
  • Will use discretion in preparing requests to avoid improper disclosure.
  • Properly excises and annotates all information to be withheld and assists in the preparation of preliminary written justification for withholding the information.
  • If any withheld information is appealed by the requester, assists in the preparation of preliminary materials to support Code 40 FOIA Branch Head review.
  • Both contractors will primarily be researching, reviewing and preparing packages for review by the FOIA branch head; they will not be making any decisions or corresponding with requestors in any manner.
  • Review Case Files, Enter Data, Build Spreadsheets and Data Bases.
  • Scan and prepare files for FOIA employees to review, redact, and release within the required timeline.
  • Accurately populate spreadsheets (Excel), data bases (Access, SharePoint, Shared Drives), CMTIS, and CMS with the reportable information.
  • Other duties assigned include, but are not limited to, administrative tasks related to mail, screening incoming and outgoing correspondence, maintaining correspondence serial logs, and ensuring compliance with the Correspondence Manual.
  • All data must be entered accurately with a less-than 5% error rate.
  • Data will be saved on shared systems, and data bases.
  • Move file boxes that weigh upwards of 20 pounds a short distance.
  • Assist in the retrieval of files from the Federal Records Center in Suitland, Maryland, transportation will be provided.
 
Position Requirements

Requirements:

  • Be able to work independently and effectively manage project timelines to meet deadlines.
  • Be able to work as part of team comprised of both Federal civilian employees and military legal specialists.
  • Have all work reviewed by the FOIA Branch Head, Code 40 on a daily basis.
  • Submit reports reflecting progress made in reviewing cases and updating data bases as required. At a minimum, these reports will be submitted weekly, with more comprehensive reports submitted monthly.
  • Have experience working with legal documents such as court-martial records of trial, including charge sheets, reported results of trial, court-martial transcripts, and all associated evidentiary exhibits.
  • Meet security requirements to gain access to the Washington Navy Yard.
  • Maintain the requisite security clearance to access a classified storage facility up to the SECRET level and to work with documents up to the SECRET level.
  • The contractors shall be trained in the use and application of the Microsoft suite, specifically Excel and Access, SharePoint, Adobe Pro, and have ability to be cleared for access to the Navy Marine Corps Intranet (NMCI) network.
  • The contractors shall have experience with uploading files as well as accurately entering and managing data into systems, to include, SharePoint, Microsoft Excel, and Microsoft Access.
