Job Description

Human Resource Manager

OVERVIEW: The human resource professional is directly responsible for the overall administration, coordination, and evaluation of the human resource function. This position is under the supervision of the Chief Executive Officer (CEO), responsible for all day-to-day functions of the EEI business enterprises.

SALARY LEVEL: DOQ

WORK SCHEDULE: 8:00 am to 5:00 pm (half hour lunch)

ESSENTIAL FUNCTIONS OF JOB:

  • Will assist the CEO with planning, departmental organization, and participates in the development of EEI goals and objectives.
  • Develops and administers various human resources plans and procedures for all EEI company personnel.
  • Assists in the development of the EEI Personnel Policies & Procedures Manual, rewrites job descriptions as necessary and various human resource plans and procedures for all EEI personnel.
  • Conducts wage surveys within the labor market to determine competitive wage rates regarding business enterprise wage scales.
  • Maintain compliance with Federal, State, and Tribal laws and regulations (as applicable) concerning employment, such as verifying I-9 documentation; submits the online investigation requests and assists with new employee background checks when needed.
  • Provide new employee orientation, responsible for maintenance of confidential personnel files, personnel actions, preparing recruitment lists and job posting.
  • Responsible for operational and technical personnel duties to include employment application intake - assist with recruitment, application processing and interview process - computer entry and file maintenance, assist employees with personnel information and interpretation of personnel policies & procedures.
  • Maintain computer employee data information, answer employee requests and questions, verify employment status, assist managers/supervisors with employee/personnel projects, and staff training.
  • Maintains records on all tribal employee personnel actions, such as new hires, promotions, transfers, and terminations. File all personnel documents/payroll records as required.
  • Assists CEO, Managers, and Supervisors to resolve any/all grievances that are reported to the human resource office, writes separation letters for employees separating with cause, in the absence of CEO and Managers will conduct exit interviews to determine reason for separation.
  • Assists CEO and Managers with various research projects and/or special projects.
  • Schedules meetings and interviews as requested by CEO.
  • Make photocopies, emails documents, and performs other clerical functions.
  • Maintains and responsible for processing of job applications and necessary paperwork for implementation of Indian and veteran hiring preferences.
  • Performs other relevant job duties as required by direct supervisor.

DESIRED QUALIFICATIONS:

  • Bachelor's degree and five (5) years' experience in the Human Resource field of work OR ten (10) years' experience in the Human Resources field of work including at least five (5) years at the manager level;
  • Knowledge and proficiency of computer software and how to utilize them.
  • Knowledge and skill in written and oral communication.
  • Must be dependable and adapt to changes
  • Must know how to problem solve and make independent decision making
  • Must have planning and organizing skills
  • Must know how to work independently with little supervision
  • Must be able to pass a background check with
    1. NO prior convictions for: DUI in past 5 years; child-related offenses; domestic abuse; theft, fraud, bribery, extortion, perjury, embezzlement or conspiracy to commit any of the same; or any felonies;
    2. NO prior civil judgments for dishonesty, fraud, misappropriation of property or funds, or conversion; and
    3. NO reported instances of negligence in carrying out essential job functions.
  • Must be able to comply with the Lower Elwha Klallam Tribe Drug Free Workplace policies.
  • Must possess a Washington State driver's license within 30 days of employment.
  • Must provide current proof of automotive liability insurance and maintain the same throughout employment.

  • Knowledge of the Lower Elwha Klallam Tribe's Personnel Policies and Procedures.

PHYSICAL REQUIREMENTS:

  • Capable of lifting 25 pounds or less
  • Capable of bending, kneeling, stretching, sitting for long period of time
  • Able to utilize visual acuity for extended time on computer

OTHER REQUIREMENTS:

  • Must have UA testing completed prior to employment.
  • Must be able to travel for meetings, training, workshops when necessary.

As with all positions of the Elwha Enterprises, Inc., this position is Indian Preference in hiring, as modified by tribal policy, with preference applied in the following manner: (1) Lower Elwha Klallam Tribal Members; (2) members of other federally recognized Indian Tribes; and (3) other applicants.
