Upon award, we are hiring a Lead Strategic Planning Manager to join their client's team in Washington, DC. In this role you will: Monitor, review, and assess changes in DOD, DON, and key stakeholder strategic plans to ensure alignment with NAVSEA plans and objectives. Coordinate with Government leadership in recommending and establishing strategic goals and objectives. Draft policy and leadership correspondence associated with strategic direction and guidance. Establish and maintain tools to report performance against strategic plan objectives. Conduct detailed technical analysis of shipbuilding industrial base issues and provide recommendations on effective performance measures associated with shipbuilding, conversion, and repair activities. Apply and implement a proven, quantitative approach to analyzing culture and recommend initiatives to establish a more effective and efficient culture; including administering Organizational Culture Inventory (OCI) and Organizational Effectiveness Inventory (OEI) assessments and performing Life Styles Inventory (LSI) assessments. Coordinate and/or execute training in CPI, Lean/Six Sigma, Total Ownership Cost (TOC), and other process improvement techniques; and establish liaison with business transformation leaders within NAVSEA and DON to stay current in business transformation techniques.   Position Requirements Required Education, Skills, and Experience: Bachelor's degree from an accredited institution in a related field. 10 years of professional experience with DOD acquisition processes, in DOD/Navy program management, Government technical management, or Government business management. 5 years of professional experience with strategic planning, performance assessments and analysis, culture and climate assessments and analysis, and business transformation efforts. Must have at least 5 years professional supervisory experience. An active Secret security clearance is required. US Citizenship is a prerequisite. This position is contingent upon and subject to the award of the contract from the government.
