WORK OBJECTIVE

This position requires skilled work in multiple trades. An employee in this class is responsible for work in maintenance, construction, alterations and repairs to City of Winter Garden Facilities. Duties include determining work methods and procedures without immediate supervision.

 

ESSENTIAL FUNCTIONS

  • Performs preventive maintenance, new installation, repair and troubleshooting of HVAC systems, chillers, server room air conditioners, humidity systems and refrigeration units. Includes change filters, cleaning condensate drains and coils, HVAC systems wiring, refrigerant recovery, replacement of fan motors, compressors and related repair work.
  • Installs/replaces and repairs: doors, windows, building hardware, fencing, flooring, ceiling, shelving, cabinets and counters.
  • Performs general maintenance repairs and construction of all types of roof systems.
  • Performs preventive maintenance, troubleshooting, repair and new installation on electrical systems, PDU’s, lighting, emergency generators, circuit breakers, motor control centers, and control circuits.
  • Works independently or cooperatively as a member of a team to complete work on schedule and according to quality control standards set by the Facilities Management Supervisor.
  • Completes daily, weekly and monthly checklists on building equipment, maintenance procedures and maintains records of scheduled maintenance procedures.
  • Performs safety inspections of city buildings and facilities and oversees various other safety functions for city buildings such as maintenance of evacuation plans, emergency supplies, and first aid kits.
  • Uses brushes, rollers, spray equipment, and paints to paint a variety of interior and exterior surfaces.
  • Troubleshoots and repairs plumbing fixtures including pumps, valves, sprinkler systems and piping and installs new fixtures.
  • Builds, assembles, transports, installs and/or repairs facility furnishings and fixtures, which may include installation of bulletin boards, paper holders, desks, etc.
  • Maintains swimming pools and fountains.
  • Stocks, delivers and inventories materials.
  • Prices, orders, and obtains parts and equipment for a variety of maintenance projects.
  • Troubleshoots and repairs electrical fixtures including motors, generators, pumps, and fire alarm systems.
  • Responds to calls during emergency situations, which may include evaluating building damage and taking necessary steps to protect city property.
  • Keeps records of work completed as needed and identifies and prioritizes preventive maintenance assignments.
  • Required to attend training and/or continuing education as assigned by Facilities Management Supervisor.
  • Onsite coordination and consultation with contractors related to repairs to systems.
  • Cleans and maintains vehicles, tools, equipment, materials and work sites.
  • Performs heavy equipment operation.
  • Availability to work overtime as needed and to also work night, weekend, and holiday shifts, which may include working alone. On such assignments, within established policies and procedures, considerable initiative and independent judgment is required to identify and correct routine problems and/or refer emergency complex problems to the Facilities Management Supervisor.
  • Maintenance positions are required to carry an on-call phone for 7-14 days on a rotational schedule and are subject to call-in outside of regular hours to respond to emergencies, including the preparation for inclement weather crises.
  • Performs other duties as assigned.

 

MINIMUM QUALIFICATIONS,

  • High school diploma or GED with five (5) years of experience in HVAC or the equivalent combination of training, education and experience that provides the knowledge and skills to perform the position’s functions and responsibilities.
  • Five (5) years of recent full-time building maintenance experience in commercial buildings and/or facilities is preferred.
  • EPA universal certification required.
  • Must maintain a valid Florida Driver’s license and satisfactory driving record.

 

Exceptions to the minimum qualifications must be reviewed by the Human Resources Director and approved by the City Manager prior to job offer.

 
Position Requirements

KNOWLEDGE, SKILLS AND ABILITIES

  • Ability to communicate effectively both orally and in writing, understand and execute oral and written instructions, and read and understand equipment diagrams and maintenance instructions.
  • Ability to establish and maintain effective working relationships with internal and external customers.
  • Considerable knowledge of the practices, methods & materials used in construction or maintenance such as carpentry, electrical, painting, plumbing, masonry, concrete, HVAC and pool operations.
  • Considerable knowledge in closed loop chiller equipment.
  • Considerable knowledge in occupational hazards and safety precautions as related to general building maintenance work.
  • Basic computer skills and ability to utilize Computer Maintenance Management Systems (CMMS), Energy Management Systems (EMS) & all Microsoft Office Suite applications.

 

PHYSICAL & ENVIRONMENTAL REQUIREMENTS

  • Tasks involve the intermittent performance of physically demanding work, typically involving some combination of climbing ladders, reaching, bending, stooping, kneeling, crouching, standing and making continuous hand/arm movements.
  • May require lifting, carrying, pushing or pulling of objects and materials weighing (20-50lbs).
  • Tasks are performed indoors/outdoors and due to the nature and location of the work, some tasks include the potential for prolonged exposure to disagreeable including, but not limited to elements including noise, heat, humidity, construction materials, fumes, and inclement weather.
