SUMMARY:

Under limited supervision, directs the operations of the Teton County Human Resources (HR) Department; provides advice and counsel to County staff and management for resolution of HR issues, and interprets and administers HR policies; evaluates and reforms organizational culture in order to attract and retain a highly skilled and engaged workforce.

 

PRIMARY DUTIES AND RESPONSIBILITIES:

The job description is subject to change at any time by the employer. Essential duties and responsibilities may include, but are not limited to, the following:

 

  • Directs Human Resources (HR) operations for the County; exercises independent judgment within broad policy guidelines; provides leadership, direction, and guidance in HR strategies, policy development, and priorities; monitors changes in state and Federal regulations, standards, and legislation.
  • Directs HR functions and activities, including recruitment, classification & compensation, employee benefits, employee relations, performance management, training, and employee development; evaluates HR functions, investigates complaints and sensitive issues, and assures the quality of the services and work products.
  • Serves as principal advisor to the County Commissioners and County Administrator on HR issues; compiles, evaluates, and analyzes information, and recommends and implements solutions; assures the HR activities and procedures are in compliance with all laws, policies, regulations, and standards.
  • Provides advice and consultation to County managers on dispute resolution, performance issues, and the interpretation and correct application of policies and procedures; mediates employee relations issues, and assists with disciplinary actions, while exercising the highest degree of confidentiality and professionalism.
  • Coordinates HR issues with elected officials, County management, and outside agencies; reviews and approves employee status changes; interprets and explains policies, procedures, rules, and regulations; identifies and researches organizational and operational issues, and opportunities for improvements; and recommends solutions.
  • Assures the consistent interpretation and application of FMLA, ADA, FLSA, EEOC, and other, federal, state, and County rules, regulations, and policies; develops revisions to HR and risk management policies, procedures, and programs.
  • Directs employee benefits programs; monitors and evaluates plan utilization, vendor performance, and costs; develops recommendations for revisions to benefits programs to meet changing needs of the organization.
  • Directs HR staff through appropriate delegation and work supervision; meets regularly with staff to discuss and resolve priorities, workload, technical issues, recordkeeping, and procedures; reviews work in progress in order to anticipate technical and management problems; recommends changes to improve the organization's functions and processes.
  • Monitors organizational culture, and identifies strategies to attract and retain a highly skilled and engaged workforce.
  • Reviews all incidents, accidents, and worker’s compensation cases; facilitates resolution of risk management issues.
  • Identifies strategies to promote inter-agency collaboration, cross-functional communications, and organizational development to provide seamless service delivery and support County-wide strategic plans.
  • Maintains absolute confidentiality of work-related issues, HR records, and County information; assures compliance with the confidentiality standards of the Privacy Act of 1974, {U.S.C. § 552A}.
  • Supports the relationship between the Teton County staff and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and County staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned.
 
Position Requirements

MINIMUM QUALIFICATIONS:

 

Education and Experience:

  • Bachelor’s Degree in Human Resources, Business or Public Administration, or related field; AND seven years of professional Human Resources program management experience; OR equivalent combination of education, training, and experience.

 

Required Licenses and Certifications:

  • Must possess a valid Wyoming/Idaho Driver’s License and maintain an acceptable driving record.
  • Certification as a Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) from the Human Resources Certification Institute [HRCI] or other professional certification or designation is preferred, but not required.

 

Required Knowledge of:

  • County organization, operations, goals, policies, and procedures.
  • County, state, and federal laws, statutes, rules, ordinances, codes and regulations governing Human Resources activities and functions.
  • Principles and practices of public sector personnel systems, personnel files, and confidential records management.
  • Principles and practices of regulatory compliance, employee relations, recruitment strategies, effective supervision, compensation and wage structure, benefits program design and administration, and workplace safety.
  • Effective training techniques and adult learning principles.
  • Innovative practices and strategies for organizational and professional development and performance management.
  • Legal, ethical and professional rules of conduct for government employees.

 

Required Skills in:

  • Interpreting and applying County policies, and relevant state and federal laws, rules, and regulations.
  • Analyzing Human Resources issues, collecting information, evaluating alternatives, and recommending methods, procedures and techniques for resolution of issues.
  • Effectively coordinating the resolution of sensitive and complex issues, and creating a work environment that fosters teamwork and professionalism.
  • Communicating goals, and guiding the professional development of management and staff.
  • Using initiative and independent judgment within established procedural guidelines.
  • Analyzing problems and inter-personal issues, resolving disputes and grievances, and developing effective solutions.
  • Developing and administering human resources plans, policies, and procedures.
  • Managing staff, delegating tasks and authority, and coaching to improve staff performance.
  • Assessing and prioritizing multiple tasks, projects and demands.
  • Preparing, maintaining, and reviewing confidential human resource records, reports, and documentation.
  • Operating a personal computer utilizing standard and specialized software.
  • Establishing and maintaining effective working relationships with other staff, elected officials, and regional agencies.
  • Communicating effectively verbally and in writing.

 

Physical Demands/Work Environment:

  • Work is performed in a standard office environment.
