WORK LOCATION: Lower Elwha Housing Authority

SUPERVISED BY: Executive Director

POSITION STATUS: Full time w/benefits

SALARY LEVEL: DOQ

WORK SCHEDULE: 8 am to 5 pm, with one hour lunch

ESSENTIAL FUNCTIONS OF JOB:

  • Responsible for the development of policies, systems, special financial studies of major importance.
  • Duties require broad conceptual judgment, initiative and ability to deal with complex accounting issues.
  • Assists in the preparation of budgets and forecasts for Federal. State, and local grant applications.
  • Works with confidential data, which if disclosed, might have significant internal effect or minor external effect.
  • Executes a variety of accounting functions involving budgets, general ledger, and financial reports.
  • Works closely with directors on monitoring, managing, and auditing their budgets, departmental/program monies and critical revenue targets.
  • Responsible for entering approved data in accounting system(s) to process transactions in a timely, comprehensive manner following document procedures and proper internal control practices that results in a complete and evident audit trail.
  • Responsible for the direction and supervision of accounts receivable and payable procedures; as well as processes payroll.
  • Conform with and abide by all regulations, policies, work procedures, and instructions.
  • Cooperate with auditors completing reviews and audits per our funding agreements.
  • Prepare purchase orders and bid invitations for suppliers and vendors. Solicit, receive and record bids and forward bid tabulations to the Executive Director for decision on bid award.
  • Prepare all HUD required financial reports including 425's, IHP's and APR's.
  • Prepare and complete monthly and/or annual activities relating to accounting including; treasury functions, fiscal reports, debt management, real estate, investments, cash management, risk management; while ensuring accurate and timely payments and reports.
  • Maintain an inventory or office equipment, supplies and materials.
  • Must maintain required CONFIDENTIALITY and meet all Tribal, state and federal confidentiality policies and rules.
  • Other duties as assigned.
  • Must have ample knowledge to keep Full Charge Bookkeeping/ Accounting.
  • Reconciles various accounts and projects and the ability to maintain accurate records and attention to detail.
  • Keeps three separate entities within the Housing Authority (3 sets of books/ 9 different bank accounts - as a regulation requirement) - must be able to keep entities separate.

 
Position Requirements

MINIMUM QUALIFICATIONS:

  • BA/BS degree in Accounting.
  • Five to ten year’s experience in all aspects of accounting or licensed CPA and be well versed in issues encountered by Controllers.
  • Quick Books experience.
  • Computer/data management experience including Microsoft Office (word and excel).
  • Exceptional analytical and problem solving abilities.
  • Must successfully pass a pre-employment drug/alcohol screen and background investigation.

OTHER CONSIDERATIONS:

  • Knowledge of IRC’s, OMB regulations, CFR’s, and other regulatory bodies with regards to a Federally Funded Housing Authority, and IRS Tax Credit Housing Projects.
  • Preference for experience with LIHTC reporting requirements.
  • Experience using HDS-Doorways Tenant software
  • Property management accounting or HUD accounting experience.
  • Must recognize by signature all requirements and rules of the Lower Elwha Klallam Tribe Housing Authority Drug and Alcohol policy.

PHYSICAL REQUIREMENTS:

  • Must be able to lift 20+ pounds.
  • Must have stamina to work seated at a desk/computer station environment that requires repetitive motions. Involves sitting, standing, walking, talking, hearing, using hands to handle or operate objects, tools or controls, and reaching with hands and arms.
  • Vision abilities required include close vision and ability to focus.
  • Frequent bending, stooping and stretching.
  • Must be able to sit long hours in automobile and airplane while traveling.

As with all positions of the Lower Elwha Housing Authority this position is Indian Preference in hiring.
