Description

GENERAL DESCRIPTION:

Professional support position involving research, report generation, surveys, and other technical work.  Highly responsible for administrative and research work with some latitude for independent judgment and initiative within established guidelines and procedures. Prepares procedures and recommendations for improvement in processes. Performs professional financial assignments covering the maintenance and review of accounting, financial records, payments, receipts, and fixed assets administration. Reviews invoices for payment.

 

ESSENTIAL JOB FUNCTIONS:

  1. Maintains County electronic invoice processing workflows and ensures timely and accurate payments to the vendors after the invoice is received. Maintains and audits invoices according to established account classifications, policies, and procedures. Update the invoice checklist as necessary.
  2. Reconcile vendor statements and research billing discrepancies. Monitor and review accounting records and transaction activities for accuracy.
  3. Reconciliation and billing of Transit and all associated organizations. Work with Transit vendor for report creation/implementation for Transit reports. Process payment to the Transit vendor.
  4. Prepare daily deposits, reconciliations, income reports, and research discrepancies.
  5. Assist with the reviews of department budgets for completeness, accuracy, and conformance with established policies, guidelines, and procedures.  Advises management of potential budget issues and recommends solutions.
  6. Maintain real estate property records.  Prepare annual property documents as required by Florida Statutes.
  7. Prepare, maintain, and follow up on insurance claims and medical billing.  Maintain and update procedures to ensure efficiency and proper follow-up. Assists with the development of policies and procedures for the efficient administration of invoice processing, deposit procedures,  and fixed assets in compliance with Florida Statutes and County policies, budget methodology, and other procedures and policies considered necessary.
  8. Maintain the County's fixed asset system and ensures assets meeting County thresholds for capitalizations are recorded in the system in compliance with County policies. Prepare agenda items pertaining to fixed assets management and surplus property. Coordinates and performs annual capital asset physical inventory.
  9. In case of emergency or crisis (hurricane, flood, etc.), the position must respond/perform emergency and recovery duties as assigned by the immediate supervisor.
  10. Employees hired on or after February 1, 2016, must be a tobacco-free person, both on and off the job, for at least one (1) year immediately preceding application and maintain the same tobacco-free status throughout the term of employment. 
  11. Head, face, neck (anything above the t-shirt line), and hand tattoos are prohibited except that an employee may have one ring tattoo below the joint of the bottom segment of the finger.
  12. Maintains regular physical attendance during normal work hours as assigned at one of the County's offices or work facilities with the ability to work evenings, nights, weekends, and holidays as required.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Proficient in software applications such as Excel, Word, PowerPoint, and Publisher, including charting and graphing financial data.
  • Knowledge of county government functions and practices of governmental accounting.
  • Ability to multi-task while maintaining a high level of concentration and accuracy despite interruptions.
  • Ability to utilize mathematical formulas; to add, subtract, multiply, and divide numbers; to determine percentages and decimals, and to analyze statistical data.
  • Ability to read and prepare various forms and documents, including budget requests, various budget-related reports, etc., using the proper format.
  • Ability to establish effective working relationships with management, employees, employee representatives, business professionals, and the public.
  • Ability to comprehend and prepare statistical and other data for presentation to others.
  • Ability to work independently.
  • Ability to organize and present clearly, orally and in writing, reports of findings and recommendations.
  • Ability to understand and follow oral and written instruction, complex policies, laws, and directives.
  • Ability to work efficiently and accurately in an atmosphere of frequent interruptions.
  • Ability to remain calm in stressful situations.
  • Ability to isolate and analyze significant trends and practices from detailed records and factual material.

 

EDUCATION AND EXPERIENCE:

  • Graduation from an accredited college or university with an Associate's Degree in Finance, Accounting, Economics, Public Administration, Business Administration, or a closely related field.
  • Three (3) years of experience in budgeting or accounting.
  • Florida government experience preferred.

 

LICENSES, CERTIFICATIONS, OR REGISTRATIONS

  • Valid Florida Driver's License and a driving record acceptable to the insurance provider.
  • Must possess or obtain the required National Incident Management System (NIMS) certifications within six (6) months of employment.

 

ESSENTIAL PHYSICAL SKILLS:

  • Acceptable vision (with or without correction)
  • Acceptable hearing (with or without correction)
  • Ability to sit at a desk and view a display screen for extended periods.
  • Ability to use a personal computer.
  • Must be able to communicate using speech, hearing, and vision skills.
