Position Information Technology Director  
Description

The Information Technology Director will be responsible for the ongoing development, organization, implementation, and evaluation of Information Systems in accordance with the accepted policies, procedures and practices of Perry County Memorial Hospital and state, federal and accreditation regulations. Serves as HIPAA Security Officer and coordinates efforts to ensure the confidentiality, integrity, accessibility, and security of electronic protected health information (ePHI). This individual will participate as an active member of the hospital’s management team.

This individual will participate as an active member of the hospital’s management team.

Job Duties

  • Models and ensures staff’s compliance with organizational and departmental policies, procedures, and protocols, including confidentiality and privacy. Communicates all organizational and departmental goals/information to staff via monthly meetings/conferences, with appropriate documentation.
  • Manages department’s personnel functions, in conjunction with Human Resources when applicable, including but not limited to, hiring, orienting, coaching, evaluating, scheduling, developing job descriptions, assessing competencies, identifying employee development opportunities, etc.
  • Directs, supports, assists with multiple projects. Able to see projects to fruition. Ability to work with multiple departments and vendors to execute necessary projects. Strong project management history and able to multi-task successfully.
  • Collaborates with members of the Administrative Team to identify ways IT can assist in achieving business and financial goals within budget. Additionally, collaborates with community agencies, vendors, and other outside organizations, as appropriate and necessary by developing working relationships.
  • Oversee all technology operations (e.g., network security) and evaluate them according to established goals and develops/implements a strategic plan for hospital’s use of Information Systems. Stays abreast of current IT developments via continuing education.
  • Devise and establish IT policies and systems to support the implementation of strategies set by upper management to promote departmental quality plans, processes, and measures in conjunction with the hospital’s QI programs and to meet national, state and accreditation standards.
  • Analyze the business requirements of all departments to determine their technology needs to Identify new IS developments and technologies; anticipates resulting organizational modifications.
  • Manages financial aspects of department. Purchases efficient and cost-effective technological equipment, software, maintenance/annual inventory of same, service agreements/contracts originating from capital expenditures, communicating this information to Finance.
  • Inspect the use of technological equipment and software to ensure functionality and efficiency and ability to identify the need for upgrades, configurations, or new systems to report to upper management.
  • Establishes a plan for cyber security to protect the PHI and data of PCMH entities. Stays current on IT security and adapts the plan and execution of security for PCMH as needed to keep the network safe from ever evolving malware, spyware, viruses, bugs, and any other attacks.
  • Ensures that network infrastructure adequately supports all business needs by interpreting and ensuring compliance with laws, accreditation standards, licensure rules, standards of care, etc. as applicable to IT Department.

Position Requirements

Education

  • Bachelor’s degree in the field of Information Systems, Finance and/or Business and 6 years related work experience required.
  • Master’s degree in either of these fields or Master of Business Administration with technology as a core component preferred.

Licensure/Certification

• None required, although hardware/software certifications (e.g., Cisco Systems, Microsoft, etc.) may prove beneficial and is desirable.

Experience

  • Minimum of three years’ experience managing and/or directing information systems and technology in a healthcare environment.
  • Proven experience in information systems infrastructure strategic planning and development, project management and policy development.
  • Experience with systems design and development from business requirements analysis through day-to-day management.
