Easterseals UCP has an immediate need for a full-time Clinical Program Manager. This role is instrumental in the areas of marketing, professional development, business planning, and strategically implementing services and supports within Wake County.

Responsibilities include and are not limited to:

  • Provides program development, personnel management, and overall operational administration, including coordination of ongoing activities, to meet the established goals and objectives of the program.
  • Ensures quality services that support individuals to achieve personal outcomes. Protects the rights and ensures the health, safety, and welfare of the individuals we support.
  • Recruits, trains, and manages assigned employees in a manner consistent with organizational policies and values. Conducts regular employee performance appraisals and maintains an employee feedback process to enhance work processes and employee understanding.
  • Develops annual budgets for each assigned cost center. Provides effective monitoring and financial management of the program. Seeks and recommends potential opportunities for cost containment and analyzes variance from the budget plan or anticipated trends. Contributes toward the successful implementation of the annual operating plan and assists with financial analysis and formulation of recommendations to achieve goals and objectives. Identifies potential opportunities for resource and funding development.
  • Prepares for and oversees all applicable licensing inspections and state and local audits; ensures compliance; develops and implements a plan of correction if necessary.
  • Ensures that services are authorized and billed to proper funding sources. Maximizes service utilization.
  • Promotes the professional development of the employees.
  • Develops community collaborations, linkages, and partners to address systemic issues that impact individuals served by the programs. Develops and maintains effective relationships within the community networks.
Position Requirements


  • Bachelor’s degree in human services with a minimum of three years of program and supervisory experience.
  • Excellent oral and written communication skills.
  • Strong problem-solving, presentation, and technical writing skills.
  • Detailed oriented. Capable of understanding complex policies and implementing procedures.
  • Good understanding of clinical research science and processes along with an understanding of product development processes, team dynamics, related healthcare market environment, and clinical trends.
  • Proven track record in delivering clinical projects within a clinical setting, on time, within budget, and in compliance with standard operating procedures (SOPs) and regulations.
