Traffic Operations Manager/Public Works 

Salary $71,999 DOQ  
Position Requirements

Minimum Education and Experience Requirements:

Prefer a bachelor’s degree in traffic, civil, or transportation engineering, public administration, business administration, or a closely related field; Six (6) years traffic/transportation engineering experience; Four (4) years supervisory experience or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Requires a valid state driver’s license with an acceptable history.

Preferred licenses or certification of: Advanced Certificate of Public Works Management, IMSA Level II, Advance Traffic Control, Traffic Signal Modeling, SYNCHRO, ACTRA, ACS, light.

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.

Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as, dust, pollen, odors, wetness, humidity, rain, fumes, smoke, temperature and noise extremes, hazardous materials, fire, unsafe structures, heights, confined spaces, machinery, vibrations, electric currents, traffic hazards, bright/dim lights.

Description

Position Summary:

This classification performs process duties related to overseeing traffic signal timing, signals and signs installation, traffic making devices, and maintenance of operations withing the Traffic Operations Division. Responsibilities include managing assigned staff; preparing assigned area budget; providing training in safety procedures and programming control devices; and developing operational goals, objectives, policies, and procedures.

Duties and Responsibilities

The functions listed below are those that represent most of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

 

  • Manages assigned staff, including establishing workloads, prioritizing work assignments, evaluating employee performance, interpreting, and enforcing policies and procedures, resolving staff issues, and administering disciplinary action as required.

 

  • Under general direction, plans, organizes, oversees, coordinates, and reviews the work of staff performing difficult and complex professional, technical, and administrative support related to all programs and activities of the City's traffic systems and infrastructures, including long- and short-term project planning, design, construction, maintenance, operations, and other programs; coordinates assigned activities with other City departments and outside agencies; provides highly complex and responsible support to the Public Works Director and others in areas of expertise;

 

  • Manages and participates in the development and implementation of goals, objectives, policies, and priorities for the division; recommends within departmental policy and appropriate service and staffing levels; recommends and administers policies and procedures.

 

  • Develops and standardizes procedures and methods to improve the efficiency and effectiveness of services, projects, and activities; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and recommends to the Director.

 

  • Oversees daily traffic signal installation/repair operations, including monitoring work orders; providing inventory control for traffic signal equipment; writing specifications for new traffic control devices; establishing deadlines; preparing correspondence, reports, and other documents, and designing and preparing micro-processor traffic control equipment for installation and operation.

 

  • Participates in the development and administration of and oversees the operating and capital improvement budgets of the Traffic Division.

 

  • Participates in the selection of, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees on performance issues; implements discipline and termination procedures.

 

  • Supervises program and project development for all traffic modes, neighborhood and arterial traffic operations, high collision analysis, traffic operations, investigation and implementation activities, and traffic project design delivery.

 

  • Conducts forensic traffic engineering including standards compliance, traffic accident investigations and providing expert testimonials. Represent the city as an expert witness in litigation regarding traffic accidents and responsibility regarding the maintenance of safe and proper traffic control for the entire City.

 

  • Participates in Traffic Calming, Road Closures, and Privatization Requests to provide viable options as it relates to the request.
