Program Manager, Contractor Development 

Description

The Program Manager, Contractor Development leads the implementation of the Contractor Development Pathway (CDP) for the Energy Trust of Oregon in partnership with TRC. The Program Manager, Contractor Development manages the stakeholder group behind the design of the CDP and advances the execution of the program to develop a pipeline of BIPOC contractors to implement energy efficiency measures for projects within the Energy Trust of Oregon portfolio. This role contributes to Elevate's mission by leading the implementation of an innovative program that drives diversity, equity, and inclusion in the expanding Oregon clean energy economy.

The Program Manager, Contractor Development reports directly to the Program Manager, Workforce Development and is part of the Workforce and Small Business Development Team. This position is located in the state of Oregon and is currently remote.

 
Position Requirements

Responsibilities

  • Facilitate and lead the Contractor Development Pathway (CDP) stakeholder team.
  • Manage the implementation of the CDP.
  • Manage the scope, budget, and timeline of Elevate’s contract for the CDP.
  • Conduct presentations for stakeholder groups such as trade associations and community groups.
  • Build and manage relationships with mission-aligned organizations.
  • Support the development of new programs and projects.
  • Travel statewide as needed to engage community partners.
  • Perform other duties as assigned.

Qualifications and Skills

  • Bachelor’s degree or equivalent work experience
  • Experience facilitating stakeholder groups of diverse backgrounds and disciplines
  • Strong project management and leadership skills
  • Experience engaging community-based organizations and/or contractor associations preferred
  • Knowledge of and desire to support efforts around energy efficiency and clean energy
  • Strong understanding of diversity, equity, and inclusion
  • Certification in Project Management (PMP) preferred
  • Self-starter and team player
  • Driver’s license and access to reliable transportation
  • Ability to travel up to 30% of the time
