NeighborWorks America is committed to expanding investment in Native communities, inclusive of American Indian, Alaska Native and Native Hawaiian people and communities in order to support increased impact in advancing housing and economic conditions for Native people wherever they live. We do this through partnerships with national Native led organizations, increased investment in Native communities, supporting NeighborWorks network organizations to develop local partnerships with Native led organizations and tribal entities, developing and delivering culturally appropriate training, and expanding Native perspectives and representation in NeighborWorks convenings and events, advisory board and management and programmatic decisions. We place value on building trust with national, regional and local Native entities and seek to establish shared goals that demonstrate an understanding of sovereignty and build on existing capacity in Native communities.

Position Summary:

The Director, Native American Partnerships will lead the corporate wide planning and implementation of NeighborWorks’ Native commitment and partnership efforts. The Director will work in close collaboration with staff across the corporation to advance and institutionalize NeighborWorks’ commitment to Native communities. The Director will play a lead role in expanding partnerships with national Native led organizations and enhancing a better understanding of homeownership, economic well-being and community development impacts and opportunities for Native people and communities. In collaboration with NeighborWorks’ internal advisory group, Akwe:kon, meaning all of us in the Mohawk language, the Director will facilitate opportunities to continue to cultivate cultural competence and a respectful understanding of sovereignty within NeighborWorks America and the NeighborWorks network. This position will work collaboratively to align and connect with NeighborWorks’ Race, Equity, Diversity, and Inclusion work. The Director reports to the Senior Vice President of National Initiatives and is expected to work in a highly collaborative manner with multiple divisions across the corporation to achieve strategic goals and outcomes.

Essential Duties/Responsibilities:

  • Provide strategic leadership to NeighborWorks Native Commitment, working collaboratively with cross-divisional partners and Akwe:kon members to plan and execute strategies that meet Commitment goals. Responsible for overall workplan, metrics and accountability.
  • Represent NeighborWorks America with Native and non-Native national and regional partners, tribes and federal agencies in order to develop and advance partnerships, programs and investment in Native communities and people.
  • Provide strategic guidance and recommendations to senior leaders across the corporation on how to advance and/or improve NeighborWorks programs, policies and communication strategies to be inclusive of Native people and communities.
  • Direct or co-direct, in varying capacities, internal and external efforts to identify, develop, implement, and/or evaluate initiatives that promote equitable access to affordable housing, community development and economic opportunities in Native communities.
  • Recommend and advise development, within the Native Community Development track and other tracks within the Training Division, of training and technical assistance tools and/or partnerships that are culturally appropriate and meet the needs of Native community development and housing professionals.
  • Recommend and/or develop internal opportunities for staff to increase cultural competence and expand understanding of sovereignty, assess opportunities for increased equity and inclusion in NeighborWorks programs, grantmaking and investments and address other related aspects of work in Native communities.
  • Provide guidance and subject matter expertise to the NeighborWorks network, both Native and non Native organizations, by connecting network members to appropriate resources, strategies and opportunities to increase their impact in Native communities.
  • Represent NeighborWorks America as a lead spokesperson on the topic of housing and community development in Native communities to external audiences.
  • Produce briefs, reports, presentations and publications to share models and best practices that advance equitable access to affordable housing and economic opportunity for Native people and communities.
  • Develop overall plans and budget in coordination with other divisions that are comprehensive, realistic, and effective in meeting corporate goals.
  • Participate and support the development and implementation of National Initiatives strategic priorities and programs, ensuring inclusion of Native communities and people.

Nature of Work Contacts:
The Director will interact with a diverse group of internal staff and leadership, NeighborWorks network members, national Native and non Native partners, federal agencies, consultants, funders, and other stakeholders from within and outside NeighborWorks America.

Fiscal Responsibilities:
The Director will be responsible for managing program budget in addition to identifying external resources to support this work.

Position Requirements

Required Minimum Qualifications:

(a) Education: Bachelor’s degree in urban planning, community development finance, nonprofit management, business administration, sociology, or other related fields. A graduate degree is preferred. Relevant experience will be considered in lieu of a degree.

(b) Experience: At least seven (7) years relevant leadership experience in a complex business environment, as evidenced by an established record of achievement. Significant program and/or project management experience, from conception through implementation and evaluation, for economic and community development programs benefiting Native communities and people. Experience providing technical assistance and working with consultants and subject matter experts, using data to inform decisions, and communicating/presenting program and policy information. Experience developing and delivering approaches to build cultural competence and awareness of Native people and communities.

(d) Competencies, Knowledge, Skills & Abilities:

  • Knowledge of and specialized expertise in Native community and economic development issues, inclusive of American Indian, Alaska Native and Native Hawaiian communities and people.
  • Knowledge of and respect for Tribal Sovereignty.
  • Proven leadership skills that demonstrate a coalition building and collaborative approach, ability to motivate staff of all levels and influence positive outcomes aligned with organizational vision, values and goals.
  • Demonstrated analytical, communication (written and oral), and interpersonal skills; proven success in relationship and consensus building among diverse stakeholders.
  • Demonstrated ability to convey program, policy and research findings in array of accessible formats to reach a broad audience of stakeholders.
  • Demonstrated organization and project management experience required, including ability to set measurable goals and timelines, identify priorities, and drive performance within an environment of shared accountability and across a diverse group of internal and external stakeholders.
  • Demonstrated experience developing and supporting external partnerships, including setting joint goals and priorities.
  • Experience developing and managing a technical assistance program, including the development of technical assistance tools and experience with facilitating peer learning programs.
  • Strong written and verbal communications skills, including experience developing regular reports to keep stakeholders updated on program outcomes and experience as a public speaker.
  • Strong quantitative and analytical skills, including use of research and data analysis to improve program design and delivery.
  • Accomplishments that reflect teamwork, integrity, effectiveness, and efficiency – including demonstrated leadership, ability to influence and bring about consensus, and to work independently.
  • Strong interpersonal skills with a demonstrated ability to establish and maintain effective working relationship with others and successfully interact with people at all management and support levels, as well as people of diverse socio-economic backgrounds.

Preferred Qualifications:
A graduate degree in urban planning, community development finance, real estate development, nonprofit management, business administration, or other related fields. Prior community development work with and/or in Native communities, on or off tribal lands.
