SUMMARY: Behavioral health (BH) is an increasingly important component of primary health care. Open Door Community Health Centers (ODCHC) uses an integrated approach which includes behavioral health clinicians (BHC)/AOD counselors and primary care medical teams working together to address physical, psychological and motivational aspects of health care. Essential to serving the ODCHC patient population is addressing co-occurring disorders, thus the BH program is inclusive of ODCHC's chemical dependency services.

The Behavioral Health Director (BHD) works with the BH Manager to provide clinical and administrative consistency and direction to ODCHC's BH program, including the chemical dependency services. The BHD is responsible for developing and implementing effective and consistent policies, protocols and procedures related to the role and function of BH services and BHC/AOD counselors in the clinic settings. This includes enhancing such policies, protocols and procedures to address co-occurring disorders. The BHD works collaboratively with ODCHC leadership, clinicians and other support staff to maintain the highest standard of care and professionalism at all ODCHC clinics; as well as serving as an advocate for programs and staff that address patients' BH needs. The BHD serves as the direct supervisor for the BH/MAT Clinical Leads, as well as sharing the supervisorial role with the BH Clinical Leads of the BHC/AOD counselors. The BHD will identify and recommend needed training, provide clinical support to BHC/AOD counselors and assist clinics and health care teams to integrate BH services into primary care. The BHD will continue to provide direct patient care.

 
Position Requirements

ESSENTIAL DUTIES AND RESPONSIBILITIES:

These essential responsibilities are performed within the context of collaboration and coordination of BH services and integration of BHC/AOD counselors in the health care teams.

  • Develops policies, protocols, procedures and workflows to support BHC/AOD counselors and primary health care teams work in collaboration, using an integrated approach to addressing patients’ needs;
  • Develops and implements pathways for those with co-occurring disorders to receive the most appropriate and timely integrated services specific to the individual’s needs;
  • Serves as direct supervisor for the BH/MAT Clinical Leads, as well as sharing the supervisorial role of the BHC/AOD counselors in conjunction with the BH Clinical Leads and Administrative Site Directors, providing clinical support, guidance, participate in peer reviews, conduct chart reviews and performance evaluations, participate in competency and privileging protocols;
  • Participates in the recruitment, selection, hiring and corrective actions of BHC and AOD counselors;
  • Works with BHC/AOD counselors to assess training needs, updates, in-service and developmental activities on an individual and group level;
  • Assists in developing and maintaining best practices for: BHC/AOD counselors charting; BH/AOD protocols; evidence-based practices; and, quality assurance/improvement activities;
  • Mentors newly hired BHC, providing orientation to integrated care, team-based care and ODCHC policies and protocols; arranges for similar mentoring for AOD counselors;
  • Provides professional support to BHC/AOD counselors, particularly after difficult or traumatic patient experiences, and guide them to stress management and de-escalation resources;
  • Provides direct patient care on a consistent schedule as established at the primary work location
  • Works to coordinate psychiatry and BH and chemical dependency services and to promote the optimal use of psychiatric services and consultation;
  • Periodically reviews charting and chart documentation of BHC/AOD counselors to assess consistency with policies and procedures, integration with the primary health team, clinical standards, billing requirements and payor guidelines;
  • Coordinates with ODCHC Health Resources Manager to address enabling services, including support, logistic, service, benefit, insecurity and social needs;
  • Participates in Quality Improvement meetings and activities to better integrate and improve the efficiency and quality of BH care and chemical dependency services throughout ODCHC;
  • Collaborates with the Integrated Behavioral Health Administrator to review BH and chemical dependency policies, costs and billing practices;
  • Collaborates with Administrative Site Directors to assure the assimilation and continued effectiveness of BHC/AOD counselors at multiple sites;
  • Works with the BH Manager to develop onboarding orientation and presentation of materials relative to ODCHC’s integrated approach to co-occurring disorders and chemical dependency services;
  • Serves as a liaison with external BH and chemical dependency resources and agencies, private and governmental;
  • Collaborates to develop communication strategies, including content, format, consistency with ODCHC goals and effective dissemination;
  • Identifies needs for advocacy and public policy reform to advance services to address BH services;
  • Adherence to ODCHC policies and protocols; and
  • Other related duties as identified, assigned and required.

QUALIFICATIONS:

In addition to the education, experience and skills below, it is important for the successful candidate to be a good fit with the ODCHC mission and culture.

  • Advanced degree (MA, MS, PsyD, PhD) in Social Work, Counseling, Psychology or related field;
  • Licensed to provide clinical services as LCSW, LMFT or Clinical Psychologist by the State of California;
  • Experience in working with co-occurring disorders and chemical dependency services
  • Supervisory experience preferred;
  • Knowledge of: primary health care delivery; legal and ethical standards for BHC; professional and governmental standards of care;
  • Ability to work with multiple professionals as a member of an integrated health care team;
  • Ability – both verbally and in writing – to communicate effectively, exercise sound and reasonable judgment, motivate and inform others;
  • Comfort and ability in supervising others, acting as a coach and teacher, with the intent of developing employees; full range of skills and contributions;
  • Excellent interpersonal, written and verbal communication skills, including public-presentations;
  • Excellent organizational and time management skills; ability to set priorities and meet deadlines;
  • Excellent computer skills, including ability to use word processing, spreadsheet, data management, web-based programs and conduct various analyses and comparisons using Excel;
  • Ability to effectively present information and respond to questions from participants, supervisors, managers, others within the corporation and the general public;
  • Ability to collaborate with others while working with minimal supervision;
  • Ability to maintain confidentiality and objectivity; and,
  • Valid and insurable California drivers’ license and reliable transportation.

SUPERVISORY RESPONSIBILITIES:

The BHD supervises the clinical competency and performance of BHC/AOD counselors throughout the ODCHC system and works in collaboration with Administrative Site Directors to monitor day-to-day logistics of clinicians.

PHYSICAL REQUIREMENTS: This is largely an office-based position. The physical requirements described are representative of those needed to successfully perform the essential duties of the position.
