Description

POSITION SUMMARY

This position is responsible for the development, implementation, maintenance and evaluation of a multi-faceted, comprehensive environmental control, and occupational health and safety program to provide protection for patients, staff, and visitors of TCRHCC. The incumbent is responsible for a wide variety of Environment of Care programs including emergency, hazardous materials/waste and Life Safety management programs in order to maintain a safe environment for patients, staff and visitors, and meet Acute Care Hospital accreditation requirements, plus the requirements of other applicable federal, state and local regulatory agencies. This incumbent will perform work in accordance with established policies, procedures, and practices, and is given wide latitude for the use of independent judgment per direction from the Chief Support Services Officer.

ESSENTIAL FUNCTIONS

  1. Plans, implements, direct, evaluate, modify, and coordinate a comprehensive multifaceted medical center environmental control and Occupational Safety and Health Program designed to promote the provision of quality health care to patients and protect health care providers, other staff and visitors from harm at all TCRHCC facilities.
  2. Inspects facility work centers for safety issues on a regular basis and collaborates with all department leaders and managers to resolve safety related problems.
  3. Conducts the Hazardous Materials and Waste Management Program, to include a Hazard Communication Program.
  4. Participates in hospital ICS Command System Emergency Management Program planning, to include all phases of preparedness, mitigation, response and recovery, including the coordination of an off-site disaster recovery facility, achieving regulatory compliance with evidence of standards practice.
  5. Oversees the safety committee – develops agenda, minutes and follow up with committee members.
  6. Works and communicates with Navajo Nation, state agency and US government agency.
  7. Provides ongoing training to staff, to include participation in the organization’s New Employee General Orientation Program and Mandatory Annual Training Program.
  8. Ensures the organization meets Acute Care Hospital accreditation requirements via The Joint Commission or Center for Medicare and Medicaid standards, and other applicable federal, state and local regulations, to include Office of Workman’s Compensation Program, Occupational Safety and Health Administration, Food and Drug Administration, Environmental Protection Agency and National Fire Protection Agency.
  9. Independently and proactively schedules surveys to identify and evaluate risk potential involving a wide variety of work environments and occupations. Isolates and defines unknown conditions and develops plans of correction to resolve or mitigate critical issues.
  10. Monitors all injury incident and relevant security incident reports through. Develops and recommends new procedures and approaches to safety and loss prevention based upon reports of incidents, accidents, and other relevant information.
  11. Assists TCRHCC leaders and managers in enforcing all safety regulations and codes.
  12. Measures and evaluates the effectiveness of the safety program using establish goals. Maintains administrative control of records related to Environment of Care standards.
  13. Collaborates with the Employee Health Nurse/ Human Resource Department staff with employee injury management.
  14. Ensure proper PPE is always worn while on duty including but not limited to face mask, gloves, gown, NIOSH-approved N95 filtering respirator or higher (if available), and eye or face shield.
  15. Complete all donning and doffing tasks in a safe acceptable method and discard of used PPE accordingly. (See CDC website for most current updates).
  16. Complete task training for all routine cleaning and decontamination processes for all surfaces contaminated by a communicable disease to ensure a high level of patient, visitor, employee, and external customer satisfaction.
  17. Ensure all “red zone” tasks and call backs are per House Supervisor’s and Department Manager’s PPE requirements.
  18. Perform other duties as needed.

MENTAL AND PHYSICAL EFFORT

Physical:

The work involves prolonged periods of sitting in an office setting operating a personal computer and frequent movement throughout the hospital. Must be able to continually sit, stand, walk, bend, climb, kneel, crouch, twist, maintain balance, reach and frequently drive. Distant travel may be required for site reviews, program development and execution, and training. Must have ability of far vision, near vision, color vision, depth perception, seeing fine details, hearing normal speech, hearing overhead pages and telephone use. Must have ability to frequently lift up to 100lbs and occasionally over 100lbs. Must be able to push/pull frequently up to 75lbs and occasionally over 100lbs. Must have ability of simple/firm grasping of both hands as well as fine manipulation and use of keyboard.

Mental:

The incumbent serves in a consultative and leadership role for addressing issues related to a wide variety of Environment and Care programs, positively advocating for the Service Unit. Must have ability to continuously cope with high levels of stress, make decisions under high pressure, cope with anger/fear/hostility of others in a calm way, manage altercations, concentrate, handle multiple priorities in stressful situation, work alone, demonstrate high degree of patience, work alone, demonstrate high degree of patience, work in areas that are close and crowded and frequently handle high degree of flexibility and adapt to shift work. Must accept a flexible schedule to meet unit needs.

Environmental:

May frequently be exposed to infectious diseases, chemical agents, dust, fumes, gases, extremes in temperature or humidity, hazardous or moving equipment, unprotected heights and loud noises.

 
Position Requirements

NECESSARY QUALIFICATIONS

Education:

  • Bachelor of Science degree in Occupational Health & Safety, Healthcare Administration, Healthcare Engineering, or an applicable healthcare related field.

License/Certification:

  • Certified Safety Professional (CSP) or Certified Healthcare Safety Professional (CHSP), must obtain within one (1) year of employment as the Safety Officer.

Experience:

Must have at least two (2) years of experience performing in the healthcare environment, to include the development and implementation of a comprehensive safety program, with practical knowledge of the concepts, principles, methods, and techniques of environmental health safety in a healthcare environment.

A record of satisfactory performance in all prior and current employment as evidenced by positive employment references from previous and current employers that address and indicate success in each one of the following areas:

  • Possession of high ethical standards and no history of complaints
  • Reliability and dependability regarding commitment, and time and attendance
  • Practical knowledge of the concepts, principles, methods and techniques of environmental health, radiation protection, food protection and institutional environmental health
  • Excellent verbal and written communication skills, to include the ability to persuade and elicit cooperation from others
  • Excellent organization and record keeping skills
  • Ability to utilize computer hardware and software to research issues, create and maintain safety related reports, accomplish communication needs, and perform data analysis and presentation
  • Must obtain and have a valid State Driver’s License with no restrictions
