Education and/or Work Experience Requirements:

Requires a Bachelor’s degree in Public or Business Administration, planning, engineering or a related field; supplemented by three (3) years of experience in a plan review, community development, zoning, or permitting environment; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Requires a valid state driver’s license with an acceptable driving history.

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.

Description

Position Summary: This classification manages the Permitting Services Division within the Planning and Community Services Department.

Essential Duties and Responsibilities:

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

  • Supervises, directs, and evaluates assigned staff; makes hiring and termination recommendations; establishes workload and prioritizes work assignments; develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; addresses employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; acts as a liaison between employees and management; trains staff in operations, policies, and procedures.
  • Oversees the regulatory and permitting functions of the department; monitors status of work in progress; provides guidance on departmental issues, such as permitting fee structure, development ordinance revisions, and inter-department relations; assists with complex/problem situations; and provides technical expertise.
  • Manages, reviews, and coordinates data related to development permit and subdivision plat applications and fees associated with various land disturbance projects within the City; supervises project intake for commercial and residential projects; coordinates plan review meetings for project approval with other City departments and outside agencies; reviews forms and applications for accuracy regarding Fee Schedule; and ensures accurate assessments.
  • Conducts customer service functions; serves as one of the division’s primary customer service agents and consults with engineers, planners, attorneys, developers, and the public to resolve issues related to community development; provides information and assistance related to services, activities, procedures, fees, forms, flood zone inquiries, project status inquiries, or other issues; research problems, and initiates resolutions.
  • Participates in public meetings to resolve community issues.
  • Conducts fiscal/financial functions; prepares assigned divisional budget; monitors expenditures for compliance with approved budget; processes intake of fee payments in accordance with City protocol; oversees deposits into appropriate accounts; prepares financial reports; and forecasts the supply and/or equipment needs for assigned division.
  • Conducts administrative tasks in support of departmental operations establishes divisional priorities, interprets policy, and prepares program objectives; prepares paperwork and reports; assists in developing department policies and procedures; and presents information to and represents the department in meetings with supervisor, City administration, City Council and related groups; and maintains computerized and/or hardcopy records.
