Position Requirements

Minimum Education and Experience Requirements:

Requires a Bachelor’s Degree in public administration, land use planning, urban planning, engineering, or a related field required; supplemented by five years of progressively responsible experience managing operational functions related to community planning and development services, zoning, permitting, plan review, and site and building inspections; to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Must possess and maintain a valid state driver’s license with an acceptable driving history.

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.

Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.

General Description

This classification administers and oversees the functions and operations of the Planning and Zoning Division within the Community Development and Regulatory Affairs Department.

Duties and Responsibilities

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

  • Supervises, directs, and evaluates assigned staff; organizes, prioritizes, and assigns work to meet objectives in a fast-paced environment; makes hiring or termination recommendations; develops and oversees employee work schedules to ensure adequate coverage and control; establishes workloads and prioritizes work assignments; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; acts as a liaison between employees and higher management; and trains staff in operations, policies, and procedures.
  • Participates in problem resolution and ensures smooth connectivity of divisional processes for improved customer service delivery; responds to customer requests and complaints regarding the process; and coordinates the movement of plans and applications internally and externally in order to address customer needs.
  • Provides progress and activity reports to management and assists in developing and maintaining departmental standard operating procedures.
  • Manages and administers the activities of the Planning and Zoning Division within the Department; functions as Zoning Administrator for current planning/zoning, Comprehensive Planning, site development review, building permits, review of special use permits and zoning amendments, and the maintenance of official zoning records and maps; acts as a technical advisor through oral and written presentation on planning, zoning, and development issues to Mayor and Council, Planning Commission, Zoning Appeals of Appeals, and other entities as required; and coordinates activities with appropriate local, state and federal agencies.
  • Meets with applicants for zoning requests; interacts with citizens, contractors, lawyers, realtors, developers, CEOs, business owners and community groups; acts as point of contact for high-profile or complex projects; evaluates land development proposals for compliance with applicable laws; facilitates mediation between communities and developers on zoning issues, use permits, and other development modifications; and reviews and edits outgoing official correspondence pertaining to zoning related matters.
  • Coordinates/prepares updates and amendments to the South Fultons Zoning Ordinance, Comprehensive Plan, and related documents.
  • Manages annexation and de-annexation petitions in accordance with City of South Fulton Service Delivery Strategy Act and Official Code of Georgia; reviews pending annexations for land use conflicts; arranges for preparation of necessary maps and documentation; and prepares recommendation to the Mayor and Council for official action.
  • Maintains a current, comprehensive knowledge, and awareness of applicable laws, regulations, principles and practices relating to planning and community development activities; reads professional literature; maintains professional affiliations; and attends meetings, workshops, hearings, and training sessions as required.
