About the Organization FIRST 5 Santa Clara County (FIRST 5) was formed when California voters approved Proposition 10 in November 1998. FIRST 5 is a public entity governed by a nine member Commission. FIRST 5 Santa Clara County supports the healthy development of children prenatal through age 5 and enriches the lives of their families. FIRST 5 allocates funds to promote, support, and improve early childhood development for children prenatal through age 5 and their families.
Through an extensive planning process, the community identified four domains in which FIRST 5 focuses its resources: (1) Health Care; (2) Family Support; (3) Early Care and Education; and (4) Neighborhood and Community Engagement. The Commission then adopted five primary goals that address each of these domains: (1) Children are born healthy and experience optimal health and development; (2) Families provide safe, stable, loving and stimulating homes; (3) Children enter school fully prepared to succeed academically, emotionally and socially; (4) Neighborhoods and communities are places where children are safe, neighbors are connected, and all cultures are respected; and (5) Systems are responsive to the needs of children and families. Description

The Assistant Director – General Accounting will be responsible for a variety of activities in support of the organization’s overall financial management and grantor billing. This position works closely with the Controller, as well as the accounting and contracts teams, and is expected to function with a minimum amount of supervision while performing complex financial tasks that require thorough understanding of government contracts and accounting principles and standards under Uniform Guidelines to the financial activities of the Organization.

This position is responsible for the billing of the third-party grant awards FIRST 5 receives and the management of the grantees who receive the related pass-through funding for their timely and accurate billings. This role will also be responsible for the contract management for the third-party funders and the related pass-through grantees’ contracts. This role is part of the Finance team and reports to the Controller. This position is part of a bargaining unit represented by SEIU Local 521.

Essential Duties & Responsibilities

  • Contract management and administration for Third-Party Awards.
  • Contract management and administration for the related Grantee Contracts.
  • Manage grant activity from proposal budgets through final close out to ensure compliance with GAAP, FIRST 5 policies, regulatory and/or contract terms.
  • Prepares billing and ongoing contract analysis on Third-Party Grant Awards and related fiscal requirements.
  • Monitors performance against budget.
  • Provides general accounting support and services including, but not limited to: assuring general ledger accuracy, timely record billings to accounts receivable, and follow-up with outstanding receivables.
  • Prepares and reviews journal entries.
  • Maintains, analyzes, and reconciles general ledger accounts monthly for accuracy.
  • Assists in the preparation of monthly reconciliation schedules and year-end audit schedules as required.
  • Interacts with departments and functions company-wide, such as A/P, A/R, Payroll, HR, Contracts, Program and Communications to ensure the integrity and reliability of financial data.
  • Assists with the preparation of the annual and quarterly budgeting and forecasting process, conducts financial analyses, reporting and reconciliation.
  • Assists with special financial projects, including, but not limited to: ad hoc analysis and special projects as they arise.
  • In collaboration with the accounting team prepares accurate and timely month-end reports and financial analysis support for the assigned program.
  • Monitor grants and contract expenditures against the budget to determine when revisions are necessary and to ensure proper alignment of expenses with the budget. Assist in preparation of budget revision.
  • Identifies opportunities for financial performance improvement throughout the organization.
  • In cooperation with the Controller and accounting team creates monthly financial presentations including explanation of variances and key issues for departments.
  • Collects, analyzes and reports accurate and timely data to ensure funder and internal reporting is accurate.

Minimum educational level:

  • Bachelor’s degree in finance or accounting, a CPA license (preferred) or equivalent years of relevant experience.

Experience required:

  • Minimum 3 years of experience (it is preferable that a portion of that experience includes non-profit).

Physical Requirements:

  • Talk, hear, sit, use hands to finger, handle or feel objects, tools or controls and to reach with hands and arms
  • Possess the mobility to maneuver throughout the building.
  • Use a keyboard and computer terminal, telephone and other office equipment
  • Able to lift up to 20 lbs
  • Occasional moving of furniture or equipment or office supplies

Term

This is a full-time, exempt position, 40 hours per week. Some nights and weekends may be required.

Salary Range $87,318 - $95,415 - represents the base range an external candidate can be placed per the union salary schedule
