JOB SUMMARY

The position involves performing complex and professional engineering work in the provision of office and engineering support for environmental, water, sewer, street, roadway, bridge and other public works projects and programs ensuring technical competence and compliance with all current codes and criteria. Work involves planning, selecting, designing, soliciting consultants and contractors, obtaining grants, managing, auditing, and keeping records of all construction projects that are considered non-routine or requiring advanced engineering for Public Works or other departments requesting assistance. Serves as a Project Manager on assigned projects and as the Technical Division Manager.

QUALIFICATIONS

Education and Experience:

  • Bachelor’s Degree in Civil Engineering or a closely related field, from an accredited university;
  • Ten (10) years of professional civil engineering experience including at least two (2) years of road and bridge experience;
  • AutoCAD, Micro Station, HEC-RAS, ARC GIS and Hydrology/Hydraulic Design Software experience is preferred;
  • Or equivalent combination of education and experience.

Licenses or Certifications:

  • Must possess a valid State Class E Driver’s License
  • Registration as a Professional Engineer in the State of Missouri.

Special Requirements:

  • Many situations may require early morning and late evening hours.

Knowledge, Skills and Abilities:

  • Knowledge of civil engineering principles, practices and methods as applicable to a County setting.
  • Knowledge of applicable County policies, laws, and regulations affecting division activities.
  • Skill in arriving at cost estimates on complex projects.
  • Ability to communicate technical information effectively, orally and in writing.
  • Ability to conduct necessary engineering research and compile comprehensive reports.
  • Ability to use a personal computer, including work processing, spreadsheet, and data base, graphics, remote communications, Internet, printer, scanner, modem, and computer-aided-design software, standard drafting tools, engineering calculator, motor vehicle, phone, mobile radio.
  • Ability to oversee, plan, and implement major programs and services for the organization and report progress to the organization's executive team.
  • Ability to determine policies and procedures that will ensure the success of the County.
  • Ability to perform work that involves the use of complex technical, scientific, or mathematical concepts that increases the efficiency and effectiveness of the organization.

Normal Entry Salary $60,216.00  
Salary Range $60,216.00-$99,356.00
