Upon award, we are hiring a Lead Financial Manager to join their client's team in Washington, DC. In this role you will:

  • Provide overarching budget and financial support in all areas of DoD Planning, Programming, Budgeting and Execution (PPBE) with particular focus of program planning and analysis, budget preparation and justification, funds execution, contract and cost analysis and Earned Value Management (EVM), cost estimating, and the presentation of this data in various formats.
  • Review financial status reports, conduct analyses, and advise Government Business Financial Managers (BFMs) of strategies to mitigate financial risks on their respective programs by using Navy financial tools, including:
    • Navy Enterprise Resource Planning (NERP)
    • Security Corporation Enterprise Solution (SCES)
    • Computer Optimized Bath Reconciliation Application (COBRA)
    • Management Information System for International Logistics (MISIL)
    • Defense Integrated Financial System (DIFS)
    • Security Cooperation Information Portal (SCIP)
  • Assist the Government BFMs with the following:
    • Responding to internal and external inquiries and requests for program financial information.
    • Preparation of funding execution document
    • Provide financial management services for executive, reconciliation and case closure as they relate to FMS cases.
    • Development of President’s Budget Staffer Briefing slides.
    • Completion of the Dormant Account Review – Quarterly (DAR-Q)
    • Completion of the Government Terms and Conditions (GT&C) Reimbursable Work Order (RWO) process, including running expenditure queries and filling out audit forms and compiling Key Supporting Documentation (KSD) packages as required.
    • Develop estimates and justification for budget requests, Mid-Year Reviews documents, Program Objectives Memorandum (POM) Reviews Financial briefings, POM issue papers, and obligation phasing plans.
 
Position Requirements

Required Education, Skills, and Experience:

  • Bachelor's degree from an accredited institution in a related field.
  • 10 years of professional experience with DOD acquisition processes, in DOD/Navy program management, Government financial management, or Government business management.
  • 5 years of professional experience providing support to ACAT I and II programs including Earned Value Management (EVM), budget development, and execution.
  • Must have at least 5 years professional supervisory experience.
  • An active Secret security clearance is required. US Citizenship is a prerequisite.

This position is contingent upon and subject to the award of the contract from the government. You will be hired on a contingency basis.
