Salary $79,500 DOQ  
Position Requirements

Minimum Education and Experience Requirements:

Requires a bachelor’s degree in Civil Engineering or related field; supplemented Six (6) years of progressively responsible experience in municipal engineering, with minimum of three (3) years stormwater related experience; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.

Requires a valid state driver’s license with acceptable driving history.

 

Preferred certification as a Professional Engineer (PE) in the State of Georgia.

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.

Description

Position Summary: This classification performs civil engineering duties associated with the planning, location, construction management, inspection, maintenance and operations of city-maintained bridges and drainage structures. The position will also provide provides leadership and technical expertise, as well as performs complex engineering work relating to stormwater infrastructure and the administration of associated regulatory programs such as the Citys MS4 Permit and inspections.

Essential Duties and Responsibilities:

The functions listed below are those that represent most of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

  • Assist with engineering design from site feasibility analysis and planning to final design services, including administrative work in the field or office associated with the design, development, investigation, construction and maintenance of bridges and other drainage related structures and facilities.
  • Manages the inspection of the city bridge system as mandated by the state; conducts inspections, field measurements and structural calculations to ensure integrity of structures.
  • Manages the work of outside consultants; reviews construction plans and coordinates efforts to achieve project goals.
  • Serves as lead advisor on all stormwater related projects, programs, and activities.
  • Performs engineering computations, technical reviews and technical research relating to the city's stormwater system and makes recommendations for improvements.
  • Coordinates operational and maintenance needs with the Public Works Department to identify, prioritize and recommend CIP projects.
  • Act as a technical expert to supervise, review, approve and provide oversight, and quality control/assurance including certifying design and plan specifications & engineering documents.
  • Oversees and directs the City's Stormwater Management program in accordance with NPDES Phase II regulations including and maintaining MS4 compliance, performing Stormwater Management Program (SWMP) reviews, compliance inspections, and administrating associated permits and activities.
  • Conducts and/or directs the inspection and monitoring of public and/or private construction activities to ensure compliance with city standards and state/federal regulations.
  • Conducts and/or directs compliance reviews various engineering submittals, construction plans, permit applications, etc. prepared by consultants, private developers and/or contractors.
  • Develops public education and outreach programs and conducts periodic training for staff, colleagues, developers, and contractors.
  • Supervises and evaluates assigned staff; addresses employee concerns, directs work assignments, counsels, and disciplines employees, and completes employee performance evaluation and appraisals.
  • Prepares and submits division annual budget.
