Position Requirements

Minimum Qualifications:

Requires a bachelor’s degree from an accredited college or university with major in civil engineering, architecture, public administration, construction management or related field; supplemented Six (6) years of experience administrative/management experience related to transportation/public works operations and/or planning, with Four (4) years of supervisory experience.

Requires a valid state driver’s license with an acceptable driving history.

Description

Position Summary:

This classification assists in planning, directing, and managing the activities and operations of the Construction Operations Division within the Public Works Department.  Responsibilities include supervising assigned staff, overseeing the road construction operations, making yearly recommendations on roads and drainage repairs. Coordinates assigned activities with other departments and outside agencies. Oversees administrative and programmatic activities and special projects and ensures effective planning and prioritization of department services.

Essential Duties and Responsibilities:

The functions listed below are those that represent most of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

Supervises assigned staff, including establishing workloads, prioritizing work assignments, evaluating employee performance, interpreting and enforcing policies and procedures, resolving staff issues, and administering disciplinary action as required.

Directs the activities of the division/department, which includes planning, coordinating, administering, and evaluating programs, projects, processes, procedures, systems, standards, and/or service offerings; ensures compliance with federal, state, and local laws, regulations, codes, and/or standards.

Supervises staff, which includes prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment; and assist in making hiring, termination, and disciplinary decisions or recommendations.

Provides strategic focus and direction to prioritize and apply resources to beneficial programs and activities; makes decision and provides direction about the use of resources; and promotes the goals and priorities of the city organization.

Performs contract administration, provides cost control, monitors project budgets and expenditures, evaluates invoices, and processes invoicing and reimbursement request for transportation projects.

Conducts field visits and inspections. Ensures compliance to jobsite safety practices and procedures; identifies beneficial revisions to project scope and schedule; and make adjustments as needed.

 Directs work related to the installation, operational maintenance and construction of curbs, asphalt patching repairs, sinkholes, stormwater related repairs, sidewalks, and another other concerns within rights-of-way.

Participates in the development and administration of the department's budget; forecasts funds needed for staffing, equipment, materials, and supplies; and implements budgetary policy and procedures.

Resolves work site problems, including managing complaints from the general public.

Additional Functions

Physical Ability: Tasks require the ability to exert very moderate physical effort in light work,          typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).

Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, and visual cues or signals.  Some tasks require the ability to communicate orally.

Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as odors, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, or bright/dim lights.
