Purpose of Division:

The National Initiatives Division of NeighborWorks America (NWA) is responsible for developing, testing, and managing innovative national programs and services designed in support of the approximately 250 NeighborWorks Organizations with the overall objective of sustaining a network of excellence that creates opportunities for people to live affordable homes, improve their lives and strengthen their communities.

In addition, the division oversees grant programs beyond the NeighborWorks Network, including other non-profit and governmental agencies throughout the country. The areas of focus within National Initiatives include homeownership and lending, financial capability, green strategies, community and resident engagement, community stabilization and real estate.

 

Position Summary:

The NeighborhoodLIFT Home Ownership Counseling Initiatives (NLHC) Pilot is a program that reimburses eligible Housing Counseling Agencies to provide pre-purchase housing counseling services to potential homebuyers seeking to purchase a home in pre-selected markets.

The Specialist, NLHC position is responsible for providing direct support and assistance to the Program Manager to administer the NLHC Program in accordance with the program’s Funding Agreement and Memorandum of Understanding. This position is directly responsible for assisting with onboarding agencies into the Pilot program, providing technical assistance to Participating Agencies, providing at-event outreach to NeighborhoodLIFT (Let’s Invest in Tomorrow) customers, reviewing client file submissions for approval and issuing monthly grant payments.

NOTE: The term is for 24-months with the possibility of a 6-month extension based on funds availability.

Essential Duties/Responsibilities:

  • Works closely with the Program Manager to assist with onboarding housing counseling agencies within specified LIFT markets (create list of potentially eligible counseling agencies that may be able to participate in the initiative, send out communication to markets on program requirements, and assist with executing Memorandum of Understanding (MOUs) for counseling agencies that have signed on to participate in the pilot initiative).
  • Responsible for making monthly payments to Participating Agencies through internal NeighborWorks grant software (input approved payments in the Grants Portal for Senior Vice President approval, prepare payment memos for approval by Vice President, Operations, submit final approvals to Field Division for disbursement).
  • Organize and review Action Plan submissions for completeness and approval; and ensure counseling requirements are met as specified in the program Memorandum of Understanding.
  • Provide customer service and technical assistance to Participating Agencies through phone communication, electronic mail and webinars.
  • Register and remove users from the external Data Collection System (DCS). Oversee the completion of the user registration process in the DCS.
  • Ability to download and analyze reports and other relevant records from an external data collection system.
  • Ability to maintain and store accurate payment records made to grant recipients and assist with monitoring program production.
  • Other job-related duties as assigned by the Program Manager and Vice President, Operations.

Fiscal Responsibilities:
Assists with grant payments.

Works in coordination with the Program Manager to provide grant and disbursement information both internally and externally.
 

 
Position Requirements

Required Minimum Qualifications:
(a) Education: Bachelor's Degree required
(b) Experience: 2-4 years

Exerts the highest level of professionalism.

(f) Technology: MS Office Suite

Preferred Qualifications: Proficient in Microsoft Office Suite, specifically Word, Excel, Outlook and PowerPoint
