Early Learning Director
OVERVIEW: The Early Learning Director provides overall administration and leadership of the Lower Elwha Early Childhood Education Programs providing services to children and families.

WORK LOCATION: Lower Elwha Children's House of Learning
SUPERVISED BY: CEO
POSITION STATUS: Permanent w/full benefits
POSITIONS SUPERVISED: Education/Disabilities Manager, Parent Community Partnership Manager, Transportation Coordinator, Health Manager, Prenatal Educator, Child Care program Manager
SALARY LEVEL:
WORK SCHEDULE: 49 weeks per year / 40 hours per week

ESSENTIAL FUNCTIONS OF JOB:
Responsible for providing leadership and supervision for the Lower Elwha Head Start Program, Early Childhood Education Programs by:
• Facilitating the design and implementation of internal structures, systems and policies to assure compliance with Federal, State, County and Tribal requirements. Obtain approval of Program Procedures and Policies from Business Committee and Head Start Policy Council (when applicable)
• Ensuring adequate systems are in place to maintain the highest quality of services to children and families in compliance with Head Start Performance Standards and Child Care policies and procedures congruent with organizational philosophy, mission, and values
• Developing and implementing the Head Start Training and Technical Assistance Plan that promotes training opportunities and professional development to meet both team and individual staff needs.
• Representing Lower Elwha Head Start/Early Childhood Education programs to establish and maintain collaborative relationships with local agencies, state, regional and national communities and organizations serving Lower Elwha Head Start the Early Learning programs including participating in the development of program interagency agreements and contracts.
• Establishing and maintaining effective working relationships with the members of the LEKT Business Committee, Education Director, the Head Start Policy Council, and Early Learning Program Staff. .
• Participating in program planning and relationship building among LEKT programs to develop collaborations, and to facilitate and plan future expansion of services for young children and their families.
• Providing good Financial Management and fiscal oversight to the Lower Elwha Early Leaning Programs, by developing budgets that meet Federal Grant, State, and LEKT requirements. Discuss all budget amendments with LEKT Business Committee, and Head Start Policy Council. Oversee all managers and consultants in the monitoring and control of component area budgets.
• Presenting formal presentations to parents, staff, community groups, LEKT Business Committee and funding sponsors, to provide information, ensure collaboration and promote advocacy.

 
Position Requirements

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED BY POSITION:

  • Strong knowledge of theories and practice of Early Childhood Education, Human Services and/or Human Development.
  • Demonstrated experience in administration and supervision, strong leadership and management skills.
  • Grant writing experience or demonstrated grant knowledge required.
  • Ability to balance regulatory requirements with budget constraints and growing community needs.
  • Problem solving and cooperative skills are required for this position.
  • Experience and/or knowledge of resources for design and delivery of training.
  • Working Knowledge of local community needs and resources.
  • Working knowledge of federal regulatory regulations and monitoring.
  • Excellent oral and written communication skills.
  • Diplomacy and human relations skills required.
  • Valid Washington State Driver’s license.

QUALIFICATIONS:

  • Bachelor of Arts or Bachelor of Science in Early Childhood Education, Human Services or a related field and two to four years professional experience in Head Start Program preferred .
  • Proven fiscal management ability.
  • Administrative experience.
  • Excellent communication skills; both verbal and written.
  • Washington State background check to be conducted prior to employment date, and be able to pass the FBI criminal history check.
  • Must have obtained a Food Handler’s card within 30 days of employment.
  • Must be able to comply with the Lower Elwha Klallam Tribe Drug Free Workplace policies, and pass a UA.
  • Must possess a Washington State driver’s license within 30 days of employment.
  • Must obtain Infant Child First Aid & CPR certification within 30 days of employment.
  • Must have a Physical Exam that shows employee is free from communicable diseases with 30 days of employment.
  • Must have a negative TB test within 30 days of employment.
  • Ability to keep verbal and written communications of potentially sensitive information confidential, according to the Head Start’s confidentiality policy. .

PHYSICAL REQUIREMENTS:

  • Moderate lifting, occasionally 15-40 pounds. 
  • Must be able to work at a desk 8 hours per day.
  • The work is performed in an office environment and will involve hearing voice conversations, keyboarding, sitting, standing and walking.
  • A reasonable amount of driving is required.  Occasional out of town/state travel lasting up to 5 days required.

  • Ability to apply principles of Indigenous leadership and management into daily practice.
  • Ability to act and make decisions quickly in emergencies.
  • Required to pass drug testing prior to employment.
  • Balancing attention to detail with a bigger picture perspective.
  • Substantial decision making relevant to personnel, fiscal and operations management.
  • Application of basic early childhood and social service disciplines.
  • Continuous upgrading of leadership abilities and professional expertise.
  • Accountable for the Child and Adult Food Program application and administration.
  • Responsible for the Child Care Development Fund Grant.
  • CHALLENGES:  Balancing budget constraints with growing service needs; redesigning the organization to promote a self-managed work environment.
