Description

We are seeking an Acquisition Specialist II to support the Defense Threat Reduction Agency (DTRA) in a remote capacity, or in-office in the Ft. Belvoir, VA area. 

This effort will assist in creating a network of likeminded allies and partners with increased threat reduction capabilities that contribute and advance the interests and security of the United States of America. It will assist in building strategic relationships with key international partners that enhance threat reduction on a global scale. And, it will also support the resilience of the global nonproliferation framework by building partner capacities to enforce the tenants of that framework.

Description:

The Acquisition Specialist II will provide acquisition and technical/functional subject matter expertise to support sole source acquisitions as well as competitions involving Selection Evaluation Boards (and other less formal source selections) for FAR Part 15 full and open procurements, FAR Part 16 task order competitions, Economy Act orders, and FAR Part 13 simplified acquisitions, etc., as necessary to conduct CTR work. Work products and efforts will include analyses of offeror capabilities, support of cost reasonableness and realism determinations, technical estimates and evaluations, general proposal reviews and related analytical work..

Additional Responsibilities Include, but are not Limited To:

  • Support all phases of acquisition and contracting (to include grants and other non-contract, assistance agreements) from initial planning through execution and contract/agreement closeout.
  • Maintain awareness of, and perform analyses of, evolving acquisition policy type matters such as best practices, acquisition reform efforts, updates to acquisition and procurement policy, regulations, and legislative changes.
  • Provide the government with expertise and advice regarding acquisition policies and approaches.
  • Develop procurement request package documents, including Statements of Work, Contract Data Requirements Lists, Proposal Instructions and Evaluation Criteria, and Independent Government Cost Estimates.
  • Support both sole source and competitive source selection activities including analyses of offeror capabilities, support of cost reasonableness and realism determinations, technical estimates and evaluations, general proposal reviews and related analytical work.
  • Support maintenance, execution, and improvement of the award fee determination process for contractors that support CTR.
  • Work with CORs, Project Officers, Contracting/Grant Officers, and Contract Specialists. Liaison between the DOD Government program/technical personnel and the Contracting Office.
  • Track acquisition project-essential data.
  • Conduct market research to identify new technologies, tools, and methods to conduct or support CTR missions.
    • Such activities shall support procurement efforts as well as mitigating obsolescence risks for previously fielded solutions.
    • Outputs include:
      • Market Research Reports
      • Emerging Technology Assessments
      • Product/Tool Assessments
      • related informational reports
      • decision support materials.
  • Provide expertise and hands on support for the preparation of procurement request packages for new awards as well as modifications (example documents are statements of work, work breakdown structures, proposal content and evaluation criteria, market research analyses, justifications for non-competitive actions, contract data requirements lists, waivers, determinations and findings, certifications, etc.).
  • Distribute and coordinate materials, draft documents and briefings, administer all acquisition-related planning, generate agendas and IPT minutes, coordinate scheduling and facilitate events, and manage IPT workflows/workload.
  • Conduct market research to identify new technologies, tools, and methods to conduct or support DTRA programs.
  • Draft procurement request package documents such as Statements of Work, Contract Data Requirements Lists, Proposal Instructions and Evaluation Criteria, and Independent Government Cost Estimates.
  • Provide expertise and assistance to support maintenance, execution, and improvement of the award fee determination process for contractors.
  • Provide IT systems to track and consolidate individual inputs, maintain historical data, award fee pool values, award fee distribution amounts
  • Provide expertise and hands-on support for the preparation of procurement request packages for new awards as well as modifications.
  • Assist with proposal development, if necessary.
  • Perform other duties, as assigned.
 
Position Requirements

Experience:

  • Three (3) to five (5) years’ related experience.
  • Previous experience leading acquisition/contract teams highly desired.
  • Must have well-developed knowledge of federal and DoD contracting (i.e., FAR and DFARS) requirements.
  • Must be proficient in drafting (for Government approval) procurement request package documents Examples are Statements of Work, Contract Data Requirements Lists, Proposal Instructions and Evaluation Criteria.
  • Previous experience in the government acquisition process including initial planning through execution and closeout for sole source and competitive acquisitions.
  • Must have expertise in two or more of the following:
    • The use of acquisition tools to support cost estimating, developing Rough Order of Magnitude estimates (ROMs), proposal cost/price analysis, and using other financial management tools;
    • Development of acquisition decision support products like Market Research and Technology assessments;
    • Analysis of acquisition policy and legislative changes;
    • Series 5000 acquisition management, planning and execution;
    • Financial management planning and analysis, budget development, tracking of obligations, Earned Value management, and cost benefit analysis;
    • PPBE development.
  • Proven experience in DoD contracting (i.e., FAR and DFARS) requirements.
  • Demonstrated knowledge of federal and DOD contracting.
  • Experience supporting DoD and/or other federal components (e.g., DHS, FBI, DOE).
  • Experience supporting all phases of acquisition and contracting from initial planning through execution and contract/agreement closeout.
  • Demonstrated knowledge on acquisition policy (best practices, acquisition reform efforts, updates to acquisition and procurement policy, regulations, and legislative change), tools, and processes.
  • Demonstrated experience in producing Market Research Reports, Emerging Technology Assessments, Product/Tool Assessments and related informational reports and decision support materials.
  • Advanced research skills in areas of federal acquisition, policy, and procurement.
  • Proven experience in tracking acquisition project essential data (project risks, mitigation plans and their status; project funding, budget and obligation plans; contract burn rates, deliverable receipt, review and filing, project requirements, requirements verification plans and data, and status of achievement; historical program documents, and related materials for projects, contracts, orders, assistance instruments and interagency agreements).
  • Experience with DOD or DTRA acquisition and financial management processes desired.

 

Education:

  • BA/BS or MA/MS.

 

Other Required Skills & Abilities:

  • Must be able to effectively communicate with customer and fulfill all duties and responsibilities as listed in the contract.
  • Must be proficient in Microsoft Office suite including, but not limited to: Word, PowerPoint, Excel, and Outlook.
  • Strong project management skills.

 

Security Clearance:

  • Secret security clearance.
    • Top Secret security clearance highly desired.

 

US Citizenship: This position supports a U.S. Government Contract whose terms require Sawdey Solution Services to staff it only with U.S. Citizens.
