Protection and Controls Technician I 

Description

Job Purpose

Maintain and test the protective relaying and substation control systems for optimum performance and safe operation through maintenance management practices and evaluation of equipment problems. Make repairs or modifications as necessary, documenting all work performed. Maintain all SCADA systems in T & D substations and water treatment and production facilities to ensure efficient and reliable service.

Specific Responsibilities

  1. Perform ongoing preventive, predictive, or corrective maintenance, on the following systems or equipment, maintaining detailed equipment maintenance records documenting outages and work performed:
    1. Generation, transmission, and distribution protective relaying systems.
    2. Substation metering equipment, including transducers, panel meters, and recorders.
    3. Digital fault recorders, including file management.
    4. Remote terminal units (RTUs) for electric and water.
    5. SCADA master station hardware and peripherals, including SONET networks (JungleMux), serial radios, and RTUs.
    6. Data communications equipment, including data concentrators (Orion 5R) and fiber optic interfaces.
  2. Assist with all phases of Generation, Transmission and Distribution protection and SCADA system improvement projects, as assigned by Technical Services Supervisor. This includes:
    1. Implement assigned projects and operations.
    2. Provide technical assistance to AO System Control during system operations, emergencies, investigation, and correction of problems.
  3. Administer the network connections with microprocessor-based relays and power line carrier equipment. Maintain and update equipment, drawings, circuits, and/or software or firmware for systems.
  4. Work with Manager, Reliability Standards Compliance to ensure compliance with NERC Reliability Standards.
    1. Perform maintenance and testing on equipment and systems as per Utility policy. Provide testing results to Manager, Reliability Standards Compliance as needed.
    2. Participate in the annual self-certification and internal audits for NERC Reliability Standards.
    3. Comply with cyber security procedures and policies specific to protective relays and SCADA systems.

Other Responsibilities

  1. Maintain adequate inventory of spare parts.
  2. Other duties as assigned.

 

 
Position Requirements

Qualifications

Knowledge

  1. Associate degree in electronics or related field or equivalent combination of education and experience required. Bachelor’s degree in electrical engineering technology preferred.
  2. Protection and Controls Technician I will preferably have a minimum of 1-3 years’ experience in electrical instrumentation or a related field.
  3. Knowledge of electricity, electronics, and related components.
  4. Knowledge of, or the ability to obtain knowledge of Data communication protocols such as DNP3, Modbus, IEC 61850 and Ethernet
  5. Knowledge of programmable logic controllers (PLCs) and microprocessor-based control systems desired.
  6. Knowledge of, or the ability to obtain knowledge of communications systems including RF/UHF and microwave, fiber optics, data communication, and GPS systems desired.
  7. Knowledge of, or the ability to obtain knowledge of, NERC Reliability Standards as they relate to relays, tripping schemes, etc.
  8. Knowledge of, or the ability to obtain knowledge of, symmetrical components, fault studies, sequence diagrams, and fundamentals of protective relaying and computerized relay testing.
  9. Knowledge of, or the ability to obtain knowledge of three-phase metering theory, including operation of power transducers and watt-hour metering.

Skills

  1. Excellent verbal and written communication skills.
  2. Excellent interpersonal and listening skills, with ability to build productive professional relationships and promote a team atmosphere.
  3. Proficiency with use of Microsoft Office Word and Excel at an intermediate level. Proficiency with databases desired.
  4. Good judgment and reasoning skills.
  5. Problem identification, analysis, and solving.
  6. Strong math skills for measurement conversion or integration, instrument scaling, recordkeeping, project estimating, etc.

 

Abilities

  1. Ability to work as part of a team.
  2. Ability to drive results and ensure work is accomplished properly, safely, and in a timely manner.
  3. Able to use electronic, electrical, and calibration equipment for testing and troubleshooting. Equipment includes multimeters, oscilloscopes, special test equipment, etc.
  4. Ability to work independently, effectively prioritize work, manage multiple tasks, meet deadlines, and adjust work priorities as needed to meet department/organizational objectives.
  5. Must be comfortable working around energized conductors or equipment up to 161kV.
  6. Proven troubleshooting ability in controls, electricity, and electronics.
  7. Ability to develop, read, and interpret drawings, schematics, specifications, and technical manuals and have the manual dexterity to work with delicate mechanisms.
  8. Ability to distinguish colors.

Other Position Requirements

  1. Must possess a valid driver’s license.
  2. Must be able to attend work on a regular basis and work overtime as needed.
  3. Must maintain a method of communication in order to be contacted by MP&W outside normal work hours.

Work Environment

  1. Work environment is divided between an office environment and field work. Field work will include work at a coal-fired generating station, substations, water production, distribution, and treatment facilities throughout the community, or other outside job sites. Work is completed in all weather conditions.
  2. Must comply with all safety and site rules at all locations.
