Primary Responsibility: The Director of Human Resources, as a member of our Senior Leadership Team, is responsible for managing the Human Resources department and employees; cultivates and supports county employees. The Human Resource Director is vital in the success of employee recruitment, compensation, employee benefits, performance management, training, and legal compliance including risk management.

Supervised by: County Manager

Supervises: Human Resources Specialist and HRIS Specialist

FLSA Status: Exempt

Main Job Duties:

  • Provides advice and assistance to the Board of County Commissioners and County Manager on complex human resources management issues. Supports, implements, and helps create the County’s Strategic Plan, emphasizing the importance of workforce engagement.
  • Reviews federal, state and applicable county resolutions concerning personnel policies to ensure compliance; formulates policy and procedure changes for the County and makes recommendations to the County Manager. Reviews and analyzes national and local data on a wide variety of human resources administrative and legal issues.
  • Answers questions on policy, procedure, and employment law from department directors/elected officials and employees; counsels department directors/elected officials and ensures compliance with County policies, procedures, and State and Federal laws effecting employment such as the Fair Labor Standards Act (FLSA), EEOC, ADA, and FMLA.
  • Examines and recommends full compensation amendments and changes for employees, to aid in the attraction and retention of high performing team members. Maintains the County’s classification and compensation plan; develops and manages competitive benefit programs; updates and conducts surveys, drafts and updates job descriptions, evaluates positions and recommends pay level adjustments.
  • Directs recruitment and hiring activities, including posting of vacancies, preparation of advertisements, screening of applicants, oversees testing processes, assists department directors and elected officials in selecting and interviewing candidates, and oversees the background check process. Conducts exit interviews; supports the Performance Evaluation Program and reviews all recommended pay changes prior to submitting to County Manager as needed; reviews and assesses terminations in order to limit the County’s liability.
  • Oversees and maintains the Department’s Procedures Manual and employee handbook and ensures consistent interpretation and application; manages the Employee and Manager Self-Serve sites.
  • Supports the County’s teams through recruiting, employee onboarding, encouraging a positive employee experience, total rewards, and internal communication.
  • Maintains the County’s Property/Casualty and Workers’ Compensation insurance programs. Administers and monitors the employee benefit plans; compiles relevant information to analyze and research benefit options. Oversees FMLA and disability claims.
  • Develops and administers the Human Resources budget and monitors and approves expenditures. Evaluates and makes recommendations regarding departmental requests for new positions and reclassifications.
  • Provides professional leadership, direction and supervision to assigned staff; interviews and makes hiring decisions; conducts performance appraisals and disciplinary actions.
  • Collaborates with senior leadership to understand county and department/office goals and strategy related to staffing, recruiting, and retention.
  • Works closely with the Finance Department on HR related issues.
  • Fosters a learning environment for employees. Helps and supports a positive work environment, encouraging employee engagement and feedback.
  • Designs and manages innovative recognition events and programs.
  • Maintains personnel files and Human Resources Information Systems.
  • Enhances professional knowledge, skills, and development by attending seminars and training programs and reading trade and professional journals and publications.
  • Performs certain risk management duties to reduce accidents and workers compensation claims, maintains communication with designated physician and coordinates light duty assignments.
  • Identifies organizational training needs and implements training programs to meet those needs.

Additional Job Duties:

  • Serves as the County’s ADA and EEOP Coordinator.
  • Administers the County drug and alcohol testing program.
  • Supports the handling of employment-related inquiries such as employment verification requests and unemployment compensation inquiries and proceedings. Conducts and/or coordinates workplace investigations as necessary.
  • Performs other related duties and responsibilities as assigned by the County Manager.
  • Performs other duties as assigned and any duties needed to stabilize an emergency situation.
 
Position Requirements

Qualifications:

  • Education: A Bachelor’s degree in Human Resources, Business, or related field. Master’s degree preferred.
  • Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) accreditation from the Society of Human Resources Management preferred.
  • Working knowledge of federal, state and local laws pertaining to personnel administration.
  • Working knowledge of and ability to apply the principles and procedures of human resource management including benefit classification and compensation, training and performance appraisals.

  • Maintain a high level of professionalism and confidentiality.
  • Accurately and effectively transmit and receive information that is necessary to the accomplishment of goals and objectives including effective written and oral communication in English; ability to keep customers, subordinates, peers and supervisors informed; and the ability to listen.
  • Exercise independent judgment and critical thought.
  • Maintain courteous and effective working relationships with the public, county departments, co-workers and other agencies.
  • Supervise and lead subordinates.
  • Recognize, investigate and analyze a variety of personnel and management issues and make effective recommendations for solutions.
  • Organize work, set priorities, meet critical deadlines and follow up on assignments with minimal direction.
  • Research, compile and summarize a variety of information and statistical data and materials; prepare clear and concise reports, correspondence and other written material.
  • Understand, interpret and communicate complicated policies, procedures and protocols.
  • Plan, organize, assign, direct, motivate, review and evaluate the work of staff and provide for their training and professional development.
  • Must possess strong interpersonal, decision-making and management skills.
  • Must pass background check, including traffic and criminal.

Certifications:

  • Must possess a valid Colorado Driver’s license without any restriction due to driving record. Must also be able to drive a county vehicle.
  • Must possess FEMA ICS 100 and 700 certifications within 6 months of employment.
  • Mental/Physical Requirements:
  • Work Environment: This is an in-office position.
  • Mental/visual effort required due to sustained periods of concentration with frequent breaks in concentration caused by interruption from staff.
  • Requires ability to work under pressure and stressful situations while performing the essential functions of this job.
  • Requires sedentary work involving, standing, or walking for brief periods, exerting up to 10 pounds of force on a regular basis, and some dexterity in operating office equipment; and occasionally required to travel.
  • Ability to perform without additional assistance, all physical movements necessary for office administration.

Experience:

  • Minimum of eight years of progressively responsible experience as an HR Director/Manager with a minimum of five years of direct manager/supervisor experience.
  • Local government experience preferred.
  • Other suitable experience and skills maybe considered.
