Primary Responsibilities: Works on a wide variety of projects and programs in support of the Board of County Commissioners and Gilpin County’s Strategic Plan. The analyst provides analytical management assistance by planning, coordinating, and directing assigned special projects and programs; coordinating the county’s public communication and social media; providing coordination and oversight of county grants; and tracking monitoring state and federal legislation and rulemaking to support county needs. The position acts as a liaison for the County with a variety of public, private, and community organizations, conducts studies and evaluations for assigned projects and programs, develops presentations and recommendations, and maintains administrative and grant records.

Salary Information: Hiring range is $54,747.00 - $57,484.00 DOQ. The pay range for the Administrative Analyst is $54,747.00 - $76,646.00

Main Job Duties:

The duties listed below are representative of, but do not necessarily include, all the duties and responsibilities that an individual in this position may be called upon to perform.

Analyst and Public Communication Duties 

  • Plans, organizes and implements program and project development and the delivery of services involving diverse administrative operations.
  • Recommends and assists in installing improved methods, procedures, and equipment.
  • Conducts research and analytical studies on a variety of programs and issues; coordinates and expedites reports and program information from departmental input; develops procedures and forms; formulates recommendations; prepares reports and correspondence.
  • Consistent with the County’s legislative affairs strategy, monitors and assists with the County’s legislative activities and position statements including analysis and review of pending legislation, priorities, and issues and the potential impact on the County; recommend strategies and policy initiatives to the Board, and articulating the County’s legislative agenda to state and federal elected officials.
  • Conducts policy research, makes recommendations and drafts policy memos for review and recommendation by the County Manager to the Senior Leadership Team and elected officials.
  • Assists in determining financial trends and methods, procedures and costs pertaining to departmental service or program; conducts cost benefit analyses and prepares financial and statistical reports;
  • Assists with the monitoring of consultants and contractors; and administers contracts with private or other organizations as assigned.
  • Represents departmental and County interests on committees, outside organizations and staff subcommittees as necessary
  • Collaboratively coordinates technical support activities with other departments, divisions and outside agencies.
  • Acts as liaison and coordinator between the Board of County Commissioners and other designated communications professionals embedded throughout the County organization.
  • Coordinates daily media relations activities, including outreach, relationship building, spokesperson management, website updates and more in collaboration with county Public Information Officer.
  • Writes press releases and other informational materials for news briefings; arranges news coverage for special projects events and programs.
  • Oversees and stewards the development of a strategic County communications and marketing plan with periodic updates.
  • Leads the effort to tell the County’s story to the community; coordinates external communications including advertising, publicity, direct marketing, video production, event creation and implementation, blogs, social media, county website and other external communication modes.
  • Develops and implements internal communications strategies and initiatives to strengthen coordination between county departments and offices and identifies stories of interest to the public.
  • Recommends, develops, implements and amends organizational policies and procedures;
  • Prepares Board of County Commissioners reports, financial reports, statistical tables, charts and graphs.
  • Oversees special projects, including work plans, monitoring progress, performance analyses, facilitating between various project participants and providing quality control.
  • Works with community groups or other boards and committees to realize county goals and objectives.

Administrative Duties

  • Assists the Administrative Assistant to the Board of County Commissioners as needed in preparing and organizing agenda and meeting packets along with other materials necessary for the Board meetings.
  • Provides coverage for the Administrative Assistant to the Board of County Commissioners with general office needs.
  • Assists with preparation for public hearings and ensures equipment is maintained and functioning.
  • Assists the clerk to the Board in attending meetings and completing meeting minutes.
  • Assists with office correspondence.
  • Performs other appropriate duties as assigned by the County Manager and any duties needed to stabilize an emergency situation.
  • Assists with preparing and processing county vouchers for expenditures.
  • Coordinates special events and works closely with all departments regarding tasks for various events.
  • Assists with contract administration on a variety of items as needed.
  • Assists with cash deposits and reporting as needed.

Grant Writing and Management Duties

  • Develops County-wide grants management system and database; develops presentations of composite data; and perform comparative analyses of fiscal and operational performance data.
  • Develops County-wide grants policies and procedures, and provides oversight and guidance to Departmental staff on grants application, administration, reimbursement, and tracking processes to insure grant compliance including resolving any issues or conflicts with funding agencies.
  • Maintains a quarterly report regarding County-wide grants activity, funding, and reimbursements status.
  • Conducts ongoing research for new grant funding sources. Provides timely advice and information on grant funding opportunities, requirements, deadlines, desired collaborations, and procedures.
  • Facilitates County-wide grant management meetings and training.
  • Coordinates grant writing and submission with County departments; oversees, monitors, and tracks grants performance and expenditure data to ensure compliance with grantor requirements; maintains reporting schedules; and monitors grant balances and provide reports.
  • Develop and write County-wide grant applications, and complete financial and reporting requirements of awarded grants that span multiple County departments.

Hours

Office hours are from 8 am to 5 pm Monday through Friday. Evenings and weekends maybe required as needed.

 
Position Requirements

Qualifications:

  • Education: Bachelor’s Degree in business administration, public administration, or closely related field.
  • Master’s Degree in Public Administration, or related field preferred.
  • Any combination of experience and education that would provide the required abilities, knowledge and skills as determined by Gilpin County may be substituted for the requirements above.

Technical Knowledge:

  • Proficiency with MS Office Suite required. Ability to work with Microsoft Word, Excel, PowerPoint, Outlook, Publisher and Adobe including InDesign with the ability to learn new software programs. Basic knowledge of HTML a plus.
  • Knowledge of general business and project management principles
  • Knowledge and experience with statistical analysis.
  • Apply Methods in database management to organize, test, troubleshoot and access data.
  • Principles, methods and practices of public administration, contract and program management and local government budgeting, and statistics.
  • Research techniques, methods and procedures.
  • Legal, ethical and professional rules of conduct for public sector employees.
  • General understanding of applicable State and Federal statutes, rules, codes and regulations.
  • Ability to access local, state, and federal legislation and regulations.

Ability to:

  • Coordinate projects for maximum efficiency and monitor progress towards desired objectives.
  • Analyze administrative and operational data and issues; interpret policies and regulations; evaluate alternatives; and recommend changes based on findings.
  • Demonstrate self-motivation and decisional capacity to resolve issues in accordance with workplace and county policies.
  • Strong interpersonal, verbal and written communication skills with the ability to effectively communicate and interact with all levels of the organization; and the ability to listen.

  • Perform professional analytical work in support of assigned department and programs.
  • Gather pertinent facts, make thorough analyses and arrive at sound conclusions and projections.
  • Analyze, interpret and report complex research and analytical findings in clear, complete and logical form to county staff and the community.
  • Operate a personal computer using database and spreadsheet programs; perform limited program modification to adapt software to varying applications.
  • Evaluate complex circumstances, identify tangible alternative actions and formulate recommendations for enhancements for effective plans and procedures.
  • Exercise tact and discretion in dealing with Federal, State, and county officials as well as the general public, and in handling confidential information.
  • Be creative working with details to align projects with long term goals and visions.

Must possess:

  • Strong public speaking and communication skills.
  • Ability to work independently with direction.
  • Mathematical skills for budget preparation and cost benefit analysis.
  • Excellent skills in organization of time and responsibilities.
  • Research and analysis skills and ability to communicate complex concepts to others.
  • Must pass drug screen and background check, including traffic and criminal.

Certifications:

  • Must possess FEMA IS100 and IS700a within six months of employment.
  • Must have a valid Colorado Driver’s License without any restriction due to driving record. Must also be able to drive a county vehicle.
  • Current Notary for state of Colorado or be able to obtain within six months of employment.

Work Environment/Physical Requirements:

  • Work is primarily performed in an office environment.
  • Lifting and Carrying: Occasionally up to 25 lbs. such as files, boxes, equipment, etc.

Experience:

  • At least two years of professional experience in county or local government preferred.
  • Experience coordinating projects with teams among a variety of functions.
  • Experience with grant writing and grant management preferred.
  • Experience working with the public individually and in groups.
  • Previous experience identifying and aiding in the enhancement of processes desired.
