SUMMARY: Under basic supervision, administers compliance regulations and policies for the Jackson/Teton County Affordable Housing (JTCAH) programs; monitors and investigates compliance issues, and facilitates JTCAH compliance procedures; identifies and resolves problems, and recommends solutions.

 

PRIMARY DUTIES AND RESPONSIBILITIES:

The job description is subject to change at any time by the employer. Essential duties and responsibilities may include, but are not limited to, the following:

 

  • Administers compliance regulations and policies for JTCAH programs; monitors JTCAH workforce housing properties for compliance to state and federal laws, Town ordinances, and County regulations, guidelines, and policies.
  • Investigates alleged violations of JTCAH guidelines, special restrictions, ground leases, and land development regulations; performs site visits, property inspections, and compliance evaluations.
  • Meets with property owners and neighbors, and requests and compiles investigation documentation.
  • Develops reports of alleged violations, and presents case evaluations and recommendations to management; investigates and processes appeal cases.
  • Performs site inspections of JTCAH workforce housing properties to verify clients’ compliance with regulations, guidelines, and policies; assesses the physical condition of the property, and reports all deficiencies according to JTCAH standards.
  • Performs housing property inspections to assure JTCAH maintenance standards are met.
  • Interprets and evaluates compliance to occupancy and use restrictions; explains JTCAH programs, procedures and services to clients.
  • Assures the effective communication, and the consistent application and enforcement of regulations and procedures.
  • Compiles and summarizes JTCAH operations data, and maintains inspection records, computer files, and case files.
  • Assists attorneys to prepare legal cases for public hearings.
  • Oversees the maintenance of workforce housing units, and verifies housing is maintained according to JTCAH standards.
  • Provides customer services, responds to inquiries, and provides information on JTCAH programs and technical issues.
  • Supports the relationship between the Town and County staff and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and Town/County staff; maintains confidentiality of work-related issues and Town/County information; performs other duties as required or assigned.
 
Position Requirements

MINIMUM QUALIFICATIONS:

 

Education and Experience:

Associate's Degree in Business or Public Administration; AND two years’ experience in community development or housing programs; OR equivalent combination of education, training, and experience.

 

Required Licenses and Certifications:

  • Must possess a valid Wyoming/Idaho Driver’s License and maintain an acceptable driving record.

 

Required Knowledge of:

  • County organization, operations, policies, and procedures.
  • Federal, state, and local laws, rules, regulations, and guidelines governing community housing programs, including occupancy and use restrictions, and homeowners’ association covenants, conditions, and restrictions.
  • United States Department of Housing and Urban Development (HUD) regulations, fair housing standards, Americans with Disabilities Act, and other public housing standards and procedures.
  • The principles and practices of building and property inspection.
  • Occupational safety and health rules and regulations.
  • Principles and processes for providing excellent customer service including customer needs assessment, meeting quality standards, and evaluation of customer satisfaction.
  • Community service agencies and other local assistance programs.
  • Record keeping, case records management, and accounting rules and standards.
  • Social and economic resources available to low and moderate-income families.
  • Business computers, including standard and specialized software applications, and Geographic Information Systems.

 

Required Skills in:

  • Using sound inspection methods to determine physical condition of housing units, and detect deviation from codes and standards.
  • Interpreting and applying state and federal laws, and County regulations, policies, and procedures.
  • Reviewing, updating, and maintaining files, reports, and documentation for housing programs.
  • Inspecting properties, and identifying compliance issues for public housing occupancy rules.
  • Identifying strengths and weaknesses of alternative solutions, conclusions, and approaches to problems.
  • Developing recommendations for solutions to complex problems.
  • Assessing and prioritizing multiple tasks, projects and demands.
  • Using good judgment in relationships with tenants, owners, and the community at large.
  • Performing accurate data entry and mathematical calculations.
  • Communicating clearly and concisely, both verbally and in writing.

 

Physical Demands/Work Environment:

Work is performed in a standard office environment, and at housing sites.
