Job Summary

The Chief Executive Officer (CEO) is the highest ranking Yellowhawk Tribal Health Center (Yellowhawk) employee. The CEO is charged with the management of Yellowhawk operations and services as directed by the Yellowhawk governing body, the Health Commission (Commission). The CEO is responsible for ensuring that the Yellowhawk healthcare, management, operational, fiscal, and personnel systems work effectively and efficiently to deliver quality healthcare services. The CEO has the authority and responsibility to implement the directives, such as legislative actions and annual budgets as approved and directed by the Commission. Yellowhawk employs approximately 150 persons, with various healthcare service, with an annual budget of approximately $30 million. Yellowhawk is operated under contract with the federal government by the Confederated Tribes of the Umatilla Indian Reservation (CTUIR). Yellowhawk provides comprehensive health care to an American Indian/ Alaska Native population of approximately 3,200 people.

Essential Job Functions:

  1. To operate and maintain Yellowhawk and any other related facility that the Commission deems necessary to provide quality health care services to all eligible recipients of such health care under applicable laws and contract within the Yellowhawk Service Area;
  2. To recruit and employ all employees as are necessary to carry out Yellowhawk operations; to ensure that all Yellowhawk Policies are adhered to by all personnel;
  3. To administer programs or contracts, such as the Self-Governance Compact and Funding Agreement under P.L. 93-638, as directed by the Commission;
  4. To ensure the maintenance and utilization of the appropriate accounting system and process to manage all Yellowhawk financial matters;
  5. Report regularly to the Commission and as requested to the Board of Trustees and General Council;
  6. To carry out the day-to-day business and administrative affairs of Yellowhawk consistent with the policies, laws and budgets adopted by the Board of Trustees and the Commission. Shall make urgent and accurate decisions in emergency situations. In carrying out these delegated duties, the CEO shall use appropriate Yellowhawk programs and staff. This general authority shall include, but is not limited to, the following:
  1. Oversight and Supervision: Oversight and supervision of individual Yellowhawk departments and programs to ensure that they are developing appropriate work plans and carrying out their assigned tasks, complying with relevant contract provisions, regulations and law, and following the policy and long-term planning in accordance with the Yellowhawk Business Plan then in effect;
  2. Budget Development and Implementation: Ensure accurate projections of revenue and expenditures, and recommend budgets for all operations, investments and reserves, taking into consideration short and long term Tribal goals and economic self-sufficiency as governed by the Commission. Develop annual Yellowhawk budget for Commission and Board of Trustees approval. Implement and authorize expenditures in accordance with Fiscal Management Policies and approved budgets;
  3. Delivery of Healthcare Services: Designing unique, innovative, and improved methods of delivering healthcare services that benefit the Yellowhawk patient community which shall include the ongoing improvement of Yellowhawk, services and operational systems to ensure patient service excellence, and maximum effectiveness and efficiency of operations;
  4. Procurement: Ensure procurement of necessary goods and services to carry out the policy and planning directives of the Commission, in accordance with the CTUIR Fiscal Management Policies and the Yellowhawk budget;
  5. Personnel: Ensure that proper hiring, supervising, and disciplining of personnel is conducted pursuant to the policies and procedures approved by the Commission in the Yellowhawk Personnel Manual (YPM);
  6. Specific Delegation: To delegate responsibilities and authorities to subordinates as appropriate to carry out Yellowhawk business;
  1. To serve as a liaison between the individual Yellowhawk Departments/Programs and the Commission. The Commission recognizes that efficient operation of Yellowhawk departments and programs requires clear lines of authority and direction to a single person, and that the person so designated is the CEO;
  2. To establish the organizational structure of Yellowhawk departments and programs and make any necessary changes in the organizational structure to ensure effective delivery of services, in accordance with adopted policies, laws and budgets of the Commission;
  3. To negotiate, execute, sign and modify grant, contract, compact and annual funding agreement documents, and amendments to such documents when necessary, on behalf of the Commission which implement programs, activities, functions and budgets that have been approved by the Commission. This delegation includes signature authority for all agreements that are necessary for the successful implementation of Yellowhawk programs and services, except that any amendment or execution of the Self-Governance Compact and Annual Funding Agreement between the CTUIR and the United States Department of Health and Human Services shall require approval by the Commission and Board;
  4. Ensure that legislation, regulations, initiatives, Tribal laws and policies and other matters that may impact Yellowhawk interests and operations are monitored and reported to the Commission. Ensure that appropriate plans, strategies and actions are developed and implemented to address such matters, and that appropriate Yellowhawk staff and the CTUIR lobbyists are consulted in these matters;
  5. Assist the Commission and Board of Trustees in planning and goal setting by providing an organized review of the current Yellowhawk Business Plan, Yellowhawk operations and Indian Health Service budget. Ensure implementation of such plans and goals as directed by the Commission;
  6. Demonstrating personal and professional integrity at all times which promotes Yellowhawk and the CTUIR in a positive manner;
  7. To carry out administrative functions in support of the Commission, such as the provision of administrative support services for the Commission, or other duties as assigned by the Commission.
  8. To carry out the CEO duties as set forth in the Yellowhawk Executive Management Policy as amended from time-to-time, by following the chain of command.
  9. Pre-employment requirements – applicant must pass a drug and alcohol test, a financial background check and a criminal background check.
 
Position Requirements

 

MINIMUM QUALIFICATIONS

  1. A Master’s degree with three years of work experience, in a relevant field to this position, from an accredited college or university is required; OR

A Bachelor’s degree with five years of work experience, in a relevant field to this position, from an accredited college or university is required.

  1. Demonstrated years of work experience shall be in a management or senior administrative position in a similar operational sized healthcare setting as Yellowhawk, with management, fiscal and supervisory responsibility. This includes demonstrated experience in budget management, employee supervision and communication of management directives and operations to employees, associated agencies, governmental bodies and surrounding communities.
  2. Demonstrated knowledge and experience with either: a public health authority, patient-centered primary care home program (PCPCH), Accreditation Association for Ambulatory Health Care (AAAHC) and/or a patient center medical home.
  3. Demonstrated ability to effectively manage multiple programs and employees with varied education/skill levels. Demonstrated experience in strategic planning, establishing priorities and development of annual work plans. The applicant must have experience with the implementation of healthcare, human resources, finance and IT systems for a healthcare organization.
  4. Demonstrated ability to effectively exercise supervisory responsibility over department directors, program managers and indirect supervision to all other employees in an organization.
  5. Demonstrated knowledge of the policies and procedures of a healthcare organization, sufficient to direct its operations and to provide effective patient care.
  6. Demonstrated skill in establishing and maintaining effective working relationships with Tribal organizations, employees, policy-making bodies, third-party payers, patients and the public.
  7. Demonstrated ability to develop and effectively manage a fiscal management plan and annual budget for large healthcare organization or enterprise.
  8. Demonstrated ability to communicate effectively both orally and in writing to supervisory personnel, employees, governmental/healthcare entities/agencies, the general public and Tribal members. Specifically, applicant must demonstrate the ability or experience to communicate effectively with governments (federal, state, local, and tribal).
  9. Demonstrated skill in exercising a high degree of initiative, judgement, discretion and decision making to achieve organizational objectives. Skill in analyzing situations accurately and taking effective action.
  10. Applicant must demonstrate the ability to work with and advise a governing body by providing timely, accurate and quality information, including the development of policy briefing papers and any supportive material to make sound healthcare decisions. Will develop sound policy by initiating and conducting regular meetings with appropriate personnel, committees and the governing body. The applicant must also demonstrate the ability to effectively communicate to the general public about the operations and activities of the organization in a manner that is useful and understandable.
  11. Demonstrated knowledge of Tribal healthcare operations, including knowledge of 638 contracting and self-governance compacting, Federal health laws, Tribal Treaties, and Tribal issues that affect health including Tribal economy, gaming, housing, health, public safety, natural and cultural resources, human services, education, knowledge of tribal history, culture and values, and other issues related to Tribal governments.
  12. Working knowledge of basic computer operations including electronic mail, word processing and database (i.e., MS Word, Excel, PowerPoint, and Outlook).
  13. Must have a valid state driver’s license and meet and maintain Yellowhawk’s auto insurance requirements.
  14. Pre-employment requirements – applicant must pass a drug and alcohol test, a financial background check and a criminal background check.
  15. Must submit proof of COVID-19 vaccination.

Preferred Qualifications:

  1. A Doctorate degree in a related field to this position, from an accredited college or university.
  2. Relative and demonstrated experience with Indian Healthcare Services (IHS)
  3. Relative and demonstrated experience in a Tribal Healthcare system
