TANF & GA Case Manager

OVERVIEW: Under the general supervision of the HC Center Manager the TANF Case Manager is responsible for providing direct services and employment related training and life skills development services to clients eligible for Social Services programs that increase and develop client's self- sufficiency. This position will work directly with the HC Center Manager and other tribal and non-tribal staff to coordinate services to clients ensuring services remain in accordance with all policies and procedures and any regulations that govern them. The TANF Case Manager is also responsible for updating client data providing regular reports as required by Lower Elwha Klallam Tribe and the various funding agencies

SALARY LEVEL: DOQ

POSITION STATUS: Full-time, non-exempt

WORK SCHEDULE: 40 hours a week

ESSENTIAL FUNCTIONS OF JOB:

  • Manage a caseload, to include home visits, processing of support services, case manage, calculate and issue grants and data input into case management system;
  • Assist TANF and GA clients in career development, job interviewing and securing livable wage jobs;
  • Provide intensive job monitoring and coaching to TANF and GA clients as they seek and transition to employment;
  • Calculate accurate benefits per policy and procedures;
  • Track eligible clients, assess client eligibility determination, programs receiving services from, and referrals made and follow-up to other tribal and non-tribal programs;
  • Ability to conduct intensive job skills workshops and related support group activities;
  • Work in partnership with HC to plan, develop and implement direct TANF and GA client trainings.
  • Facilitate 'job readiness' skill development training and life skills development programs including assisting with facilitate parenting classes, healthy relationship and family planning education.
  • Work with clients to develop individual plans to help them achieve their educational and employment goals
  • Establish a work schedule based on client needs - this will require some evenings and weekends
  • Establish and oversee Work Experience positions or other internships for TANF clients; place clients and monitor progress
  • Assist and/or coordinate with clients in gaining access and assistance to post-secondary education, vocational training or certification programs; including applying for financial aid (FAFSA) online;
  • Prepare reports as requested by the Social Services Director or HC Center Manager
  • Assist and/or coordinate with clients for GED preparation and testing
  • Ensure all data is maintained in a CONFIDENTIAL manner at all times;
  • Minimum of monthly face-to-face contact with clients;
  • Establish rapport and good working relationship with Employment Security Department, On the Job Training, Department of Social and Health Services and local entrepreneurs;
  • Maintain communication with other Tribal programs regarding service availability and accessibility;
  • Have good customer service skills, and knowledge of interviewing techniques and principles;
  • Assist potentially disabled clients with Supplemental Security Income SSI/SSA applications, which include monitoring and filing appeals as necessary, and possibly advocating in court;
  • Assist client with income tax preparation;
  • Assist ineligible alien TANF family members with information and referral for Immigration;
  • Serve as the liaison to DSHS Child Support and work with DSHS Child Support staff to address child support issues relating to the Lower Elwha Klallam Tribe;
  • Provide assistance to TANF and GA clients in enrolling for food stamps and other services as an approved DSHS Washington Connections assister;
  • Serve as the liaison with Eagle Sun to manage the TANF data tracking system, TAS, and obtain necessary reports and create needed updates to the system;
  • Be willing to be supervised, accept constructive criticism when necessary and be willing to offer ideas and suggestions to work as a team member
  • Occasional travel to other Inter-Tribal TANF locations, meetings, conferences, or trainings
  • Provide assistance to other TANF/GA Case Managers, as needed;
  • Perform other related duties as assigned;
 
Position Requirements

DESIRED QUALIFICATIONS:

  • Minimum of high school diploma or GED and 2 years’ experience in direct client services; preferably in Human Services related field.
  • Must have the ability to work in a fast paced environment and meet deadlines;
  • Demonstrable ability to accurately compute benefits, utilize software and document client interactions.
  • Experience working with Tribal Communities;
  • Innovative ideas to work with employers who will hire TANF clients;
  • Understanding of the Laws, ordinances, rules and regulations affecting the TANF and GA Program
  • Ability to perform client evaluations and individual, group, family, and other counseling techniques;
  • Ability to understand, follow directions and apply program policies and procedures for client case management and record keeping;
  • Collaborative problem solving methods;
  • Ability to balance strong people skills with the ability to assess client needs and experience;
  • Experience in job coaching and mentoring;
  • Ability to motivate others to participate in training, educational opportunities and other activities;
  • Ability to network, establish and maintain effective working relationships with tribal members, officials, employers, and other government agencies;
  • Ability to work independently, makes decisions and maintain confidentiality;
  • Knowledge of community resources, education services, and workforce;
  • Ability to be an effective positive role model for clients;
  • Good organizational skills and the ability to express thoughts clearly in verbal and written communications;
  • Ability to work with a diverse and often challenging client base in a manner that is supportive, assertive, and respectful.
  • Human relations, interpersonal communications and team building;
  • Knowledge of computer database systems, including ability to manipulate data for required reports;
  • Possession of a valid Washington State driver’s license within 30 days of employment, an insurable driving record, and willingness to travel, as assigned;
  • Must pass a background check;
  • Must pass a urine analysis and comply with the Lower Elwha Klallam tribe Drug Free Workplace policy;

ADDITIONAL DESIRED QUALIFICATIONS

  • AA or Bachelor’s degree in social services, administration or a related field preferred;
  • Strong technical writing skills;
  • Must be knowledgeable about and sensitive to the clients' cultural needs and be able to apply prevailing social and cultural standards of the community in order to maintain the clients' social and cultural ties.

PHYSICAL REQUIREMENTS

  • Stamina to work 40 hours per week, primarily in an office setting;
  • Working with hands, finger in computer typing; stretching, bending, and lifting as needed in job duties;
  • Must be able to read handwriting;
  • Must be able to deal with the emotional distress ;
  • Business travel within the state and to other states may be required periodically.
