Position Requirements

Minimum Education and Experience Requirements:

Requires a Bachelor’s Degree in Civil Engineering or a related field; supplemented by five (5) years of progressively responsible experience in Facilities and Transportation Administration to include departmental leadership experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Requires a valid state driver’s license with an acceptable driving history.

Description

General Description

This classification oversees and manages the daily operations of the Public Works Department.

Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

  • Assists in directing the functions and overall operations of the Public Works and General Services Divisions, including public works programs; sanitation; grounds and building maintenance; building engineering; land acquisition; capital construction development; design, construction, and renovation of City governmental facilities; supply, maintenance, and transportation services; fleet maintenance.
  • Manages assigned staff, including establishing workloads; prioritizing work assignments; evaluating employee performance; developing, interpreting, and enforcing policies and procedures; resolving staff issues; making hiring or termination decisions/recommendations; and administering disciplinary action as required.
  • Adheres to short- and long-range plans for assigned department, including plans related to capital improvements and maintenance.
  • Collaborates with the Director of Public Works to develop short- and long-range public works programs; administers various departmental programs, including Sanitation, Water and Pollution Control, Solid Waste, Engineering, Transportation, and Construction.
  • Attends various meetings to address concerns regarding capital construction projects; directs efforts in responding to emergency situations, such as ice storms, power outages, and bomb threats.
  • Oversees and manages the departmental budget, including monitoring expenditures, preparing budgetary forecasts, and administering approved budget.
  • Administers the overall design and development of plans, specifications, and programs for the cost-effective and energy- efficient construction and renovation of City facilities.
  • Confers with Director of Public Works in the negotiation of contracts with vendors for equipment, parts, and services.
  • Manages and oversees the development of programs related to automotive equipment, including preventative equipment maintenance and fleet management.
  • Ensures that City-owned fixed assets are adequately protected and inventoried; Oversees all City transportation services and fleet operations.
  • Administers program and construction management activities related to the City’s Capital Improvement Program (CIP).
