Records Manager - Clerk of Court 

Description

This position is staffed by a non-sworn employee and requires the employee to oversee and supervise staff assistants who handles the overall function of Records Unit, Municipal Court, GIS, and crime analysis functions, and to serve as the Court Clerk for Municipal Court.

Custodian of all court records.

Ensures Municipal Court calendar; Municipal Court Docket; Monthly Fund Reports for Georgia Superior Cooperative Authority are prepared; prepares the monthly report for Georgia Municipal Association on Inmates. Ensures all Bench Warrants are updated and maintained. Understands and uses the Courtware records management system.

Provides support services to the Municipal Court Judge, before; during and after court proceedings.

Provides support services to attorneys, law enforcement officers; probation officers; county clerk’s office; cashiering department, FBI, GCIC, Department of Driver Services, Insurance Companies; other law enforcement agencies and other professional staff.

Ensures all court dispositions are entered into computer program and submits information to GCIC for criminal histories. Makes all correction and or deletions on fingerprinted records for the entire Thomasville Police and Municipal Court Department.

Ensures that cases are Rescheduled or transferred to State or Superior Court and prepares court Appointed Attorney cases, and submits all paperwork information available to all parties where applicable. Prepares all Indigent Case paperwork for court and attorneys and attorney vouchers.

Submits all citations electronically to Department of Motor Vehicles; submits all suspensions and releases electronically.

Ensures all Open Record Request are completed and provided to requestor as it pertains the open records act rules and ordinances.

Directs, coordinates, evaluates and reviews work of analysts, interns, and volunteers as may be assigned.

Establishes best business practices for the GIS & Crime/Data Analysis Division and works to streamline functions and improve efficiency.

Responsible for ensuring the proper gathering, analysis, mapping, and dissemination of crime/data/police related statistical information.

Provides direct support and coordination for the administrative, strategic, and tactical analysis functions of the Department.

Works in close collaboration with other department Divisions, Units, Sections and functions to develop specific analysis on crime trends/patterns, assisting in the development of suspect lists and recommended course of action.

Responsible for ensuring monthly departmental reports are prepared (Hot Spots, accidents, officer workload, case assignments and crime comparison reports). Coordinates the production of yearly statistical reports in various paper and electronic formats for public and accreditation purposes.

Responsible for the department’s GIS system and needs. Conducts advanced analysis and modeling for items such as beat redeployment, risk terrain modeling, crime/incident trend analysis, mobile GIS deployment, development of GIS web based maps and apps for internal and external use.

Assist in the development of the Department’s budget as related to the job function.

Performs other duties as assigned.

 
Position Requirements

Must be a college graduate. Bachelor’s degree in criminal justice, GIS, mathematics, business administration, or related field; one (1) to two (2) years of law enforcement, criminal justice, statistics, GIS or other analytical experience; or any equivalent combination of education, training, and/or experience which provides the requisite knowledge, skills, and abilities for this job.

Must have a basic to intermediate understanding of crime analysis types and functions (tactical, strategic, intelligence, and administrative) GIS, statistics, data gathering and law enforcement operations.

Must be skilled in the compilation and analysis of data and knowledge to apply appropriate analysis techniques based on the data and question being asked.

Must be able to communicate well orally and in writing and be able to present data to all levels of the department as well other city departments and citizens in small or large group settings.

Ability to establish and maintain good working relationships with others to include, but not limited to, other departments, agencies, citizen groups, religious organizations, and non-profits.

Knowledge and ability to learn/use current version of ArcGIS, Department’s Record Management System, SQL data extractor(s), Web App Builder, ArcGIS Online, and other data management, query, statistical, mapping, spatial analytical software as implemented.

Should have basic to intermediate computer skills to include Word, Excel, Access, and Powerpoint.

Must be willing to be fingerprinted and a search made of local, state, and national fingerprint files to disclose any criminal record.

Must be willing to submit to a thorough background check due to the sensitivity of documents the employee may come in contact with daily.

Must be able to maintain security and confidentiality of all information.

 
Physical/Environmental Requirements Mobility to work in typical office settings using standard office equipment is required. In addition, vision to read printed materials and computer screen and hearing and speech to communicate in person or over the telephone.
