SUMMARY:

The Vice President of Information Management is responsible for the selection, acquisition, development, installation, maintenance, and support of information technology and information management for all Open Door Community Health Centers (ODCHC) functions. The VP of Information Management will collaborate and manage a team of professionals who are accountable for the delivery of all information technology and informatics within ODCHC. The VP of Information Management will be a member of the Executive Team and report to the President and Executive Officer.

 
Position Requirements

Essential Duties and Responsibilities

  • Leads a structure that aligns Information Systems with business goals while balancing resource constraints (human and fiscal) to optimize Information Systems investments and ensure the Information Systems department runs smoothly and effectively.
  • Produces and executes an Information Systems strategy, plan, and budget that is integrated into the system planning and budgeting processes. The plan shall include standards and protocols for data exchange, communications, software, and interconnection of information systems.
  • Develops a reporting structure and a service delivery model for the Electronic Health Record (EHR). Establishes processes and metrics necessary to make and maintain the EHR successful.
  • Maintains and is responsible for service-orientated, customer-focused Information Systems functions to support ongoing operations that drive efficiency, quality, customer service, and growth.
  • Identifies, offers, and implements formal training and education as needed for Information Systems staff.
  • Manages, in conjunction with other leaders, the IT project approval and selection process as well as the implementation of new IT systems.
  • Monitors changes in the technology sector to discover ways the company can improve and develop. Stays abreast of industry regulatory changes relative to reporting, compliance, and privacy and security concerns (Ex: ICD-10, System Upgrades, UDS, OSHPD).
  • Monitors and reports on the performance of the Information Systems portfolio including actual vs. expected results, budgets, and project duration.
  • Oversees relationships between Information Systems team and external entities including contract negotiations and audits (e.g. government, vendors, researchers, and other health care organizations).
  • Develops and maintains a digital system of internal controls for monitoring data accuracy.
  • Troubleshoots data-related issues and establishes regular maintenance.
  • Responsible for Information risk management (IRM).
  • Responsible for IT policies, strategies, and standards.
  • Ensures that enterprise information systems operate according to internal standards, external accrediting agency standards, and legal requirements.
  • Responsible for maintaining a business recovery plan to ensure timely and effective restoration of data and Information Systems services in the event of a disaster.
  • Responsible for effective lines of communication regarding quality improvement initiatives.
  • In collaboration with ODCHC’s Leadership Team, directs and analyses procedures and computer application systems necessary to maintain proper records and to afford adequate controls and services.
  • Responsible for the accurate and timely preparation and submission of required reports to management, Board of Directors, State, and Federal governments.
  • Advises management and board on desirable operational adjustments.
  • Provides advice and counsels concerning Information Systems issues and industry trends.
  • Frequently and effectively communicates the Information Systems vision and plans throughout ODCHC. Uses targeted communications that are appropriate to the various stakeholders.
  • Clarifies their role and the need for collaboration across the system to achieve optimal results.
  • Provides methodologies for working together toward standardization and optimization.
  • Other duties and responsibilities as designated by supervisor.

  • Familiarity with the health care industry – Information Systems issues and major challenges

  • Interpersonal skills: the ability to work effectively with leadership across the organization to ensure a comprehensive IT strategy that benefits the entire organization
  • Demonstrated experience with Information Systems management at a senior level
  • Experience with and understanding of strategic and business planning methods, tools, and processes
  • Experience in project management and working through major organizational change
  • A highly analytical mindset with superb problem-solving skills.
  • Outstanding communication and presentation skills.
  • Ability to write routine reports and correspondence.
  • Ability to effectively represent ODCHC’s interests in the community and maintain effective working relationships among co-workers, public, private, and professional groups.
  • Strong computer skills with specific aptitude in Microsoft Office Suite and/or Electronic Medical Records (EMR).
  • Adheres to ODCHC’s policies and procedures.

Education and Experience

  • Bachelors or Master’s Degree in computer science, engineering, or relevant field.
  • Minimum of 5 years’ experience in information technology and data management.
  • Minimum of 3 years’ experience managing and leading a team of professionals.
  • Previous experience working in an outpatient primary care clinic.
  • Previous experience with EPIC Electronic Health Record system.

Supervisory Responsiblity: The VP of Information Management is responsible for the supervision of IT and EMR staff with direct supervision of the IT- System Administrator and Service Area Administrator.

Supervision and Support: The VP of Information Management reports directly to the President and Executive Officer and is an integral member of the Executive Team.

Physical Requirements: This is largely an office-based position. The physical requirements described are representative of those needed to successfully perform the essential duties of the position.
