Licenses and Certifications Required

Notary Public Certification from the State of Georgia within ninety (90) days of employment.

Successful completion of Georgia Crime Information Center Security and Integrity training within 30 days of hire date.

Maintain good standings with the Georgia Municipal Court Clerks Council.

Completed all requirements in according to Georgia State law under O.C.G.A. § 36-32-13

Minimum Education/ Experience/ Qualifications:

  • Bachelor’s Degree from an accredited college or university with major course work in criminal justice, public administration, business administration, sociology, or a related field.
  • Eight (8) years of progressively responsible experience in court clerk duties.
  • Two (2) years of municipal government experience in a supervisory position.
  • Two (2) years of court administration experience.
  • Never been convicted of a felony related to wage or identity theft, cybercrime, forgery, embezzlement, or similar conviction.
  • A citizen of the United States or has obtained legal work status.
  • Must meet the City’s background requirements.
  • Must be able to pass a credit check.
  • Work evenings, weekends and/or holidays as required.
  • Requires a valid state driver’s license with an acceptable driving history.


ADA Compliance/ Physical Requirements

While performing the duties of this job, the employee is regularly required to use hands to finger, handle, or feel; reach with hands and arms; and communicate effectively in writing and verbally. The employee frequently is required to stand, walk, sit for extended periods, and use the computer keyboard and mouse. The employee is occasionally required to stoop, kneel, and crouch. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. Occasionally lift and/or move up to 20 pounds.

Hearing: Hear in the normal audio range with or without correction. Able to hear in-person; distinguish radio and telephone conversations, recognize differences or changes in sound patterns and loudness or pitch.

Attendance: Regular, predictable, consistent, and timely attendance is an essential function of the position, in that the failure of such attendance undermines the City’s ability to provide critical services to employees, the department and the public.

Communications: Requires the ability of clearly speaking and/or conversing in order to exchange information in a manner that can be professionally understood by others. Includes giving assignments and/or directions to assigned staff, coworkers, or supervisors.

Working Conditions

This position works primarily in an indoor office environment. On occasion this position may assist with outdoor activities.

While performing duties of the job, the employee works in an environment under constant deadlines and will interact with City employees, vendors, and the public.

Exposures Encountered: While performing job duties, the employee may be exposed to dust, cleaning fumes, household chemicals, allergens, pathogenic microbes, and other items found in an office environment.

Noise Level: Moderate. However, on a limited basis while working in various City facilities, the employee may be exposed to loud noise from equipment or during times of construction.

Travel: Some travel may be required to maintain training requirements and to obtain supplies and equipment for the city. Overnight travel is limited to training.

Substance Abuse Testing

Due to the safety and/or security sensitive nature of this position, individuals shall be subject to pre-employment/pre-placement alcohol, drug and/or controlled substance testing as outlined in both City policy and/or procedures.


This position will be evaluated annually based on job performance and other criteria established through policy.

Supervisory Controls/Responsibility

Oversees the management of the Municipal Court Department and other assigned units to include operations and day to day activities of personnel.

Position Summary: This position requires knowledge of proper judicial and court processes with a high level of confidentiality and problem-solving skills, and the ability to provide accurate, timely, and courteous customer service under stressful and adverse circumstances. The Court Administrator position is the department head for Municipal Court and serves as Clerk of Court. This position is responsible for administrative oversight, visioning, leadership, planning, coordinating and control of the Municipal Court Department.

Essential Duties and Responsibilities:

The functions listed below are those that represent most of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

  • Follows and promotes policy and procedures of the City of South Fulton.
  • Informs and advises the Assistant City Manager on all department issues affecting the City; provides advice, support, and information to other department heads.
  • Responsible for using court software systems on a high level: including but not limited to setting up basic user accounts, importing electronic files from external sources.
  • Supervises, directs, evaluates, develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
  • Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.
  • Advises and consults with the City solicitor, judges, defense attorneys, as well as the public, private and government attorneys, and State personnel on matters related to the operation of the Court.
  • Conceives, communicates, and implements innovative approaches to solve problems, improve processes, and meet objectives.
  • Implements and enforces policies and procedures established by the Chief Judge and makes recommendations regarding the need for new policies and procedures to enhance operations; oversees compliance with applicable regulations, policies, and procedures; identifies problems and implements procedural and administrative changes as needed. Provide direct supervision and compliance with state regulations regarding add-on fees and distribution to various state and county entities.
  • Prepares, assembles & verifies materials for each Court session. Responds to questions relating to judicial or civil services, functions, decisions, and other information, (cases, bail, warrants, payments & appointments). Establishes and monitors ethical standards for non-judiciary personnel.
  • Issues, directs, schedules, records, and releases motions, summons, subpoenas, continuances, judgments, pleadings, bench warrants, failure to appears, transfer of cases, dismissals, jail time documents, and other orders made by the Court.
  • Issues arraignment and trial dates, directs and records bail bonds, process own recognizance releases, motions, summons, subpoenas, minute findings, judgments, expungements, pleadings, and other orders made by the Court.
  • Oversees and ensures the accuracy of files and other documents received from all prosecuting agencies. Responsible for the design, implementation, and management of court software.
  • Oversees the timely processing of jail documents, failure to appears, bench warrants, monthly state reports, Department of Driver Services documents, and State dispositions.
  • Oversees and monitors cash collections.
  • Development, management, and administration of annual operating budget for the court.
  • Operates Court management system to accurately input records and retrieve information related to Court cases, enabling accurate and timely case management.
  • Provides information on city codes, state statutes, and explains misdemeanor and traffic Court process whether in person, telephone, or through video conference. Researches and resolves any discrepancies of court records and oversee the depository of court records.
  • Primary responsibilities include ensuring all assigned subordinates complete case processing according to established guidelines, daily productivity standards; ensures the court records management system/network is fully operational, and fiscal management controls for court fine collections are monitored and maintained. Responsible for developing reports that target key court functions to monitor productivity, cost efficiency, and identify other problems and forecast future department requirements.
  • Review files to monitor for defendant compliance and probation/sentencing requirements, and independently close cases based on standing orders and policies. Process fine amounts and/or credits for misdemeanor and traffic citations/offenses.
  • Evaluates the effectiveness of administrative operations and/or court programs and recommends enhancements, such as staffing, supplies, equipment, information technology, and records management; Directs the flow of cases through the Court system: evaluates pending caseloads; manage court calendars; and develops and implements automated and procedural systems that support effective calendar management.
  • Attends and conducts staff and other professional meetings and conferences to exchange information; attends technical or professional seminars and conferences to improve professional skills. Attend state-mandated continuing education training associated with position; monitors compliance of mandated training for Chief Judge and Associate Judges, probation staff, all other employees accessing/handling of records through Georgia Crime
