Position 021 - Human Resources Director  
Description

POSITION SUMMARY

This position is responsible for all aspects of managing, director and administering the City of Kaukauna’s human resources, labor relations and safety activities.  General responsibilities include, but are not limited to, managing employee compensation and benefits programs, recruitment and on-boarding, maintenance of personnel records, complying with state and federal laws and regulations, labor negotiation (including maintaining collective bargaining agreements) and coordinating all HR department activities.  Evening meeting attendance is required.

PRIMARY DUTIES

  1. Conducts full cycle recruiting activities for all City positions and supports hiring managers to select, interview and hire candidates. 
  2. Performs the onboarding process through the HRIS System.  Administers and manages the new employee on-boarding process and orientation to set employees up for success.
  3. Administers employee compensation programs and oversees employee performance appraisal system. Conducts surveys and job analyses to develop job descriptions and recommend appropriate pay ranges.  Manages any bonus programs created for City staff positions.
  4. Monitors and ensures the organization’s compliance with all applicable Federal, State and Local employment laws and regulations.  Recommends best practices, reviews and modifies policies and practices to maintain compliance.  This includes, but is not limited to:  ADA, FMLA, EOE, HIPPA, FLSA, NLRB, Work Comp, and Unemployment Compensation.
  5. Administers all personnel policies; develops and implements new personnel policies; reviews Employee Handbook annually. 
  6. Investigates employee issues and brings them to resolution by guiding managers through the proper coaching, disciplinary or performance improvement processes.
  7. Creates and maintains HR processes and procedures including FMLA, Worker’s Compensation, Educational Assistance Reimbursement, Fitness Reimbursements, Random drug screen pool, and others.
  8. Oversees and administers all employee benefit plans (including retiree benefits).  Maintains a positive working relationship with Kaukauna Utilities HR Department on all jointly managed benefits.  Ensures collaboration between both HR departments when planning for a change in shared benefits.
  9. Manages employee wellness initiatives and coordinates the annual health assessments and flu shot clinics offered on-site.
  10. Analyzes data and compile reports required by regulatory agencies or requested by administrative staff.
  11. Provides advice and information to City Alderpersons, Mayor, department heads & supervisors, staff, and employees regarding human resources issues.  Responds to outside inquiries as they relate to human resources.
  12. Manages staff development training and employee safety programs.  Ensures that all employees have met all applicable training requirements.
  13. Performs duties of Safety Director and works closely with external safety consultant to maintain a safe workplace.  Assists with development of annual safety training programs and calendar.  Plans and directs all Safety Committee meetings.  Writes quarterly safety newsletter in collaboration with the City’s Communications Coordinator.
  14. Oversees the retirement, separation, termination and exit process for employees. 
  15. Leads the negotiations with Labor Attorney for both the Fire and Police department union contracts.  Administers all labor grievances, mediation, and arbitration related to these unions.
  16. Develops annual Human Resources budget and takes action to ensure budget compliance.
  17. Develops a strategy for organizational development to meet City growth, improve turnover and ensure succession plans in key positions.
  18. Organize and carry-out all other special projects as assigned.
 
Position Requirements

QUALIFICATIONS (Knowledge, skills, and experience necessary to do the job well.)

Bachelor’s degree in human resources, labor relations, or public administration (or related field) required. Minimum of seven years Human Resources experience. Experience in public sector and labor relations strongly desired. Must have a valid State of WI Driver’s License.

  • Thorough knowledge of the laws, statues, and regulations pertaining to labor relations, employee recruitment, hiring, discharge, record keeping, training and benefits.
  • Thorough knowledge of personnel administration techniques and practices.
  • Ability and desire to explore the City’s HRIS system and make necessary efficiency improvements.
  • Must possess critical thinking skills and strong interpersonal skills. Must possess the ability to accept a wide variety of responsibilities.
  • Ability to advise and provide interpretations to others on how to apply policies, procedures, and standards to specific situations.
  • Must have strong leadership skills including a strong attention to detail, compassion and assertiveness.
  • Ability to successfully self-manage and work autonomously.
  • Must have strong communication skills and the ability to work with all levels within the organization.
  • Ability to evaluate human resources issues, prepare comprehensive reports and develop recommendations on all matters related to personnel administration.
  • Ability to effectively communicate and present written and oral ideas.
  • Strong computer skills, including proficiency with Microsoft Office Suite (Word, Excel, Outlook, etc) required.

SPECIAL DEMANDS

This position is a 37.5 hour per week with hours Monday – Friday 8am – 4:30pm. Evening meeting attendance is required when HR matters are presented. Additional hours needed as necessary. This position is also required to occasionally travel to other locations within the City of Kaukauna.
