Description

POSITION SUMMARY

The Cardiopulmonary Department Manager is responsible for the daily clinical and administrative operations of the Cardiopulmonary Department. The incumbent ensures clinical and service quality in collaboration with the Chief Ancillary Officer and Medical Director. The incumbent develops, maintains, and is responsible for an annual department budget to include: Capital, Operations, staffing, and the departmental strategic goals. Ensures the department flow is established by serving as a liaison between provider needs and clinical resources. Provide professional services that complement the team’s role of delivering Cardiopulmonary Therapy health care services that is patient centered. Demonstrates a willingness to problem solve, inquire about, or seek innovative ideas to improve and enhance Cardiopulmonary Therapy patient care services. Conducts meetings, updates, and maintains policies and procedures, chairs and/or participates on committees within the department. Interacts with all staff levels, patients, visitors, and outside businesses, organizations, and other departments/clinics.

ESSENTIAL FUNCTIONS

  1. Responsible for the overall respiratory care given by respiratory therapists in the Cardiopulmonary Department. Acts as a resource person and adviser for all other units where Cardiopulmonary therapy procedures are performed by other competent, cross-trained caregivers. Oversees and ensures proper documentations of procedures performed.
  2. Supervises staff, including hiring, training, assigning work, counseling, performance evaluation and other personnel/disciplinary actions. Approves leave and overtime granting authority, monitors time and attendance. Ensure staff has current valid license and certifications.
  3. Conducts meetings and conferences with staff to explain work requirements, methods, and procedures.
  4. Provides staff performance evaluation based on direct observation and adherence to evaluation criteria, includes mid-year review to identify deficiencies and follow corrective action plan to achieve full competency.
  5. Ensures compliance with departmental objectives, policies, and procedures. Any changes or deviations from established policy and procedure will be thoroughly documented as a departmental communications record.
  6. Makes frequent rounds of all patient-care areas and be available to assess equipment utilization and availability, obtains reports on patient care activities, monitor work environment, assess workloads (i.e., types of patients, problems, etc.), and provide staff development.
  7. Investigates, identifies causative agents and contributing factors to all incidents and takes corrective action as appropriate (staff development, disciplinary action, referrals to other facilities, etc.) within the scope of manager’s authority. Completes investigative report forms on all incidents involving patients, staff, medication errors, etc.
  8. Supervises, performs and/or acts as the resource person for all diagnostic procedures (PFT, EKG, ETT, Helicobacter pylori Urea Breath Test, Holter Monitoring, etc.) and Respiratory Therapy procedures as outlined in respiratory therapist job description.
  9. Coordinates and collaborates with the Medical Director for the provision of in & outpatient service activities for therapist, clinical staff, and medical staff. Communicates with physicians, nursing service and other departments as necessary to follow up issues/concerns, resolve conflicts, and provide for proper utilization of service. Suggests modalities of care to physicians and contact physicians as necessary. Provide for patient follow-up to ensure desired results and continuum of care.
  10. Directs prompt mobilization of designated respiratory therapy personnel and equipment during triage and emergency procedures or delegates’ duties to specific team members.
  11. Collaborates with Lead Respiratory Therapist to build the budget each fiscal year and assure compliance within the budgetary limitations and meets the department’s strategic initiatives.
  12. Maintains unit specific data for financial, performance improvement measures and meeting accreditation standard requirements.
  13. Evaluate new equipment, recommend, and justify the purchase of equipment and supplies. Assess the Cardiopulmonary workflow and employs enough cardiopulmonary personnel in accordance with the need to maintain sufficient cardiopulmonary services.
  14. Records services performed and generate charges appropriately.
  15. Plans and collaborates with the multidisciplinary care groups on all aspects of continuity of patient care to promote quality and safety first.
  16. Collaborates with providers and other multidisciplinary group to establish unit objectives consistent with the goals and mission of TCRHCC.
  17. Coordinates department meeting and evaluates employee and customer satisfaction on how the department’s delivery of services.
  18. Attends subcommittee meetings as appropriate.
  19. Collaborates and ensures with the Lead Respiratory Therapist proper orientation and on-going training of new and present therapists and house staff to the technical and clinical aspects of respiratory care within the in-patient and outpatient care areas.
  20. Coordinates and ensures availability of qualified preceptor(s)and facilitates unit in-services and has a continuing education program for staff to enhance their professional growth and development.
  21. Management duties and function activities include ensuring the smooth operation of the department on 24 hour 7 days a week department operation, maintains and develops departments policies and procedures and participates in disaster drills. Provides clinical support to cardiopulmonary team as necessary.
  22. Monitors, manages, and maintains adequate amounts of supplies and equipment for the department. Is accountable for management of all departmental equipment and supplies and ensures an effective supply management system is in place.
  23. Reports to Chief Ancillary Officer, designated physician representative, and related disciplines in periodic review for program performance and improvement.
  24. Works directly with the Chief Ancillary Officer (CAO) in establishing and meeting the department quality standards to develop a comprehensive departmental program to meet the organization, community, and tribal and accrediting agencies’ standards.
  25. Responsible for electronic health records data entry pertinent to patient service roles.
  26. Ensure proper PPE is always worn while on duty including but not limited to, face mask, gloves, gown, isolation gown, NIOSH-approved N95 filtering facepiece respirator or higher, if available), and eye or face shield.
  27. Complete all donning and doffing tasks in a safe acceptable method and discard of used PPE accordingly. (see CDC website for most current updates)
  28. Complete task training for all routine cleaning and decontamination processes for all surfaces contaminated by a communicable disease to ensure a high level of patient, visitor, employee and external customer satisfaction. 29. Performs other duties as assigned.

MENTAL AND PHYSICAL EFFORT

Physical:

Work requires prolonged ability to perform the following physical actions throughout the shift: sit, stand, walk, bend, kneel, crouch, twist, climb, maintain balance, and reach; occasionally requires driving. Agility and the ability to lift, pull and bend is required to move patients to and from beds, wheelchairs, stretchers, et cetera and in moving equipment and medical supplies with the ability up to lift, push pull over 100 pounds occasionally and up to 50lbs prolonged throughout day. Incumbent must have the vision for far, near, color, depth perception, seeing fine details, hearing normal speech, hearing overhead pages over a loudspeaker, and use the telephone prolonged throughout the day. Incumbent must have the prolonged ability to use both hands to manipulate simple and firm grasping, fine manipulation, and use of keyboard functions.

Mental:

Contacts often require tact and sensitivity as those related to stressful situations such as death, dying and catastrophic illnesses. Must be able to prioritize and use good judgment. Must be able to coordinate a variety of issues while being frequently interrupted. Facility provides guidance and basic training for awareness and consideration regarding cultural aspects particular to this geographic area. Employees are expected to act on this awareness as a general condition of the workday. Other mental and emotional requirements include the ability to: Cope with high levels of stress; make decisions under high pressure; cope with anger/fear/hostility of others in a calm way; concentrate; handle a high degree of flexibility; handle multiple priorities in stressful situation; work alone; demonstrate high degree of patience; adapt to shift work; work in areas that are close and crowded; and frequently be able to manage altercations. Must be able to accept flexible schedule to meet unit needs.

Environmental Exposure:

Incumbent may experience prolonged exposure to hazardous or moving equipment; frequent exposure to infectious diseases, chemical agents; dust, fumes, gases; loud noises; and, occasionally exposed to extremes in temperature or humidity and unprotected heights.

 

 
Position Requirements

NECESSARY QUALIFICATIONS

Education:

  • Must have an Associate of Science in Respiratory Care, AND
  • Bachelor’s Degree in Respiratory Care from a Commission on Accreditation for Respiratory Care (CoARC) program or Healthcare related field with chemical, biological, physical science or medical technology which meets the Joint Commission CLIA 88 requirement of Technical Consultant for Blood Gas Laboratories or complete within one year from hire date.

Experience:

  • Must have one (1) year of progressive work experience in a clinical healthcare setting as a supervisor and/or administrator in the Cardiopulmonary field with demonstrated experience in Policy and Procedure development and new program implementation in accordance with AARC, NBRC, and AARC CPG guidelines. Plus, the knowledge and documented history of successful completion of the Joint Commission Accreditation survey process.
  • A minimum of two (2) years training and/or experience in blood gases to meet the Joint Commission CLIA 88 requirements of Technical Consultant for Blood Gas Laboratories.

Certification:

  • Must maintain and have a valid, current, and unrestricted certified Registered Respiratory Therapist (RRT) certification
  • Must maintain and have a valid, current, and unrestricted license as a Respiratory Care Provider (RCP)
  • Must have and maintain, Basic Life Support (BLS) Certification from the American Heart Association (AHA)
  • Must have and maintain, Advance Cardiopulmonary Life Support (ACLS) Certification from the American Heart Association (AHA), if none, must obtain within 90 days from date of hire
  • Must have and maintain, Pediatric Advanced Life Support (PALS) Certification from the American Heart Association (AHA), if none, must obtain within 180 days from date of hire
  • Must have and maintain, Neonatal Resuscitation Program (NRP) Certification from the American Heart Association (AHA), if none, must obtain within 180 days from date of hire
