Description

SUMMARY:

Under basic supervision, performs residential building inspections for the Planning and Building Safety (PBS) Department; reviews plans and technical drawings, inspects work sites, and verifies compliance to codes, regulations, ordinances, and energy efficiency standards.

 

PRIMARY DUTIES AND RESPONSIBILITIES:

The job description is subject to change at any time by the employer. Essential duties and responsibilities may include, but are not limited to, the following:

 

  • Conducts inspections of residential buildings being constructed, repaired, and remodeled to determine compliance with building safety standards, state statutes, county and regional ordinances, and other applicable agency codes.
  • Inspects structural elements, egress, fire separations, plumbing, mechanical, energy, accessibility, and other areas as directed.
  • Counsels builders, contractors, engineers, and other interested parties on building code.
  • Enforces building code requirements; confers with other inspectors and County Building Official on the most complex inspections and code interpretation.
  • Responds to, investigates, and resolves complaints concerning life/safety building code violations and other hazardous and illegal conditions; explains and interprets requirements and restrictions to customers.
  • Prepares written reports and issues technical enforcement documents including, correction notices, stop-work orders, re-inspection notices, and final approvals.
  • Documents and maintains computer records of field inspections.
  • Consults with local fire prevention personnel, Planning, Engineering, and Public Health, as necessary, and makes recommendations on technical issues.
  • Provides investigative support to other County Departments as requested.
  • Assists the Permit Technician and Plans Examiner in the issuance of building permits and occupancy certificates.
  • Supports the relationship between the Teton County staff and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and County staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned.
 
Position Requirements

MINIMUM QUALIFICATIONS:

 

Education and Experience:

  • High School Diploma or GED equivalent; AND two years’ experience in construction/inspection programs; OR equivalent combination of education, training, and experience. Associate’s Degree in Construction Technology or Engineering, or journeyman-level general construction experience is preferred.

 

Required Licenses and Certifications:

  • Must possess a valid Wyoming/Idaho Driver’s License and maintain an acceptable driving record.
  • International Code Council (ICC) Residential Building Inspector certification is required within six months of hire; Plumbing, Mechanical and Energy Code certifications must be obtained one per year after the first certification is obtained. Depending on the needs of the County, incumbent may be required to obtain additional technical certifications.

 

Required Knowledge of:

  • County policies and procedures, and state and federal laws and regulations governing building and safety codes.
  • Principles and practices of the construction industry and building trades.
  • Methods, procedures, and techniques for evaluating technical compliance.
  • Methods and techniques of inspecting a variety of plans, buildings, and technical documents.
  • Occupational hazards and safety precautions in construction areas.
  • Records management and customer service principles, protocols, and standards.
  • Standard and specialized computer software applications, including Geographic Information System (GIS).

 

Required Skills in:

  • Interpreting and applying building and safety standards, state and Federal regulations, department standards, and County policies and procedures.
  • Reading and interpreting building plans and technical specifications, and checking details, estimates, plans, and specifications of projects.
  • Establishing and maintaining cooperative working relationships with co-workers.
  • Responding to public inquiries and providing information on departmental services, programs, policies, and procedures.
  • Providing effective customer service, resolving conflicts, and dealing tactfully and courteously with the public.
  • Communicating effectively verbally and in writing.

 

Physical Demands/Work Environment:

  • Work is performed in a standard office environment, with regular trips to building sites.
