POSITION SUMMARY: The Chief of Police serves as the chief administrator for and supervisor of the Moravian University Police Department and, as such, advances the mission of the Department which is the following: "to promote a safe and well-ordered environment for students, faculty, staff, and other members of our community by extending care and assistance, by overseeing the physical surroundings, and, when necessary, by enforcing laws and regulations, all carried out in a compassionate manner hallmarked by the values of respect, integrity, service, and excellence."



  • Direct, monitor and enforce the rules of the institution and the Commonwealth of Pennsylvania to protect the security and safety of all constituents.
  • Formulate, evaluate, and implement policies to cover issues such as crisis incident protocols, campus and building accessibility, parking, keying, lighting, and crime prevention.
  • Develop and conduct programs to heighten the awareness of the University community regarding personal security and sound security practices.
  • Select, train, evaluate, and discipline all members of the Campus Police Department to include all officers and dispatchers.
  • Oversee the operation of the dispatch center that is immediately supervised by the Office Manager/Dispatcher who exercises supervision over the dispatchers.
  • Oversee the issuance of Moravian Alerts, Timely Notifications and Crime Alerts to the University Community.
  • Direct and/or participate in incident investigations.
  • Coordinate all emergency response plans, protocols, tests, drills, and tabletop exercises.
  • Conduct regular inspections of buildings and grounds to identify safety hazards and make recommendations for repairs and modifications where appropriate.
  • Work closely with the Department of Student Life to resolve student incidents (administrative judicial matters), matters involving safety and security and non-police matters that involve the overall support of the Student Life Division.
  • Work closely with Facilities and Information Technology concerning safety and security matters involving students, faculty, staff and university owned property.
  • Work closely with the Athletics Department in providing security awareness and code of conduct (administrative and criminal behavior) orientation to all student athletes.
  • Work closely with all departments of Moravian University in providing assistance in determining security concerns for special event planning.
  • Work closely with all departments of Moravian University in assisting in non-police/ security matters that may include serving on search committees or interview panels for prospective new employees.
  • Develop and administer departmental budgets.
  • Maintain all security and safety equipment and systems such as automobiles, weapons, alarm systems, emergency phones, security cameras, card access and IDs.
  • Develop all necessary administrative guidance for the department to include general orders and rules and regulations and directives.
  • Conduct Internal Investigations involving alleged misconduct and/or violation of the Department Rules and Regulations or the Moravian University Employee Handbook by any member of the Department of Campus Police which includes all officers and dispatchers and issue corrective administrative action for those allegations which were sustained.
  • Ensure compliance with all statistical record-keeping and reporting duties, which include but are not limited to the Clery Act and the FBI Uniform Crime Report.
  • Provide Clery Act training to members of the University community who serve as a Campus Security Authority.
  • Oversee the administration of the annual Parking Lottery and the issuance of parking permits.
  • Serve as Co-Chair of the Parking Task Force Committee and Chair of the Parking Appeals Committee.
  • Update the annual Parking Rules and Regulations as adopted by the Parking Task Force Committee.
  • Coordinate with Facilities any temporary road or parking lot closures that may impact the campus community.
  • Coordinate with Facilities the proper traffic control signage and posting throughout university owned traffic-ways.
  • Coordinate with the City of Bethlehem Traffic Engineering Department any traffic matters that involve the City of Bethlehem and Moravian University that may include temporary road closures due to special events, parking restrictions or safety enhancement concerns.
  • Maintain and develop solid relationships with local, state and federal law enforcement agencies.
  • Serve as a member of the University Threat Assessment Team, SHARE, and other committees as needed.
  • Serve on-call 24/7 for safety and emergency situations.
  • Perform additional duties as assigned.



  • An MA in police administration, public administration, or a related field is preferred; a BA degree in one of these fields is required.
  • A minimum of six years experience in college or university policing is highly preferred; a minimum of at least two years as department head (or assistant department head at the management level of a large department) is required.
  • Certification under PA Act 120 or, if from outside PA, the ability to get comparative compliance as a police officer in PA, is preferred.
  • Certification under PA Act 235 or the ability to become certified is required.
  • Appreciation of the service and educational role of a university Campus Police Department
  • Demonstrated leadership and management skills.
  • Excellent organizational skills as well as superior interpersonal skills (verbal and written), and an ability to work closely with all constituencies of the University including students, staff and faculty, in addition to the general public.
