Description

We are seeking an Acquisition Specialist II to support the Defense Threat Reduction Agency (DTRA) in a remote capacity, or in-office in the Ft. Belvoir, VA area. 

This effort will assist in creating a network of likeminded allies and partners with increased threat reduction capabilities that contribute and advance the interests and security of the United States of America. It will assist in building strategic relationships with key international partners that enhance threat reduction on a global scale. And, it will also support the resilience of the global nonproliferation framework by building partner capacities to enforce the tenants of that framework.

The Acquisition Specialist II will provide acquisition and technical/functional subject matter expertise to support sole source acquisitions as well as competitions involving Selection Evaluation Boards (and other less formal source selections) for FAR Part 15 full and open procurements, FAR Part 16 task order competitions, Economy Act orders, and FAR Part 13 simplified acquisitions, etc., as necessary to conduct CTR work. Work products and efforts will include analyses of offeror capabilities, support of cost reasonableness and realism determinations, technical estimates and evaluations, general proposal reviews and related analytical work..

Additional Responsibilities Include, but are not Limited To:

  • Support all phases of acquisition and contracting (to include grants and other non-contract, assistance agreements) from initial planning through execution and contract/agreement closeout.
  • Maintain awareness of, and perform analyses of, evolving acquisition policy type matters such as best practices, acquisition reform efforts, updates to acquisition and procurement policy, regulations, and legislative changes.
  • Provide the government with expertise and advice regarding acquisition policies and approaches.
  • Develop procurement request package documents, including Statements of Work, Contract Data Requirements Lists, Proposal Instructions and Evaluation Criteria, and Independent Government Cost Estimates.
  • Support both sole source and competitive source selection activities including analyses of offeror capabilities, support of cost reasonableness and realism determinations, technical estimates and evaluations, general proposal reviews and related analytical work.
  • Support maintenance, execution, and improvement of the award fee determination process for contractors that support CTR.
  • Work with CORs, Project Officers, Contracting/Grant Officers, and Contract Specialists. Liaison between the DOD Government program/technical personnel and the Contracting Office.
  • Track acquisition project-essential data.
  • Conduct market research to identify new technologies, tools, and methods to conduct or support CTR missions.
    • Such activities shall support procurement efforts as well as mitigating obsolescence risks for previously fielded solutions.
    • Outputs include:
      • Market Research Reports
      • Emerging Technology Assessments
      • Product/Tool Assessments
      • related informational reports
      • decision support materials.
  • Provide expertise and hands on support for the preparation of procurement request packages for new awards as well as modifications (example documents are statements of work, work breakdown structures, proposal content and evaluation criteria, market research analyses, justifications for non-competitive actions, contract data requirements lists, waivers, determinations and findings, certifications, etc.).
  • Distribute and coordinate materials, draft documents and briefings, administer all acquisition-related planning, generate agendas and IPT minutes, coordinate scheduling and facilitate events, and manage IPT workflows/workload.
  • Conduct market research to identify new technologies, tools, and methods to conduct or support DTRA programs.
  • Draft procurement request package documents such as Statements of Work, Contract Data Requirements Lists, Proposal Instructions and Evaluation Criteria, and Independent Government Cost Estimates.
  • Provide expertise and assistance to support maintenance, execution, and improvement of the award fee determination process for contractors.
  • Provide IT systems to track and consolidate individual inputs, maintain historical data, award fee pool values, award fee distribution amounts
  • Provide expertise and hands-on support for the preparation of procurement request packages for new awards as well as modifications.
  • Assist with proposal development, if necessary.
  • Perform other duties, as assigned.
