Primary Responsibility:  This position will drives efforts in Gilpin County to diversify the economy by spearheading strategies to support existing small businesses, attract new business, and develop programs to support our local economy. To perform out-reach in unincorporated county businesses as well as offer collaboration with the City of Central City and the City of Black Hawk. The long-term goal of this position is to develop an economic development plan, assist businesses to navigate resources for recovery and growth, and implement policies and programs in partnership with the Board of County Commissioners to further a strong, diverse economy that will carry Gilpin County into the future as a resilient, rural, historic mountain community.

Job Information: This is an 18 month grant funded position with a tenative start date of December 6, 2021 with a tenative end date of June 2023. This position includes benefits during the the grant period. The position may be extended past June 2023 if funding allows. 

The duties listed below are representative of, but do not necessarily include, all the duties and responsibilities that an individual in this position may be called upon to perform.

Salary Information: Hiring range is $60,222.00 - $63,233.10 DOQ. The pay range for the Economic Development & Diversification Specialist is $60,222.00 - $84,310.00

Economic Development and Diversification:

  • Arrange community discussions with business owners and residents with ideas for diversification
  • Coordinate, conduct, and tabulate surveys to assess current and desired economic development and establish benchmarks for progress toward goals.
  • Consolidate information from the studies and use that information to develop projects that may help improve the success of business ventures throughout Gilpin County.
  • Collaborate with Gilpin County elected officials, management team members, and staff as well as partners at City of Central City and City of Black Hawk to develop innovative solutions that support and promote economic diversification and successful local businesses
  • Build on and promote the county’s history, heritage, natural resources, and livability.
  • Oversee the implementation of existing economic development assistance programs.
  • Assist businesses to improve their strategies for service delivery and outreach goals.
  • Draft economic development policies for Board of County Commissioners consideration.
  • Serve as first point of contact for general inquiries regarding economic development
  • Follow current legislation for opportunities and updates related to economic development
  • Work independently, complete projects, establish timelines, identify project participants,
  • maintain required documentation, monitor and report on the progress of assigned projects.
  • Administer contracts and agreements ensuring accuracy and proper approval and required
  • signatures are obtained. Consult with county attorney as needed regarding agreements.
  • Support relationships and partnership development of new and existing business and economic development and community groups.
  • Network with state, regional and national economic development entities; establish and maintain cooperative working relationship with other economic development organizations.
  • Attend trainings, seminars, and meetings as required including but not limited to Colorado Resiliency Office, Office of Economic Development, and Workforce Development trainings

Grant Writing and Management:

  • Research and apply for Gilpin County to receive grants including partnership funding.
  • Draft, review, negotiate and manage economic development grants and funding agreements.
  • Oversee the funding cycle including, but not limited to: Planning for and ensuring that Gilpin County has new grants or funding agreements in place before the previous ones expire.
  • Coordinate communications around all aspects involving County funding grants and funding agreements, grant terms, the timing of grants, grant process and execution, etc.
  • Become an experienced resource to businesses and county staff on grant agreement terms and requirements; provide input and answer questions on requirements and compliance.
  • Interface with County Attorney for grantor and funder agreement review.
  • Track funding received and expected; create an annual and multi-year funding plan.
  • Oversee the grants and funding agreement process; conduct duties necessary in relation to grant and funding agreement development and management.

Hours: Office hours are from 8 am to 5 pm Monday through Friday. Evenings and weekends may be required as needed. Flexible days possible to accommodate community meetings.

 
Position Requirements

Qualifications for Success:

  • Technical Knowledge: Ability to work with Microsoft Word, Excel, PowerPoint, Outlook, Publisher and Adobe including InDesign with the ability to learn new software programs. Basic knowledge of HTML a plus. Proficiency with MS Office Suite required.
  • Knowledge of general project management principles
  • Public engagement and effective communication with individuals and groups
  • Knowledge and experience with survey implementation and statistical analysis.
  • Database management to organize, test, troubleshoot and access data.
  • Principles, methods and practices of community organizing, contract and program implementation, and local government budgeting;
  • Ability to Research, communicate information about and apply for grants;
  • Legal, ethical and professional rules of conduct for public sector employees;
  • Familiarity with or ability to learn applicable County, State and Federal statutes, codes and regulations related to business development and land use.
  • Ability to:
  • Coordinate group discussions and projects for maximum efficiency and monitor progress towards desired objectives.
  • Analyze administrative and operational data and issues; interpret policies and regulations; evaluate alternatives; and recommend changes based on findings.
  • Demonstrate self-motivation in working independently and resolving issues
  • Strong interpersonal, verbal and written communication skills with the ability to effectively communicate concisely and interact with people from varied backgrounds; and the ability to listen.
  • Work efficiently and communicate effectively as a team member.
  • Establish and maintain effective working relationships with other employees, vendors, public officials, government agency representatives, and the public.
  • Recognize, investigate and analyze a variety of complex problems and make effective recommendations for solutions.
  • Work with and maintain the confidentiality of sensitive information.
  • Gather pertinent facts, make thorough analyses, arrive at sound conclusions and projections and convey these in a clear, complete format to varied audiences.
  • Operate a personal computer using database and spreadsheet programs; create marketing materials, meeting summaries and news releases
  • Evaluate complex circumstances, identify tangible alternative actions and formulate effective plans and procedures to determine achievable goals
  • Work effectively and in collaboration with community groups with diverse views.
  • Exercise tact and discretion in dealing with Federal, State, and county officials as well as the general public, and in handling confidential information.
  • Align projects with long term local economic goals and visions.

Must possess:

  • Strong public speaking skills.
  • Ability to listen to and consider varied viewpoints.
  • Mathematical skills for budget preparation and cost benefit analysis.
  • Excellent skills in organization of time and prioritizing responsibilities.

Education:

  • Bachelor’s Degree in community development, business administration, public administration, or closely related field.
  • Master’s Degree in community development, Business or Public Administration, or related field preferred.
  • Any combination of experience and education that would provide the required abilities, knowledge and skills as determined by Gilpin County may be substituted for the requirements above.

Experience:

  • Minimum two years administrative experience overseeing economic development activities in the private or public or non-profit sector, or military setting or related
  • Evidence of successful experience writing, applying for, and managing grants.
  • At least one year of professional experience in county or local government preferred.
  • Experience coordinating projects among a variety of functions.
  • Experience working with the public individually and in groups.
  • Previous experience coordinating stakeholder meetings and speaking in public.
  • Small business, housing oversight, real estate experience a plus.

Certifications:

  • Must possess FEMA IS100 and IS700a within six months of employment.
  • Must have a valid Colorado Driver’s License without any restriction due to driving record. Must also be able to drive a county vehicle.
  • Mental/Physical Demands:
  • Perform a wide variety of physical tasks such as bending, stooping, standing, walking, and climbing stairs.
  • Lift and carry materials and custodial equipment weighing up to 40 pounds; in excess of 40 pounds with assistance.
  • Work in inclement weather. Work outside year-round.
  • Work around dust, dirt, noise, and odors.
  • May come into contact with human or animal fluids and waste.
  • May encounter strongly opinionated or argumentative persons and groups.
