Description

Summary: The Executive Director is responsible for the overall management of the Lower Elwha Housing Authority (LEHA) including understanding of laws and regulations, grant compliance, financial administration and personnel management. Strong administrative and managerial skills and extensive knowledge in public administration and community development planning are required. The Executive Director, under the general direction of the LEHA Board of Commissioners, will implement policies and general objectives. The Executive Director is accountable for results, in terms of costs, methods, personnel and production, in the delivery of services to existing housing units, the rehabilitation of family owned homes, and the construction of new homes. The LEHA Executive Director serves as the primary liaison between the Board of Commissioners and the Lower Elwha Klallam Tribe Business Committee, in carrying out the Board's responsibilities to the Business Committee. Under tribal law, the Business Committee must approve the hiring of the Executive Director in writing.

SUPERVISORY STATUS: Responsible for Supervision of all LEHA staff

POSITION STATUS: Salaried - Full-time; eligible for standard LEHA employment benefits.

ESSENTIAL FUNCTIONS OF JOB:

  • Provide orientation and training for the Tribal Business Committee on the Tribe's Housing Plan.
  • Develop detailed familiarity with the Tribe's Housing Authority Ordinance and assist LEHA and the Board in meeting all reporting requirements under the Ordinance, including reporting to the Business Committee.
  • Serve as the liaison between the Business Committee and the LEHA.
  • Prepare reports for and attend meetings with the Tribe's Executive Director
  • Attend LEHA Board meetings to present, review, and promote housing policies to facilitate the development of new policies for efficient and effective administration of the Tribal Housing Plan.
  • Financial management and reporting including development and monitoring of operating, rehabilitation and construction budgets; tax credit projects; procurement; annual financial audits.
  • Preform annual self-monitoring activities including periodic updating of all housing policies to ensure compliance with applicable tribal law, federal regulations and funding requirements.
  • Supervise and assist in writing Request for Proposals (RFPs), scheduling initial inspections for U.S. Department of Housing and Urban Development (HUD) compliance, and providing oversight for modernization and rehabilitation for eligible housing assistance participants.
  • Plan, direct and coordinate activities of the Tribal Housing Plan with Board input and approval and Business Committee approval to ensure that goals and objectives of the Tribal Housing Plan are accomplished within the prescribed time-frame and funding parameters and in accordance with applicable laws and regulations.
  • Develop contractual agreements for construction and rehabilitation services consistent with the most efficient and effective use of new contract strategies including, but not limited, to management at risk policies.
  • Train contractors and staff in procedures, contract awards, and other such training to ensure compliance with applicable laws and regulations.
  • Establish and maintain sound fiscal management practices of all housing activities.
  • Identify new resources for support to the Tribal Housing Plan and coordinating and leveraging additional funds from other agencies and organizations for improved services.
  • Represent the Tribal Housing Plan at appropriate meetings of agencies and organizations related to housing assistance, programs, and services.
  • Assist the LEHA Board in the screening and selection of personnel for recommendations for employment.
  • Responsible for forecasting long range development plans in relation to the development of the facilities.
  • Troubleshoot and respond to problematic situations to eliminate operational and subcontractor problems.
  • Report any deficiencies to supervisor, while taking precautions to prevent any injuries to staff, customers, or facility. Handle all emergencies after notifying supervisor.
  • Ensure compliance with required rules and regulations in order to protect and preserve assets of the LEHA and the Lower Elwha Klallam Tribe.
  • Temporary or permanent duties and responsibilities may be added to, or modified as necessary.
 
Position Requirements

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in one of the following: Business Administration, Public Administration, Community Development, Planning or other course work in a disciplined area applicable to the requirements of the position
  • Minimum of 10 years of housing development and construction experience.
  • Three (3) years of experience in an administrative or supervisory capacity, and be familiar with standard business practices.
  • Possess a comprehensive understanding of the HUD Indian Housing Program, to assure that LEHA activities are in compliance and possess a thorough understanding of federal program regulations, including budgeting procedures.
  • Knowledge of contracts and grants preparation and 5 years’ experience with property management.
  • Computer skills, including proficiency with MS Office Suite, the ability to communicate electronically, and excellent internet research skills.
  • Ability to communicate to the Tribal community the aim and purposes of the program.
  • Ability to serve on task forces and/or committees.
  • Ability to comply with all applicable Federal or Tribal statutes, regulations or ordinances.
  • Strong interpersonal, communication skills and the ability to work effectively with a wide range of constituencies in a diverse community, both orally and in writing.
  • Ability to design and implement systems necessary to collect, maintain, analyze and provide reports on data collected.
  • Ability to make administrative/procedural decisions and judgments.
  • Ability to identify and secure alternative funding/revenue sources.
  • Knowledge of management principles and practices.
  • Ability to develop, plan, and implement short- and long-range goals.
  • Skill in organizing resources and establishing priorities.
  • Skill in budget preparation and fiscal management.
  • Knowledge of financial/business analysis techniques.
  • Ability to establish and maintain harmonious and effective working relationships with residents, staff, and other individuals and groups.
  • Ability to plan, organize, communicate, and supervise the work of staff, and to complete a work program of considerable variety.
  • Ability to evaluate new programs or policies, to make recommendations on their applicability, and to oversee the overall direction of new initiatives.
  • Must pass UA testing prior to employment and maintain compliance with LEHA Drug Free Workplace policies
  • Ability to establish and keep a high level of confidence with co-workers, clients and the community.
  • Must possess and maintain a valid, state-issued driver’s license; submit a Department of Motor Vehicles (DMV) driving history; and provide proof of motor vehicle insurance.
  • Must have the ability to travel out of town, including overnight.

DESIRED QUALIFICATIONS

  • Knowledge of the Lower Elwha Klallam Tribe and surrounding Community
  • Direct experience with development, implementation, and completion of the Indian Housing Plan (IHP) and Annual Performance Report (ARP) working knowledge of the form submission requirements and review process.
  • Demonstrate knowledge of the Native American Housing Assistance and Self-Determination Act (NAHASDA) with a clear understanding of the law and its regulations.
  • Knowledge of and understanding of the Indian Housing Block Grand (IHBG) Formula.

PHYSICAL REQUIREMENTS

  • Stamina to work 40 hours per week, primarily in an office setting
  • Must be able to read handwriting
  • Must be able to deal with the stress of a busy workplace
  • Must be available for occasional evening work and travel up to 40% of the time
