Position Requirements

Minimum Education and Experience Requirements:

Requires a bachelor’s degree in forest resources management, landscape architecture, urban forestry, horticulture, or a related field supplemented by Eight (8) years of experience in landscape architecture and design; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Must possess and maintain a valid state driver’s license.

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.

Sensory Requirements: Some tasks require the ability to communicate orally.

Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.

Description

Position Summary: This classification enforces the City’s tree ordinance and preserves trees as part of land development, building construction and timber harvesting processes. The position will receive general direction from the Public Works Director or his/her authorized designee.

Essential Duties and Responsibilities:

The functions listed below are those that represent most of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

  • Conducts and investigates construction landscape plans, nuisance & hazardous tree complaints.
  • Creates SOP's and provides revisions, amendments for the division tree ordinances, and ensuring adherence to the MS4 Erosion & Sedimentation Control Ordinance.
  • Supervises the activities of crews or contractors in the planting, maintenance, and removal of City Trees; hires, trains, evaluates, and manages subordinate personnel.
  • Reviews and evaluates tree maintenance needs by reviewing complaints and observing problems or upon direction from the Director or his/her designee; and determines work priorities and assigns work to subordinates.
  • Receives and responds to a variety of complaints concerning status of City trees; provides procedural and policy information regarding tree trimming and removal. Schedules emergency action based on complaints; provides advice on proper care of trees and possible remedies for disease or pest problems; prepares tree damage and claim reports.
  • Manages annual budget from the Public Works Tree Division, prepares specifications for and monitors contractual tree maintenance operations; completes necessary requisitions and reports to maintain the operations.
  • Inspects and evaluates sites where land disturbing activities are proposed: ensures adherence to established environmental ordinances and approved plans: arranges site visits with appropriate individuals; inspects entire site referring to approved landscape and tree protection plan, ensuring correct planting procedures were followed with all landscape material, correct number, species, size, and placement of plant material has occurred, and that materials meet American Standard for Nursery Stock guideline; inspects tree protection fencing and signage; and confers with clearing and grading personnel regarding preservation of trees.
  • Inspects City parks, City owned facilities, and areas within the City’s rights-of-way to identify hazardous or nuisance trees.
  • Enforces boundary encroachment of buffers, river corridors tributaries, and South Fulton tributaries.
  • Collaboration with other departments to provide guidance and recommendations regarding adherence to the tree ordinance, plan reviews, and any items related to trees. 
  • Attend pre-application and pre-construction meetings and provides input
