We are seeking a Contract Specialist to join our team in Arlington VA (Crystal City). The ideal candidate will:

  • Work on site supporting the NATO Sea Sparrow Project office contracting officer with managing contracting efforts for the consortium. Contracts are issued using US Navy systems including SPS and ERP.
  • Individual must be detail oriented, have strong written and verbal communication skills.
  • Typical Job Duties:
    • Support the acquisition, production, and deployment of all products and services acquired and fielded by Navy International / FMS program.
    • Assist with Technical Advisory Reports (TARs). This includes providing cost analysis and narratives, engineering cost studies, and cost impact assessments.
    • Assist in the management of Technical Instructions (TIs)/Procurement Requests (PRs) in support of the technical divisions. This includes coordinating statements of work (SOWs) and cost estimates.
    • Track financial information and deliverables associated with the contracts.
    • Assist in inputting all procurement requests into the automated Standard Procurement System (SPS)
    • Coordinate and assist with developing, drafting, and updating acquisition support documentation.
    • This includes all requirements for applicable ACAT programs as required by DoD 5000.2 and SECNAV Instruction5000.2D
    • Assist with developing and drafting contract related procurement documentation for the acquisition of hardware, associated Research & Development, maintenance and support.
    • Including planning schedules and milestones, procurement requisitions, contract supporting documents, attachments, exhibits and enclosures.
    • Assist in drafting Procurement Request (PR) packages. This includes new and existing contracts in accordance with Federal Acquisition Regulations (FAR) and the DoD Supplement to the FAR (DFARS), and (DON) Procedures.
    • Assist with analyzing contract actions to ensure that the required technical and financial data is accurate and consistent with the original contract requirements.
 
Position Requirements

Required Education, Skills and Experience:

  • Bachelor’s Degree
  • 3-7 years’ experience with Navy Contracting / Acquisition
  • Experience with SPS ( standard procurement system ) a plus
  • Experience with Navy ERP (or similar SAP based ERP) a plus
  • Microsoft Excel
  • Must be able to obtain Secret Clearance. Preferred: Active Secret Clearance
