Salary Manager Level- $50,000- $55,000 with an additional $3,000 bonus opportunity. Director Level- $53,000- $58,000 with an additional $3,000 bonus opportunity.

Due to expanding services PAI has created a Manager/Director of Employment Services (M/D ES) position. Depending on experience the person filling this role will hold a manager or director level position. The M/D ES is responsible for the growth, management, supervision, planning, coordination, and implementation of all aspects of PAI’s workforce services to individuals. This position oversees the Employment Services department and establishes job development activities for participants that focus on person-centered outcomes and informed choice. This position identifies potential employers for community-based, integrated employment opportunities. This position completes facility-based contract work procurement tasks including, but not limited to, contacting and meeting with potential contractors, providing written proposal, and maintaining quality control and production standards for on-site contracts.

Primary Responsibilities:

  • Plan, coordinate, and implement all aspects of PAI’s Employment Services department.
  • Maintain a current understanding and coordinate PAI’s compliance with the Disability Waiver Employment Services standards as defined by the MN Department of Human Services (MN-DHS) to ensure compliance with 245D licensing requirements and all applicable regulations and standards.
  • Deliver direct employment related services to program participants.
  • Act as an effective Designated Coordinator ensuring all 245D licensing regulations are followed, as requested.
  • Identify and develop a network of potential employers for employment development and advocate for successful placement of program participants.
  • Procure facility-based jobs. Provide prospective employer(s) with written proposal including delivery of materials information, completion of job timeline, cost of job and pick-up of products information, and acquire signed proposal. Coordinate all aspects of bidding process. Maintain records of communication.
  • Manage relationships with employment contacts to ensure satisfaction with PAI employment services.
  • Coordinate interviewing, hiring, on-boarding, retention of Employment Services staff, and deployment of staff in coordination with the Program Director (PD).
  • Supervise, teach, and coach Employment Specialists (ES) to ensure their duties are fulfilled according to DHS licensing requirements and PAI performance standards. Ensure professional and regular communication to ensure ideas, concerns and recommendations are given due consideration.
  • Assist, observe, and support ES to ensure training, competency, and performance standards are acquired and sustained, including documentation and tracking.
  • Conduct regular evaluations of employment partners to assess satisfaction with PAI employment services.
  • Partner with PAI site Program Supervisors (PS) to target individuals for Employment Services activities.
  • Coordinate employment site staffing with PAI site PS to assure coverage and continuation of daily services both at PAI and at community work sites.
  • Track and provide data relating to Employment Services to the PD.
  • Collaborate with the PD regarding the program expense budget. Make recommendations and communicate progress and concerns.
  • Partner with the Human Resources department to ensure compliance with all PAI policies and HR processes, and Federal, State, local laws, and ordinances.

 

 
Position Requirements

Required:

  • Meet Designated Coordinator standards as established per 245D. Minimally have one of the following:
    • A Baccalaureate Degree in a field related to Human Services and one-year of full-time work experience providing direct care services to persons with disabilities or persons aged 65 and older;
    • An Associate Degree in a field related to Human Services and two-years of full-time work experience providing direct care services to persons with disabilities or persons aged 65 and older;
    • A diploma in a field related to Human Services from an accredited post-secondary institution and three-years of full-time work experience providing direct care services to persons with disabilities or persons aged 65 and older; or
    • Minimum of 50-hours of education and training related to Human Services and disabilities, and four-years of full-time work experience providing direct care services to persons with disabilities or persons aged 65 and older under the supervision of a staff person who meets one of the qualifications in a-c above.
  • 21+ years of age or older.
  • Pass an OIG and DHS background study and maintain approved status without continuous supervision.
  • Reliable transportation for work driving purposes, a valid driver’s license, proof of valid car insurance, ability to satisfy insurance criteria for driving history and permit driving record checks as needed.
  • Demonstrate effective oral and written communication skills.
  • Proficiency using software applications associated with Microsoft Office Suite including, but not limited to, Outlook, Word and Excel. Ability to proficiently use other software applications with three months of initial introduction and training.
  • Demonstrate strong problem-solving skill to support developmental and emotional needs.
  • Leadership and management skills including time management organization and prioritization skills.
  • Experience providing Disability Waiver Employment Services, job coaching, and other community employment activities.
  • Experience with people management, program management, and program oversight in a social services organization.

 

Desired:

  • Bachelor’s Degree in a field related to Human Services.
  • At least one year of full-time work experience providing direct care services to persons with disabilities or persons aged 65 and older.
  • Experience with sales and/or job procurement.
  • Experience with Vocational Rehabilitation Services.
  • Experience with employment services curriculum design; ability to teach soft skills, interpersonal communications, computer, interviewing, resume writing, and other job search skills.

 

 
Preferred Requirements: Bachelor's Degree in a field related to Human Services. Experience with employment services curriculum design.
