Mental Health Clinical Program Manager

Work Location: Lower Elwha Mental Health Clinic

Supervised By: Health Services Director

Position Status: Regular Full-time exempt.

Salary Grade: DOE

Employees Supervised: 4-6

OVERVEIW: Responsible for supervision of an integrated outpatient Mental Health Services program, ensuring compliance with Federal, State, and Indian Health Services requirements.


  1. Responsible for implementation and supervision of a culturally sensitive, quality mental health program within the framework of the mental health recovery model.
  2. Develop and support a multi-disciplinary clinical team to provide individual and family counseling, group facilitation, crisis response, and related mental health services to individuals enrolled in programs at Lower Elwha Health Department and/or its affiliates.
  3. Participate in an integrated health services system with Lower Elwha Health Department programs, including medical, dental, chemical dependency, billing, and community health. Maintains close coordination with all programs to ensure continuity and collaboration of services.
  4. Provide clinical oversight and direction to mental health therapists, interns, peer counselors, program assistants, and Behavioral Health Aid (BHA).
  5. Provide direct clinical services to eligible clients, integrating evidence-based models within a culturally relevant framework.
  6. Ensure compliance with Federal, State, Tribal, and ethical practice guidelines in the areas of patient care, clinical documentation, and work flow development.
  7. Establish and maintain program policies and procedures that reflect current administrative and clinical health care trends.
  8. Develop and administer program budget.
  9. Recruit, train, evaluate, and provide leadership for a clinical services team.
  10. Promote and ensure program productivity standards.
  11. Facilitate and participate in team meetings, interdisciplinary clinical consultations, all-staff meetings, supervisory consultation, and workforce development training programs.
  12. Establish working relationships with complementary service system providers.
  13. Maintains professional boundaries with clients and staff, while integrating into the community in a collaborative, trustworthy manner.
  14. Act as liaison with State and local governments and related work groups regarding mental health systems, policy changes and reimbursements.
  15. Coordinates the development of patient education materials, marketing plans, and community information sessions.
  16. Develops and implements an effective, ongoing program to measure, assess and improve the quality of patient care delivered to behavioral health patients.
  17. Supports and maintains a culture of safety and quality.
  18. Performs other duties and responsibilities as assigned.
Position Requirements


  1. Minimum of a Masters degree in psychology, clinical social work, or other behavioral health field.
  2. Current (or eligibility for) Washington State mental health counseling credential or professional license.
  3. Current (or eligibility for) Washington State Approved Clinical Supervisor designation.
  4. Minimum of five years of experience providing clinical treatment services to individuals and their families.
  5. Experience working with multi-ethnic and multi-age populations of all socio-economic strata in outreach, crisis intervention, and psychotherapy services.
  6. Basic knowledge and willingness to learn more about concepts of indigenous culture, Native American tribal status, and historical trauma.


  1. Ability to maintain confidences and handle highly confidential materials with absolute adherence to privacy laws.
  2. Ability to work independently, balancing the responsibility of duty to clients, staff, and the organization.
  3. Ability to work well under pressure and prioritize responsibilities.
  4. Demonstrated leadership ability; must possess tact, integrity, and the ability to make sound decisions.
  5. Demonstrated ability to establish and maintain positive working relationships with clients, other service systems and community members.
  6. Ability to manage dual relationships.
  7. Strong written and oral communication skills.
  8. Working knowledge of psychotropic medications, third party payer systems, Medicaid documentation guidelines, and current best practice treatment models.
  9. Basic computer proficiency.


  1. Preference given to Licensed Independent Clinical Social Worker (LICSW)
  2. Mental Health Professional designation, or Child Mental Health Specialist designation, or Ethnic Minority Mental Health Specialist designation.
  3. A working knowledge of mental health treatment facilities and their treatment modalities in Clallam County and throughout Washington State.
  4. At least one year program administration experience, including budgets, personnel management, and third party payers.


  • Ability to successfully pass a criminal background check and pre-employment drug screen.
  • Indian preference in hiring, in accordance with P.L. 93-638. Klallam language preference in hiring, in accordance with LEKT Employee Handbook policy.
  • Must be able to comply with and enforce the Lower Elwha Klallam Tribe personnel policy and procedures.
  • Physical Requirements: Stamina to work 40 hours per week primarily in a clinic setting; ability to be available occasionally after hours and on weekends; ability to reach out and squat for filing purposes; availability for travel as needed.
